Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to the Government's Decree No. 87/2017/ND-CP dated July 26, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
In compliance with the Prime Minister’s Directive No. 11/CT-TTg dated March 4, 2020 regarding urgent tasks and measures to relieve business and production difficulties as well as assure social security in response to the Covid-19 pandemic;
Upon the request of the Director of the Tax Policy Department;
Minister of Finance hereby promulgates the Circular, regulating rates of fees for verification of papers and documents upon request of domestic organizations and individuals; fees for granting permits for sending workers abroad under definite-term contracts.

Organizations and enterprises that are granted new, renewed, replaced or re-issued permits for sending Vietnamese workers abroad under contracts shall pay the following fees:
a) Within the duration from the effective date of this Circular to the end of December 31, 2020, they shall pay the fee equal to 50% of the rates prescribed in Clause 1, Article 4 of Circular No. 259/2016/TT-BTC dated November 11, 2016 of the Minister of Finance, regulating the rates and regimes for collection, remittance, management and use of fees for verification of papers and documents; and fees for issuance of permits for sending workers abroad under definite-term contracts (hereinafter referred to as Circular No. 259/2016/TT-BTC).
Within the effective period of this Circular, rates of fees for granting permits for sending workers abroad under definite-term contracts which are provided under clause 1 of Article 4 in the Circular No. 259/2016/TT-BTC shall be suspended.
b) From January 1, 2021 onwards, rates of fees for granting permits for sending workers abroad under definite-term contracts which are provided under clause 1 of Article 4 in the Circular No. 259/2016/TT-BTC shall resume.
2. Rates of fees for verification of documents and papers upon request of domestic organizations and individuals
When domestic enterprises, organizations and individuals request regulatory authorities to verify documents and papers pertaining to Vietnamese workers working abroad, they must pay fees as follows:
a) From the effective date of this Circular to end of December 31, 2020, they shall pay 50% of the rates of fees specified in clause 2 of Article 4 in the Circular No.259/2016/TT-BTC.
Within the effective period of this Circular, rates of fees for verification of documents and papers upon request of domestic organizations and individuals which are provided under clause 3 of Article 4 in the Circular No. 259/2016/TT-BTC shall be suspended.
b) From January 1, 2021 onwards, rates of fees for verification of documents and papers upon request of domestic organizations and individuals which are provided under clause 3 of Article 4 in the Circular No. 259/2016/TT-BTC shall resume.

1. This Circular shall enter into force from June 12, 2020 to end of December 31, 2020.
2. Matters regarding the scope of application; subjects of application; collecting entities; payers; fee exemptions; declaration and statement showing payment and collection of fees and charges; management of fees and charges; documents evidencing collection, public disclosure of regimes for collection of fees and charges, and other related matters which are not covered herein, shall be subject to regulations of the Circular No. 259/2016/TT-BTC.
3. In the course of implementation of this Circular, if there is any difficulty that arises, entities, organizations and individuals should promptly inform the Ministry of Finance for its review and additional guidance./.
