CIRCULAR

ON MEASUREMENT AND QUALITY IN GAS BUSINESS AND PUBLICIZING OF GAS BLENDING FACILITIES IN VIETNAM

Pursuant to Law on Standards and Technical regulations dated June 29, 2006;

Pursuant to Law on Products and Goods Quality dated November 21, 2007;

Pursuant to Law on Measurement dated November 11, 2011;

Pursuant to Decree No.87/2018/ND-CP dated June 15, 2018 of Government on gas business;

Pursuant to Decree No. 95/2017/ND-CP dated August 16, 2017 of Government on functions, tasks, powers and organizational structure of Ministry of Science and Technology;

Chapter I

GENERAL PROVISIONS

Article 1. Scope

This Circular prescribes measurement and quality in gas business and publicizing of gas blending facilities in Vietnam, including liquefied petroleum gas (LPG), liquefied natural gas (LNG) and compressed natural gas (CNG) (hereinafter collectively referred to as “gas”).

Article 2. Regulated entities

1. Gas traders include: gas manufacturers and processors; gas blenders; gas exporters and importers; gas sellers and buyers; providers of ports for importing and exporting gas, gas tanks and warehouses to store LPG bottles; providers of gas transportation service; gas refueling and filling stations; LPG bottle retail stores.

2. Regulatory agencies operating in measurement, quality and other regulatory agencies, organizations and individuals related to gas business.

Article 3. Term interpretation

2. Gas quality document includes: copies of standards declared and applied to each type of gas and copies of quality certificates (notice on receipt of declaration of conformity of competent agencies, notice on regulatory inspection regarding quality of import gas or documents verifying exemption from regulatory inspection regarding quality of import gas);

3. Metrology terms shall comply with regulations and law on metrology;

4. LPG, LNG, CNG and other terms used in this Circular shall comply with Article 3 of Decree No. 87/2018/ND-CP dated June 15, 2018 of Government on gas business (hereinafter referred to as “Decree No. 87/2018/ND-CP”).

Article 4. Principles of gas measurement and quality control

1. In case of LPG, gas importers, exporters, processors and blenders must declare applied standards and adopt measures to perform quality control according to national technical regulations on liquefied petroleum gas before market circulation.

2. In case of LNG and CNG, gas importers, manufacturers, processors and blenders must declare applied standards and ensure that gas quality satisfies declared and applied standards before market circulation. Standards selected for application shall comply with regulations and law on technical standards and regulations.

In case Ministry of Science and Technology promulgates national technical regulations to manage LNG and CNG, gas manufacturers, processors, blenders and imports shall comply with respective national technical regulations.

3. Gas traders shall be responsible for measurement and quality of gas in their distribution systems and jointly responsible for violations regarding gas measurement and quality committed by other traders within their distribution systems.

4. Traders applying code and barcode technology in business operation must ensure gas quality and documents on quality control according to code and barcode technology.

Chapter II

MEASUREMENT IN GAS BUSINESS

Article 5. Measurement regulations with respect to measuring instruments in gas import, export, manufacture, process, blending and trade; provision of ports for gas import and export, gas tanks and warehouses to store LPG bottles; provision on gas transportation services; gas refueling and filling; LPG bottle retail 

Gas traders must satisfy following requirements:

1. Measuring instruments used to determine gas amount for trade must:

a) have measurement range suitable for amount of gas to be measured;

b) be accredited by accreditation organizations appointed according to regulations and law on metrology and have valid certificates of accreditation, accreditation symbols and stamps;

c) have technical properties satisfactory to technical properties of approved sample measuring instruments as per the law;

d) be isolated from parts and components that may interfere or change primary technical properties of the measuring instruments by sealing or covering such parts and components in lead by accreditation organizations;

2. Measuring instruments used to ensure safety must:

a) have measurement range suitable for measurement quantity;

b) be accredited or calibrated by accreditation or calibration organizations appointed according to regulations and law on metrology and have valid certificates of accreditation or calibration, accreditation or calibration symbols and stamps;

c) satisfy requirement specified in Points c, d and dd Clause 1 of this Article;

3. When the measuring instrument(s) specified in Clause 1 or Clause 2 of this Article are installed together with other parts and components to form measuring systems, assembled the measuring systems must satisfy technical regulation according to regulations and law on metrology.

Article 6. Requirements for measurement in gas import, import, manufacture, process, blending and trade; provision of ports for gas import, export, gas tanks and warehouses to store LPG bottles; provision of gas transportation services; gas refueling and filing; LPG bottle retail

Gas traders must:

1. Use measuring instruments satisfactory to requirements specified in Article 5 of this Circular;

2. Comply with regulations on use of measuring instruments and measuring systems of manufacturers and imports, and specialized requirements for metrology operation of competent metrology regulatory agencies. During use or period examination, if measuring instruments or measurement systems are discovered to be flawed or unsatisfactory to regulations on measurement deviations, traders who own measuring instruments and measurement systems must stop using such instruments and systems to adopt rectification measures;

a) In case measuring instruments or measurement systems are used to determine volume or mass of gas

a1) Measurement results of LPG/LNG/CNG in volume shall be converted to base units (base temperature is 15oC and base pressure is 101325 Pa). In case LPG is provided for households, LPG measurement results shall be determined by actual measurement;

a2) Deviations of measurement results of LPG/LNG at base conditions must not exceed 1.5 times of the permissible deviations of measuring instruments or measurement systems;

a3) Deviations of CNG measurement results must not exceed 2 times of the permissible deviations of measuring instruments or measurement systems;

b) In case measuring instruments and calculation methods are used to determine heat of specific LNG/CNG amount, the LNG/CNG amount must satisfy following requirements:

b1) Measurement results of LNG/CNG must satisfy requirements specified in Point a of this Clause;

b2) Calculation methods conform to guidance of competent metrology agencies;

c) In case of pre-bottled LPG: amount of LPG in bottles must conform to metrology technical requirements applied to amount of pre-packed commodities according to regulations and law on metrology;

4. In case of using true quantity markings on labels of pre-bottled LPG, comply with requirements for publicizing true quantity markings on labels of pre-packed commodities according to regulations and law on metrology;

a) Prepare plans to specify details and period of self-inspection;

b) Conduct at least 1 inspection during the period of self-inspection according to plans;

c) Store results of periodic self-inspection at location that is convenient for examination of competent agencies and individuals.

Chapter III

QUALITY CONTROL IN GAS BUSINESS

Section 1. IMPORT GAS QUALITY CONTROL

Article 7. Quality control of gas of importers

Gas importers shall:

1. Develop, apply and maintain quality control systems according to National Standards No. TCVN ISO 9001:2015 or Petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001:2010).

3. Provide gas traders and gas transportation service providers with copies of notice on results of state inspection regarding quality of import gas (with respect to import gas lies within the scope of national technical regulations) or documents verifying exemption from state inspection regarding quality of import commodities of inspecting bodies or develop appropriate managing measures to ensure intactness and readiness for submission of application for state inspection of import gas quality;

4. Comply with regulations and law on labelling.

Article 8. Gas under national technical regulations

With respect to gas lies under national technical regulations, importers must:

1. Adopt measures to perform quality control as specified in respective national technical regulations;

2. Apply for state inspection regarding quality of import gas as specified in Clause 2c Article 7 of Decree No. 132/2008/ND-CP dated December 31, 2008 of Government on elaborating to Law on Quality of goods and commodities and amendments thereto in Clause 3 Article 1 Decree No. 74/2018/ND-CP dated May 15, 2018 of Government on amendments to Decree No. 132/2008/ND-CP dated December 31, 2008 of Government.

During state inspection regarding quality of import gas, if quality of import gas fails to satisfy with national technical regulations and declared and applied standards, import quality inspecting bodies shall dispose as per the law.

3. Ensure gas quality to be satisfactory to national technical regulations and declared and applied standards before transporting to customers. The declared and applied standards must not contradict respective national technical regulations.

1. Publicize standards applied to each type of gas as per the law;

2. Ensure gas quality to be satisfactory to declared and applied standards.

Section 2. EXPORT GAS QUALITY CONTROL

Article 10. Quality control of export gas

1. Develop, apply and maintain quality control systems according to National Standards No. TCVN ISO 9001:2015 (ISO 9001:2015) or Specialized petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001: 2010).

2. Gas exporters shall provide gas for foreign traders according to quality specified under signed contracts.

3. In case gas products are returned, gas exporters shall adopt measures to perform quality control according to regulations and law before initiating domestic circulation.

Section 3. QUALITY CONTROL OF DOMESTICALLY MANUFACTURED, PROCESSED AND BLENDED GAS

Article 11. Quality control of gas manufacture, process and blending

1. Develop, apply and maintain Quality control systems according to National Standards No. TCVN ISO 9001:2015 (ISO 9001:2015) or Specialized petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001:2010).

2. Regarding testing capacity

Establish gas quality testing laboratories or enter into contracts with at least 1 year of effectiveness for hiring traders and organizations having laboratories licensed for testing as per the law and capable of conducting tests for gas quality criteria according to declared and applied standards and national technical regulations;

3. Publicize standards applied to gas processed and blended that are not contradictory to national standards, national technical regulations (if any) and ensure gas quality to be satisfactory to declared standards before market circulation. Publicizing applied standards shall conform to regulations and law on technical standards and regulations.

a) In case a gas product is manufactured for the first time on the market, traders shall apply for verification at verification organizations assigned by Directorate for Standards, Metrology and Quality to conduct inspection and assessment regarding compliance with standards, metrology and quality as per the law.

b) In case gas is blended, traders shall develop explanation regarding capacity of each gas blending facilities consisting of following basic information:

b1) Name of finished gas product; manifesto of applied standards and quality certificates satisfactory to declared standards of the finished gas product;

b2) Used blending methods and respective tank and equipment systems;

b3) Manifesto of type, quality and origin of materials and additives used during blending gases;

b5) Methods of conducting safe inspection regarding machinery, equipment and technology lines to promptly detect and rectify signs of hazards throughout blending process;

b6) Regulations and law on fire prevention and environmental protection according to respective laws;

4. In case of domestic gas distribution systems, traders shall develop and conduct examination, control and compliance with regulations and law on quality in gas business of the gas distribution systems under management of the traders;

5. Provide customers, gas traders and gas transportation service providers with copies of notice on receipt of declarations of conformity or develop appropriate management measures to ensure that declarations of conformity shall be stored and presented upon request;

6. When using additives to produce, process and blend gases, traders shall inform Ministry of Science and Technology via the Directorate for Standards, Metrology and Quality about standards of the additives (name, components, contents prior to manufacture and blending) and guarantee that the additives must not affect safety of human, animals, plans, environment and gas quality.

Standards applied for declaration shall comply with regulations and law on technical standards and regulations. Traders shall be responsible to the law for using additives in manufacturing, processing and blending gas;

7. Comply with regulations and law on product labelling.

Article 12. Gas under national technical regulations

With respect to domestically manufactured, processed or blended gases that are listed under national technical regulations, gas manufacturers, processors and blenders must:

2. Declare conformity on the basis of conformity assessment; declare applied standards. Contents of declared and applied standards must not contradict respective national technical regulations;

3. Ensure that gas quality must conform to respective national technical regulations and declared and applied standards;

4. In case domestically manufactured, processed and blended gas are returned by importing countries, exporters shall:

a) Conduct quality inspection of each finished gas batch according to respective national technical regulations, declared and applied standards and circulate only batches whose quality satisfies respective national technical regulations and declared and applied standards;

b) Store test results of each batch and present the results upon request;

5. Label according to regulations and law on product labelling.

Article 13. Gas beyond national technical regulations

Domestically manufactured, processed and blended gases that are beyond the scope of respective national technical regulations, gas manufacturers, processors and blenders shall:

1. Publicize declared and applied standards of each gas type as per the law;

3. In case domestically manufactured, processed and blended gas are returned by importing countries, exporters shall:

a) Conduct quality inspection for each finished batch according to declared and applied standards, only regulate batches whose quality satisfies declared and applied standards;

b) Store test results of each batch and present the results upon request;

c) Label according to regulations and law on product labelling.

Article 14. Publicizing gas blending facilities

1. Gas manufacturers, processors, importers and exporters (hereinafter referred to as “gas blenders”) shall prepare 1 set of gas blend dossiers according to Article 11 of this Circular, store at head offices according to business registration and prepare self-declarations of gas blending eligibility and submit to Directorate for Standards, Metrology and Quality.

Traders shall be responsible for creditability and authenticity of gas blend dossiers at their facilities.

2. Traders publicizing gas blending facilities shall choose to submit self-declarations of gas blending eligibility via post or in person at single-window entities for handling administrative procedures of Directorate for Standards, Metrology and Quality.

Contents of the self-declarations of gas blending eligibility shall comply with Form CBPH-DKPCK under Annex attached to this Circular.

Traders shall blend gases after the self-declarations of gas blending eligibility are uploaded on websites of the Directorate for Standards, Metrology and Quality.

Section 4. QUALITY CONTROL OF GAS IN GAS TRADERS AND LPG BOTTLE RETAIL STORES

Article 15. Quality control of gas in gas traders

Gas traders shall:

1. Develop, apply and maintain Quality control systems according to National Standards No. TCVN ISO 9001:2015 (ISO 9001:2015) or Specialized petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001:2010);

2. In case of domestic distribution systems, traders shall develop, inspect, control and organize compliance with regulations and law on quality in gas business of the domestic distribution systems under management of the traders;

3. Ensure that quality of gas provided under distribution systems satisfy declared and applied standards and national technical regulations (in case of gas under national technical regulations); do not accept in case of unclear origin. In case of gas beyond national technical regulations, only distribute if such gas satisfies declared and applied standards;

4. Provide customers with copies of declarations of applied standards with respect to gas that is beyond national technical regulations, notice on receipt of declaration of conformity of competent agencies, notice on state inspection regarding import gas quality or documents confirming exemption from state inspection regarding import goods of inspecting bodies or develop measures to appropriately manage gas quality dossiers to ensure readiness and intactness of the dossiers;

5. Inform competent agencies, gas manufacturers, processors, blenders and importers to enable disposal as per the law upon discovering gas quality unsatisfactory to national technical regulations or declared and applied standards;

Article 16. Quality control of gas in LPG bottle retail stores

LPG bottle retail stores shall:

1. Request gas traders to provider LPG quality dossiers of each shipment or batch that is shipped to the stores (provide LPG quality dossiers at the time of shipping or at least 5 working days after receiving request of competent agencies).

2. LPG bottles shall be labelled according to regulations and law on product labelling, quality of LPG in bottles shall satisfy respective national technical regulations and declared and applied standards.

3. Store invoices or copies thereof in case of trade with gas importers, manufacturers, processors and blenders for each type of gas.

Section 5. QUALITY CONTROL OF GAS IN GAS REFUELING STATIONS, GAS FILLING STATIONS AND CNG COMPRESSOR STATIONS

Article 17. Quality control of gas in refueling stations and filling stations

Stations that refuel gas and fill gas in bottles, tanker trucks and transportations must:

1. Have quality dossiers of each gas imported to the stations provided by gas manufacturers, processors, importers or traders;

3. Prior to market circulation, LPG bottles must be labelled according to regulations and law on product labelling;

4. Develop, apply and maintain Quality control systems according to National Standards TCVN ISO 9001:2015 (ISO 9001:2015) or Specialized petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001:2010).

Article 18. Quality control of gas in CNG compressor station

CNG compressor stations must:

1. Have quality dossiers of CNG gas imported to the stations provided by gas manufacturers, processors, importers or traders;

2. Compressing CNG must not change quality thereof which leads to violation against declared and applied standards and national technical regulations during the process;

3. Develop, apply and maintain Quality control systems according to National Standards TCVN ISO 9001:2015 (ISO 9001:2015) or Specialized petroleum quality control systems according to National Standards No. TCVN ISO/TS 29001:2013 (ISO/TS 29001:2010).

Section 6. QUALITY CONTROL OF GAS IN PROVISION OF PORTS FOR GAS IMPORT AND EXPORT; TANKS AND STORAGE FOR LPG BOTTLES AND GAS TRANSPORTATION SERVICES

Article 19. Quality control of gas in provision of ports for gas import, export, tanks and storage for LPG bottles

1. Ensure quality of gas provided by gas manufacturers, processors, blenders, importers or traders; not commit acts that affect gas quality;

2. Inform competent agencies, gas manufacturers, processors, blenders and importers to dispose as per the law upon discovering gas that fail to satisfy national technical regulations and declared and applied standards;

3. Store quality dossiers provided by gas manufacturers, processors, blenders, importers or traders. Storage period shall be decided by the providers of said dossiers so as to ensure traceability upon necessary.

Article 20. Quality control of gas in transportation services

Providers of gas transportation services shall:

1. Ensure quality of gas during transportation; ensure intactness of seals applied on tanks of the means of transportation and on LPG bottles during transportation; not commit acts that affect gas quality during transportation;

2. Cooperate with gas manufacturers, processors, blenders, importers or traders in ceasing transportation and informing competent agencies to dispose as per the law upon discovering gas quality unsatisfactory to national technical regulations and declared and applied standards;

3. Store quality dossiers provided by gas manufacturers, processors, blenders, importers and traders.

Article 21. Responsibilities of presiding agencies

1. Ministry of Science and Technology:

a) Manage gas quality and measurement and publicize gas blending facilities as specified in this Circular;

b) Receive notice on additive standards (name, components, contents prior to gas manufacture and process) and ensure that the additives do not harm humans, animals, plants, environment and gas quality as specified in Clause 6 Article 11 of this Circular;

c) Take charge and cooperate with specialized agencies of relevant ministries in conducting inspection regarding compliance with regulations and law on quality and measurement of gas traders as specified in this Circular;

d) Within 3 months from the date on which  self-declarations of gas blenders are received, Directorate for Standards, Metrology and Quality shall take charge and cooperate with relevant agencies to conduct post-inspection at gas blending facilities according to self-declarations of the traders and this Circular.

If traders fail to satisfy requirements specified in Decree No. 87/2018/ND-CP and those specified in this Circular related to gas blending, the Directorate for Standards, Metrology and Quality shall remove the traders from list of gas blending facilities publicized on website of the Directorate for Standards, Metrology and Quality and inform Ministry of Industry and Trade, People’s Committees of provinces and central affiliated cities where the traders operate and the traders themselves in writing;

dd) Approve models of measuring instruments issue registration certificate and assign organizations to verify measuring instruments as per the law;

e) Provide specific instruction regarding technical metrology requirements with respect to measuring instruments, measurement systems, conversion of gas results to base conditions, gas amount calculation methods, examination of measurement methods and measurement results;

h) The Directorate for Standards, Metrology and Quality is responsible of organizing implementation of Points a, b, c, d, dd, e and g of this Clause and report to Ministry of Science and Technology on results of compliance with regulations on periodic and irregular reports of Ministry of Science and Technology.

2. Responsibilities of agencies consulting and assisting People’s Committees of provinces and central-affiliated cities in managing science and technology within the provinces:

a) Direct affiliated entities to implement this Circular;

b) Approve plans for communicating, publicizing and guiding metrology and quality operations at request of agencies and entities exercising functions and tasks regarding metrology and quality standards affiliated to agencies consulting and assisting People’s Committees of provinces and central-affiliated cities in managing science and technology within the provinces as specified in this Circular;

c) Direct agencies and entities exercising functions and tasks regarding metrology and quality standards and agencies consulting and assisting People’s Committees of provinces and central-affiliated cities in managing science and technology within the provinces within their tasks and powers, take charge and cooperate with relevant agencies and entities in conducting state examination and inspection regarding gas quality and measurement with respect to gas refueling stations, filling stations, CNG compressor stations, gas traders, LPG bottle retail store, providers of gas transportation services and other tasks as specified in this Circular and relevant law provisions;

d) On a regular or irregular basis, consolidate and submit reports to Ministry of Science and Technology (via Directorate for Standards, Metrology and Quality), People’s Committees of provinces and central-affiliated cities on quality control and measurement in gas business, inspection, examination and taking actions against violations regarding measurement and quality in gas business according to Circular No. 03/2019/TT-BKHCN dated June 26, 2019 of Minister of Science and Technology on period report regimen under state management of Ministry of Science and Technology.

3. Agencies and entities exercising functions and tasks regarding measurement standards affiliated to agencies consulting and assisting People’s Committees of provinces and central-affiliated cities in managing science and technology within the provinces are responsible for:

a) Taking charge and cooperating with relevant entities in conducting periodic or irregular inspection and examination regarding measurement and quality at gas refueling stations, filling stations, CNG compressor stations, gas traders, LPG bottle retail stores and other distribution outlets based within the provinces as specified in this Circular;

b) On a periodic or irregular basis, consolidate and submit reports to the Directorate for Standards, Metrology and Quality on measurement and quality control in gas business as specified in Circular No. 03/2019/TT-BKHCN dated June 26, 2019 of Minister of Science and Technology on periodic reporting regimens under state management of Ministry of Science and Technology.

1. Complying with regulations and law on rights and obligations of traders under Decree No. 87/2018/ND-CP and relevant legislative documents on measurement and quality.

2. Ensuring implementation of gas measurement and quality control as specified in this Circular. Ensuring that quality of gas circulated on the market is satisfactory to national technical regulations and declared and applied standards. Promptly ceasing manufacture, process or blending, informing relevant entities and adopting measures to rectify consequences after detecting manufactured, processed or blended gas having quality unsatisfactory to national technical regulations and declared and applied standards.

3. Adopting measures at request of competent regulatory agencies to allow persons with relevant responsibilities and obligations to examine measuring instruments, measurement methods and quality of gas to be provided for customers.

4. Complying with regulations and law on occupation safety and hygiene, fire safety and environmental protection.

5. Being subject to examination and inspection regarding measurement and quality as per the law. Complying with request of competent agencies and organizations during the examination and inspection as per the law. Complying with decisions on examination and inspection of competent regulatory agencies.

6. Traders committing violations under this Circular and relevant law provisions on gas quality control and measurement in business shall be met with administrative penalties depending on nature and level of severity of the violations as per the law.

7. Storing gas quality and measurement dossiers as specified in this Circular.

Article 23. Responsibilities of gas blenders

1. Complying and implementing this Circular.

3. Being subject to inspection and examination of competent agencies in gas blending.

4. Storing gas blending dossiers as specified in this Circular.

Article 24. Responsibilities of measuring instrument accrediting organizations

1. Accrediting measuring instruments at request of gas traders and complying with regulations and law on responsibilities of measuring instrument accrediting organizations under this Circular and other legislative documents on metrology.

2. Upon detecting signs of violations against regulations and law on metrology and quality, promptly informing and cooperating with local metrology regulatory agencies in handling as per the law.

Article 25. Responsibilities of measuring instrument manufacturing, importing and providing facilities

1. Adopting metrology control measures (e.g. model approval, initial accreditation) with respect to measuring instruments under this Circular and other regulations and law on metrology.

2. Adopting measures to prevent and avert any impact that changes technical metrology characteristics or control programs of measuring instruments compared to approved models.

3. Complying with regulations and law on responsibilities of measuring instrument manufacturing, importing and providing facilities under this Circular and other regulations and law on metrology.

IMPLEMENTATION

Article 26. Entry into force

1. This Circular comes into effect from March 15, 2020.

2. Circulars below expire from the effective date hereof:

a) Circular No. 12/2010/TT-BKHCN dated July 30, 2010 of Minister of Science and Technology on quality control and measurement in liquefied petroleum gas business;

b) Circular No. 15/2013/TT-BKHCN dated July 12, 2013 of Minister of Science and Technology on amendments to Clause 2 Article 5 of Circular No. 12/2010/TT-BKHCN dated July 30, 2010 of Minister of Science and Technology.

c) Circular No. 11/2016/TT-BKHCN dated June 28, 2016 of Minister of Science and Technology providing guidance on registering gas blending facilities.

Article 27. Transitional clauses

Traders issued with gas blending certificates as specified in Circular No. 11/2016/TT-BKHCN dated June 28, 2016 of Minister of Science and Technology shall continue their operation until the expiry date of the certificates and not submit self-declaration of eligibility for gas blending, notice on additive standards and additive quality guarantee as specified in this Circular.

1. If legislative documents and standards referred to in this Circular are amended or replaced, the new documents and standards shall prevail.

2. The Director General of Directorate for Standards, Metrology and Quality shall instruct and organize implementation of this Circular.

3. Difficulties arising during implementation of this Circular should be reported to Ministry of Science and Technology for consideration and amendments.

Ministers, heads of ministerial agencies, heads of governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals are responsible for implementation of this Circular./.
