CIRCULAR
ON LIMITED SIZES OF CONTAINERS OF SELF-DUMPING TRUCKS, SELF-DUMPING TRAILERS AND SEMI-TRAILERS, TANKER TRUCKS, TANK TRAILERS AND TANK SEMI-TRAILERS IN TRAFFIC
Pursuant to the Law on Road traffic dated November 13, 2008;
Pursuant to the Government's Decree No. 51/2008/ND-CP dated April 22, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;
At the request of the Director of Science and Technology Department and the Director of Vietnam Register;
The Minister of Transport promulgates a Circular on limited sizes of containers of self-dumping trucks, self-dumping trailers and semi-trailers, tanker trucks, tank trailers and tank semi-trailers in traffic.
Article 1. Scope of regulation

b) Tanker trucks, tank trailers, tank semi-trailers in road traffic, the gross weight of which is 10,000 kg or more (hereinafter referred to as tanker trucks).
2. This Circular is not applicable to:
a) The dump trucks and tanker trucks of the Ministry of National Defense and the Ministry of Public Security that are assembled or imported to serve national defense and security;
b) The dump trucks and tanker trucks that are assembled and imported to work at construction sites, mines, or for special purposes without participating in road traffic.
Article 2. Subjects of application
This Circular is applicable to the organizations and persons that import, assemble dump trucks and tanker trucks, the agencies in charge of motor vehicle management, inspection, and testing.
Article 3. Regulations on containers of dump trucks and tanker trucks
1. The container structure must be sturdy enough to ensure safety of the carried goods.
2. The entire length and width of the container must meet requirements in QCVN 09: 2011/BGTVT on technical safety and environmental safety of cars, and QCVN 11: 2011/BGTVT on technical safety and environmental safety of trailers and semi-trailers

a) The container must be so assembled that the weight supported by the axles does not exceed their maximum bearing capacity imposed by the manufacturer, and does not exceed the maximum permissible weight carried by the axle mentioned in QCVN 09:2011/BGTVT and QCVN 11:2011/BGTVT.
b) Specific requirements of each type of vehicles:
- For dump trucks: the freight-carrying volume of the container is determined based on the internal geometrical shape of the container, in order that the ratio of cargo weight and freight-carrying volume is not smaller than 1200 kg/m3.
- For tanker trucks: the freight-carrying volume of the tank (not including the capacity of inlets) is determined based on the internal geometrical shape of the tank, and must not exceed the volume calculated by dividing the weight of cargo by its density.
If the documents about the functions and specifications are not available, or the actual freight-carrying volume differs from that in the document by 10% or more, then the freight-carrying volume of the tank is the volume of water or goods (for tanker trucks that carry dried goods) that the tank can carry up to the highest point inside the tank.
Article 4. Effect
1. This Circular takes effect on October 01, 2012.
2. The quality inspection certificates issued to the vehicles that are manufactured or assembled before October 01, 2012 according to the Circular No. 30/2011/TT-BGTVT dated April 15, 2011 of the Minister of Transport on inspection of technical safety and environmental safety applicable to manufacture and assembly of motor vehicles are still valid.
3. Article 5. Implementation
The Chief of the Ministry Office, the Chief Inspector of the Minister, the Director of Directorate for Roads of Vietnam, the Director of Vietnam Register, Directors of Services of Transport, heads of relevant organizations, and the persons concerned are responsible for the implementation of this Circular./.
