DECISION

ON THE LIST OF STATE SECRETS CLASSIFIED AS STRICTLY CONFIDENTIAL AND TOP SECRET IN THE BANKING SECTOR

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to December 12, 1997 Vietnam State Bank Law No. 01/1997/QH10;
Pursuant to December 28, 2000 Ordinance No. 30/2000/PL-UBTVQH10 on the Protection of State Secrets;
At the proposals of the Governor of Vietnam State Bank and the Minister of Public Security,

DECIDES:

Article 1.- The list of State secrets classified as "Strictly Confidential" covers the information within the following scopes:

1. Projects and plans on issuing cash, which have not yet been publicized for circulation, into circulation.

2. Annual plans on money issuance and supply.

4. Schemes, projects and plans on designing and making new currency specimens.

5. Approved model designs, original printing plates (original engraved plates, original films), experimentally printed specimens, experimentally minted specimens, technical parameters, anti-faking elements, safety lock of each money specimen and papers of money value.

Article 2.- The list of State secrets classified as "Top Secret" covers the information within the following scopes:

1. Quantity of printed, minted and issued notes and coins; plans on transferring money and papers of money value.

2. Vietnam dong currency reserve for issuance.

3. Data on cash overspending and inflation, which have not yet been publicized.

4. Quantities of the State’s foreign exchange reserves, rare and specious metals, gemstones and other rare and specious objects and places where they are kept, which are managed and preserved by the State Bank of Vietnam.

5. Schemes and plans on placing credit institutions into the special control state as well as schemes on consolidation, merger, dissolution, purchase and sale of credit institutions, which have not yet been publicized.

6. Documents and data on designing money-printing plants, coin-minting plants and money warehouses; technological process for printing and minting money and papers of money value; formulas for mixing money-printing inks; and regulations on granting alphabetical series for money printing and minting.

8. Schemes for negotiation preparation and results of negotiation of treaties and agreements on currencies and banking activities signed between Vietnam and foreign partners, which have not yet been publicized.

Article 3.- This Decision takes implementation effect 15 days after its signing and replaces the Prime Minister’s Decision No. 135/1999/QD-TTg of June 2, 1999 on the list of State secrets in the banking sector.

Article 4.- The Governor of Vietnam State Bank and the Minister of Public Security shall have to inspect the implementation of this Decision.

Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
