CIRCULAR

AMENDMENTS TO THE CIRCULAR NO. 06/2018/TT-BKHCN DATED MAY 15, 2018 OF THE MINISTER OF SCIENCE AND TECHNOLOGY ON PROMULGATION OF “NATIONAL TECHNICAL REGULATION ON LUBRICATING OILS FOR INTERNAL COMBUSTION ENGINES”

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007 on elaboration of the Law on Standards and Technical Regulations and Decree No. 78/2018/ND-CP dated May 16, 2018 on amendments to the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007;

Pursuant to the Government’s Decree No. 95/2017/ND-CP dated August 16, 2017 defining functions, tasks, entitlements and organizational structure of the Ministry of Science and Technology;

At the request of the Director General of the Directorate for Standards, Metrology and Quality and Director of the Department of Legal Affairs;

The Minister of Science and Technology hereby promulgates a Circular on amendments to the Circular No. 06/2018/TT-BKHCN dated May 15, 2018 of the Minister of Science and Technology on promulgation of “National technical regulation on lubricating oils for internal combustion engines”.

Article 1. Amendments to the Circular No. 06/2018/TT-BKHCN dated May 15, 2018 of the Minister of Science and Technology on promulgation of “National technical regulation on lubricating oils for internal combustion engines

1. Article 1 is amended as follows:

“Article 1. QCVN 14:2018/BKHCN National technical regulation on lubricating oils for internal combustion engines and Amendment 1:2018 QCVN 14:2018/BKHCN National technical regulation on lubricating oils for internal combustion engines are promulgated together with this Circular.

2. Article 3 is amended as follows:

“Article 3. Transitional deadline

1. Lubricating oils for internal combustion engines that are produced, prepared, imported and sold on the market from September 15, 2019 shall apply QCVN 14:2018/BKHCN and Amendment 1:2018 QCVN 14:2018/BKHCN.

2. Lubricating oils for internal combustion engines that are produced, prepared, imported and sold on the market before December 15, 2019 shall continue to be sold on the market until September 15, 2021.”

Article 2. This Circular comes into force from December 15, 2018.

Article 3. Implementation

1. The Director General of the Directorate for Standards, Metrology and Quality shall provide guidance on and organize the implementation of this Circular.

2. Difficulties that arise during the implementation of this Circular should be promptly reported to the Ministry of Science and Technology for consideration and resolution.

3. Ministries, ministerial agencies, Governmental agencies, People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals are responsible for the implementation of this Circular./.

AMENDMENT 1:2018 QCVN 14:2018/BKHCN

NATIONAL TECHNICAL REGULATION ON LUBRICATING OILS FOR INTERNAL COMBUSTION ENGINES

Foreword

Amendment 1:2018 QCVN 14:2018/BKHCN amends some regulations of QCVN 14:2018/BKHCN.

Amendment 1:2018 QCVN 14:2018/BKHCN is prepared Drafting Committee for National technical regulation on lubricating oils for internal combustion engines, submitted by the Directorate for Standards, Metrology and Quality for approval and promulgated together with the Circular No. 10/2018/TT-BKHCN dated July 01, 2018 of the Minister of Science and Technology.

 

NATIONAL TECHNICAL REGULATION ON LUBRICATING OILS FOR INTERNAL COMBUSTION ENGINES

1. Amendments to Section 1.1. Scope

“1.1. Scope

The present document provides for maximum limits of specifications and requirements for management of quality of “2T” or “4T” lubricating oils for internal combustion engine under HS code 2710.19.43 on the nomenclature of exports and imports promulgated by the Ministry of Finance.

The present document does not apply to lubricating oils for internal combustion engines used for security and national defense purposes.”.

3. Amendments to section 3.3 test methods

- TCVN 3182:2013 procedure C (ASTM D6304-07) Standard test method for determination of water in petroleum products, lubricating oils and additives by coulometric Karl Fischer titration.

- ASTM D4055-02 Standard Test Method for Pentane Insolubles by Membrane Filtration replaced with ASTM D4055-04 Standard Test Method for Pentane Insolubles by Membrane Filtration.

4. Amendments to section 6.2

“6.2. In the cases where any of the legislative documents referred to in this document is amended or replaced, the newest one shall apply. If the HS code assigned to “2T” or “4T” lubricating oils for internal combustion engine is changed, any of the standards referred to in this document is amended or replaced, guidelines laid down by the Directorate for Standards, Metrology and Quality shall be adhered to./.”
