APPROVING THE MASTER PLAN ON TOURISM DEVELOPMENT ON
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Prime Minister's Decision No. 97/2002/QD-TTg of July 22, 2002, approving the Strategy on
Pursuant to the Prime Minister's Decision No. 307/TTg of May 24, 1995, approving the Master Plan on
Pursuant to the Prime Minister's Decision No. 178/2004/QD-TTg of October 5, 2004, approving the Scheme on overall development of Phu Quoc island, Kien Giang province, up to 2010 with a vision to 2020;
At the proposal of the General Director of the Vietnam National Administration of Tourism in Report No. 1282/TTr-TCDL of September 21, 2005, and of the Minister of Planning and Investment in Official Letter No. 4890/BKH-TD&GSDT of June 30, 2006,
Article 1.- To approve the Master Plan on tourism development on Phu Quoc island, Kien Giang province, in the 2006-2020 period with the following principal contents:
1. The Plan's scope
The whole Phu Quoc island and Nam An Thoi island cluster (below collectively referred to as Phu Quoc island), Kien Giang province.

a/ General objectives: By 2020, to strive to develop Phu Quoc island into a big, modern and high-quality tourist, convalescence and trade center of regional and international importance, serving as a driving force for development of national tourism, making tourism a major industry in Phu Quoc island, meeting the requirements of security and defense maintenance.
b/ Specific targets:
To strive to attain the following targets:
- Tourists:
+ 0.3-0.4 million tourist arrivals/year by 2010, with international tourists representing around 30%;
+ 1.0-1.2 million tourist arrivals/year by 2015, with international tourists representing around 30%;
+ 2.0-3.0 million tourist arrivals/year by 2020, with international tourists representing around 30%.
- Revenue from tourism:
+ Around USD 45 million by 2010, including USD 25 million from international tourists and USD 20 million from domestic tourists;

+ Around US 771 million by 2020, including USD 478 million from international tourists and USD 293 million from domestic tourists.
- Material and technical foundations for tourism:
There will be 3,500 rooms (30-35% of which will be of three to five stars) by 2010; 8,200 rooms (55-60% of which will be of three to five stars) by 2015; 18,000 rooms (60-70% of which will be of three to five stars) by 2020.
- Labor and employment:
The tourist sector will have 7,000 direct laborers and 15,400 indirect laborers by 2010, which will rise to 16,400 and 36,100 by 2015, and 36,000 and 79,200 by 2020, respectively.
3. Major development orientations

To develop tourist products in association with sea-bathing and convalescence; visits to beauty spots and cultural-historical relics; eco-tourism; sports; recreation; workshops and conferences; and shopping.
c/ Tourism development space
- Organization of tourist activities on Phu Quoc island, including:
+ Reception of tourists in Duong Dong, Duong To and An Thoi urban centers with service establishments and essential service facilities, and several other recreational services;
+ High-grade sea tourist and convalescence tourist activities in Duong Dong, Bai Ba Keo, Bai Truong, Bai Dat Do, Bai Khem and Bai Sao, and on small beaches of Nam An Thoi island cluster, Bai Vong, Rach Vem, Ganh Dau, Bai Dai, Bai Vung Bau and Bai Cua Can;
+ Visiting and studying natural eco-systems in the north of the island, including the mainland and onshore waters (Cau Trang, Hon Mot island and Rach Tram); and the offshore sea area of Nam An Thoi island cluster;
+ Tourist activities in combination with conservation of coastal landscapes: from Cua Can to Duong Dong and several small beaches to the north and northeast of the island (from Ganh Dau cape to Bai Dai; from Da Bac cape to Ham Rong cape; from Duong cape-Trau Nam cape-Bai Thom to Da Chong cape);
+ Cultural-tourist activities in association with historical-cultural and historical-revolutionary relics, traditional fishing villages, and cultural-festival sites on Phu Quoc island;
+ Supplementary tourist activities in aquaculture areas, farms and traditional craft villages;

- Development of tourist clusters:
+ Duong Dong-Duong To tourist cluster and its vicinity is a center for administering tourist activities on Phu Quoc island.
+ Major tourist activities: recreation and shopping; sports, mountain climbing and camping; visits to historical-cultural relics; visits to traditional craft villages and farms; conferences and workshops.
+ An Thoi tourist cluster and its vicinity is a high-grade tourist cluster for sightseeing and convalescence, embracing Bai Sao, Bai Khem, An Thoi zone, and Cay Dua-prison historical relic.
Major tourist activities: convalescence; sea sports; visits to historical-revolutionary relics and traditional craft villages; island sightseeing visits and recreational activities.
+ Cua Can tourist cluster and its vicinity (the northern cluster):
This is a tourist cluster for visiting and studying natural eco-systems in association with national parks, beaches and tourist sites in Cua Can zone and to the north of the island.
Major tourist activities: convalescence; venture tourism; visits to national parks, rivers, historical-revolutionary relics and farms; sports, golf playing, horse race and dog race.

+ To connect Phu Quoc to national, regional and international tourist centers.
d/ Investment in tourism development:
- From now to 2010: To concentrate on making investment in tourist infrastructure and service establishments, first of all those in Duong Dong, Duong To, An Thoi and Cua Can so that they will be capable of receiving tourists to achieve the targets set for 2010; to form a number of high-quality tourist and recreation zones;
- From 2011 to 2020: To continue investment in the development of modern and high-quality material and technical foundations and infrastructure for tourism, meeting the requirements of tourism development on the whole island.
To strive to basically complete by 2020 the construction of Phu Quoc island into a developed tourist center of high level which can compete with and connect to big tourist centers in the region and the world.
4. Implementation solutions
a/ The Plan on tourism development on Phu Quoc island and other specialized plannings shall be considered a constituent of the planning on socio-economic development on Phu Quoc island. The construction and investment in development of zones and sites for tourism development on Phu Quoc island must strictly comply with this Plan and the planning on and objectives of socio-economic development on Phu Quoc island.
b/ To take appropriate and flexible measures to mobilize capital from domestic and foreign organizations and individuals of all economic sectors for investment in tourism development to achieve the set targets.
c/ To invest in raising the quality of tourist and service activities on Phu Quoc island, together with increasing investment in the formation and development of tourist products which are competitive in the region and the world and bear Phu Quoc tourism trademark.

e/ To provide human resources with increasingly high professional qualifications to meet the island's tourism development requirements in each period and the requirements of integration into the region and the world; to attach importance to training in order to increase the use of local human resources. To combine local training with international cooperation in training of tourist human resources.
To encourage economic organizations, socio-economic organizations, domestic and foreign enterprises, and foreign-invested enterprises to invest in training and development of tourist human resources for Phu Quoc island.
f/ The development of tourism on Phu Quoc island must ensure security and defense, and preserve national sovereignty and security, especially in the development of tourist projects in security and defense-related areas.
g/ The development of tourist projects on Phu Quoc island must strictly comply with the provisions of law on protection of natural resources as well as natural and social environment and sustainable development. To encourage and create conditions for population communities, enterprises, tourists, agencies and units to make investment in renovating and protecting the island's natural resources and environment.
Article 2.- Organization of implementation
1. The Vietnam National Administration of Tourism shall:
a/ Coordinate with the People's Committee of Kien Giang province in publicizing the Master Plan on tourism development on Phu Quoc island in the 2006-2020 period; create typical tourist products and formulate programs on tourism advertisement and promotion on Phu Quoc island; associate programs on tourism advertisement and promotion on Phu Quoc island with national tourism advertisement and promotion programs.
b/ Coordinate with concerned ministries and branches and the People's Committee of Kien Giang province in implementing the tourism planning of Phu Quoc island strictly according to this Plan.
2. On the basis of the tourist infrastructure development planning of Phu Quoc island, the Ministry of Planning and Investment and the Ministry of Finance shall coordinate with the Vietnam National Administration of Tourism in providing capital to support investment in tourist infrastructure of Phu Quoc island in accordance with the State Budget Law and relevant laws.

a/ Publicize the Master Plan on tourism development on Phu Quoc island in the 2006-2020 period to organizations and individuals for implementation.
b/ Coordinate with concerned ministries and branches in strictly implementing the Plan on tourism development on Phu Quoc island; monitor and assess the implementation of the Plan and propose to the Prime Minister adjustments and amendments to the Plan to meet the requirements of socio-economic development on Phu Quoc island, Kien Giang province.
c/ Approve specific tourism plannings, including tourist investment projects on Phu Quoc island, according to decentralization, ensuring that tourism development on Phu Quoc island strictly complies with this Plan.
d/ Arrange priority funds within the annual local budgets for investment in tourist infrastructure development on Phu Quoc island in accordance with the State Budget Law.
Formulate and implement investment promotion programs on tourism development; and take measures to mobilize lawful resources for investment in tourism development on Phu Quoc island.
4. Concerned ministries and agencies shall, on the basis of their assigned functions, tasks and powers, assume the prime responsibility for, or coordinate with the Vietnam National Administration of Tourism and the People's Committee of Kien Giang province in, implementing this Plan.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the president of the People's Committee of Kien Giang province shall implement this Decision.
