CIRCULAR
ISSUING THE LIST OF CRITERIA AND PERMITTED LIMIT ON FOOD HYGIENE AND SAFETY FOR SOME OF PLANT-DERIVED FOOD PRODUCTS IMPORTED, PRODUCED AND CIRCULATED DOMESTICALLY UNDER THE MANAGEMENT SCOPE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Decree No.01/2008/ND-CP dated January 03, 2008 of the Government providing functions, duties, powers and organizational structure of the Ministry of Agriculture and Rural Development and the Decree No.75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No.01/2008/ND-CP;
Pursuant to the Ordinance on Food Hygiene and Safety No.12/2003/PL-UBTVQH passed by The Standing Committee of National Assembly dated July 26, 2003;
Pursuant to the Decree No.163/2004/ND-CP date September 07, 2004 of the Government detailing the implementation of a number of Articles of the Ordinance on Food Hygiene and Safety;
The Ministry of Agriculture and Rural Development issues the List of indicators, permitted limit on food hygiene and safety for some of plant-derived food products imported, produced and circulated domestically.
Article 1. Issuing together with this Circular:
The List of standards, permitted limit on food hygiene and safety for some of plant-derived food products imported, produced and circulated domestically.
Article 2. This List is the basis for the inspection agencies to appoint the indicators need for analyzing. The appointment of analyzing indicators based on the above mentioned List and the following information:
1. History of complying with regulations on food hygiene and safety of producers, importers;
2. The actual situation about danger to cause food unsafe from places of production, countries of production;

4. The indicators appointed for analyzing must be decided by Head of inspection agencies, in compliance with guidance, regulations of current law.
Article 3. This Circular takes effect after 45 days since the signing date.
Article 4. This List is reviewed for modification, supplementation depending on managerial requirement. During enforcement, if there are any difficulties, organizations, individuals need to reflect promptly to the Ministry of Agriculture and Rural Development for consideration, settlement.
Article 5. Head of Ministry Office, Director of Department of Agro- Forestry- Fisheries Quality Assurance, Heads of the Ministrial units, concerned organizations, individuals are responsibility for the implementation of this Circular./.
