Article 2. This Decision takes effect 15 days after its publication in the Gazette. Annulling Decision No. 389/NN-TY/QD dated April 15, 1994 of the Minister of Agriculture and Food Industry (now the Ministry of Agriculture and Rural Development) specifying the procedures for quarantine, control of animal slaughter, animal products and veterinary hygiene inspection.
Article 3. Chief of Ministry Office, Director of Department of Veterinary Department, Heads of units, organizations and individuals concerned are liable to execute this Decision.

Article 1. Scope of application
1. Scope of application
Regulation on process and procedures for animal and animal product quarantine; veterinary hygiene inspection
2. Subjects of application
This Regulation applies to:
a) Vietnamese organizations and individuals and foreign organizations and individuals involved in transport of animals and animal products in the territory of Vietnam;
b) Animal raising, gathering, trading and slaughter establishments; breed production and trading establishments;
c) Preliminary processing, preservation and trading establishment of fresh and primary processing animal products.
d) Animals and animal product concentration establishment;

e) Establishments manufacturing and trading veterinary drugs, biological products, microorganisms and chemicals used in veterinary medicine;
Article 2. Explanation of terms
In this Regulation, the following terms are construed as follows:
1. Temporary export for re-import means the goods are sent abroad or from particular areas located in the territory of Vietnam regarded as separate customs area as prescribed by law, and are performed with procedures for export out of Vietnam and procedures for importing the same goods into Vietnam;
2. Temporary import for re-export means the goods are brought from abroad or from the special areas located in the territory of Vietnam regarded as separate customs area as prescribed by law, and are performed with procedures for import into Vietnam and procedures for exporting the same goods out of Vietnam;
3. Transfer of border gate: means the purchase of goods from a country or territory outside Vietnam to sell to a country or territory outside Vietnam without import procedures into Vietnam and without export procedures out of Vietnam;
This regulation only applies to the animals and animal products with transfer of border gate and procedures for goods storage in bonded warehouse or transportation of goods in the territory of Vietnam;
4. Transit through territory of Vietnam means the transportation of goods owned by foreign organizations and individuals through Vietnam territory, including transit, transshipment, warehousing, shipment separation, change of transportation or other work done during transit.

1. Where there is no quarantine certificate:
a) Guiding the goods owners to take the animals and animal products to the isolated quarantine area for quarantine as prescribed;
b) For animals and animal products imported, temporarily imported for re-exported, transferred border gate or transited through the territory of Vietnam shall be returned to the departure place or origin, or apply handling measures as prescribed depending on each specific case;
2. Where there is quarantine certificate but it is expired or its contents are erased or modified: Guiding the goods owners to take the animals and animal products to the isolated quarantine area for re-inspection or re-testing of animals and animal products
3. Where there is fraudulent exchange, addition taking or mixing with animal and animal product not being quarantined or mixed with other goods at risk of infection:
a) Guiding the goods owner to take the animals and animal products to the isolated quarantine area to re-inspect and re-test the animals and animal products fraudulently exchanged, additionally taken or mixed;
b) Where the animals and animal products re-inspected and re-tested are found with disease or pathogenic disease in the List of animal’s dangerous diseases, the entire batch of goods must be re-inspected.
4. Invalid quarantine record and inconsistent contents of quarantine certification:
a) Informing the competent animal quarantine agency of the port of departure in order to re-inspect, modify and complete the quarantine records.

5. Where the animals and animal products are transported domestically without identifying the owner:
a) Animals and animal products after being inspected and tested: If ensuring the veterinary hygiene standard, these products are permitted for use.
b) Animals and animal products after being inspected and tested: If failing to ensure the veterinary hygiene standard, depending on each particular case, the handling measures shall apply;
6. Animals and animal products imported into Vietnam: If the goods owner cannot be identified, they must be destroyed.
PROCESS AND PROCEDURES FOR QUARANTINE OF ANIMAL AND ANIMAL PRODUCTS
Article 4. Animal quarantine of animals transported in provinces
1. Organizations and individuals (hereafter referred to as goods owner) transporting in large quantities out of district within province must register the quarantine with the Veterinary Station of districts in provinces and centrally-affiliated cities (hereinafter referred as district Veterinary Station) as specified at Point a, Clause 1, Article 30 of Decree No. 33 / 2005/ND-CP dated March 15, 2005 of the Government detailing the implementation a number of articles of the Ordinance on Veterinary Medicine (hereinafter referred to as Decree No. 33/2005/ND-CP).

a) Registration of transported animal quarantine under the prescribed form;
b) A copy of certificate of disease safety establishment or area of animals’ place of origin (if any);
c) A copy of vaccination certificate and test result slip of animal disease (if any).
3. Checking the animals after they are taken to the isolated quarantine area:
a) Checking the registered contents and relevant papers specified in Clause 2 of this Article.
b) Based on the disease situation, vaccination results, test results of animal disease at place of origin, the animal quarantine agencies shall prepared the quarantine conditions;
c) Within 02 days after the receipt of valid quarantine record, the animal quarantine agency shall notify the time, location and contents of quarantine;
d) Inspecting the implementation of regulations on veterinary hygiene conditions for the isolated quarantine area;
dd) Guiding the goods owner to take the animals to the isolated quarantine area and the quarantine must be conducted no later than 02 days after the animals are concentrated in the isolated quarantine area.

a) Checking the number and types of animals under quarantine registration records;
b) Clinically examining, separating weak animals or animals with clinical symptoms of infectious disease or suspected infectious disease;
c) Taking samples for test of diseases as prescribed before transportation of animals (for animals used for breeding or dairy); the diseases at the goods owner’s request (if any);
d) Vaccinating or applying other preventive measures against diseases in the List of diseases to be vaccinated during transportation of animals (except for animals used for slaughtering purpose). If the animals do not have vaccination certificate or the vaccination certificate is not valid; the diseases at the goods owner’s request (if any);
dd) For animals coming from the disease safety establishment or area, it is not required to perform tests or apply preventive measures against the diseases recognized as disease safety;
e) Destroying parasite;
f) Marking the veterinary hygiene eligible animal as prescribed.
5. After performing the quarantine, if the animals are eligible for veterinary hygiene standards, have been vaccinated or applied with other preventive measures and the immunity, the animal quarantine officier shall:
a) Issue the quarantine certificate for the animals which are eligible for veterinary hygiene standards within 24 hours before transportation. The quarantine record issued to the goods owner includes: Quarantine certificate, list of codes of animal marking as prescribed.

c) Performing or supervising the cleaning and disinfection of means of transportation and accompanying items at least 06 hours before loading and unloading for transport;
d) During day of loading and unloading, the quarantine officer shall clinically test animals; check and monitor process of loading and unloading animals onto means of transportation; seal means of transportation and containers (for animal without application of marking method); guide the goods owner to clean and disinfect the isolated quarantine area and place of animal loading and unloading.
6. Where the animals do not ensure the veterinary hygiene requirements, the animal quarantine agency shall not issue the quarantine certificate and handle the case as prescribed;
Article 5. Quarantine of animal products transported in provinces.
1. When transporting the animal products in large quantities out of districts within provinces, the goods owners must register with district Veterinary Station under the provisions of Point b, Clause 1, Article 30 of Decree No. 33 / 2005/ND-CP;
2. The quarantine registration record consists of:
a) Registration of transported animal product quarantine under the prescribed form;
b) The copy of test result slip of veterinary hygiene norms of animal products (if any);
c) Other relevant papers (if any);

a) Checking the contents of quarantine registration and relevant papers specified in Clause 2 of this Article;
b) Based on the situation of animal disease at the place of origin, the test result of veterinary hygiene norms, the animal quarantine agency shall prepare the quarantine conditions;
c) Within 02 days after the receipt of valid quarantine record, the animal quarantine agency shall inform the time, location and contents of quarantine;
d) Checking the implementation of regulations on veterinary hygiene conditions of isolated quarantine area;
dd) Guiding the goods owner to take animal products to the isolated quarantine area and must conduct the quarantine no later than 02 days after the animal products are concentrated at the specified location.
4. Checking the animal products after they are taken to the isolated quarantine area:
a) Checking the number and types of animal products according to the goods owner’s registration records;
b) Checking the status of packaging, product preservation and organoleptic checking of animal products, checking the mark of slaughter control and stamp of veterinary hygiene inspection for fresh products after slaughter;
c) Taking samples for test of veterinary hygiene norms for animal products having no test of veterinary hygiene norms as prescribed or without mark of slaughter control and stamp of veterinary hygiene inspection at the goods owner’s request (if any);

dd) Marking and sealing the packing of animal products which are eligible for veterinary hygiene;
5. After the quarantine, if the animal products are eligible for veterinary hygiene, the quarantine officer shall:
a) Issue the quarantine certificate for the animal products are eligible for veterinary hygiene within 24 hours before transporation;
b) As specified at Point b and c, Clause 5, Article 4 of this Regulation;
c) During the day of loading and unloading, the quarantine officer shall check and monitor the process of loading and unloading the animal products onto the means of transportation; sealing means of transportation; performing or monitoring the cleaning and disinfection of isolated quarantine area and place of loading and unloading.
6. Where the animal products do not ensure the veterinary hygiene requirements, the animal quarantine shall not issue the quarantine certificate and handle the case as prescribed.
Article 6. Quarantine of animals transported out of provinces:
1. When transporting animals in large quantities out of provinces (under the provisions on quantity of animals to be quarantined and exempt from quarantine in Decision No. 47/2005/QD-BNN of the Minister of Agriculture and Rural Development), the goods owner must register the quarantine with the Sub-Department of Veterinary Medicine and carry out the quarantine as specified in Clause 1, 2 and 3, Article 4 of this Regulation;
2. Checking the animalss after they are taken to the isolated quarantine area:

b) Taking samples for test of diseases before transport of animals they are not tested for diseases as prescribed; the diseases at the goods owner’s request (if any);
c) Vaccinating or applying other preventive measures: Diseases in the list of diseases to vaccinated upon transportation of animals if they have no certificate of vaccination or the vaccination certificate is invalid; the diseases at the goods owner’s request (if any);
3. After performing the quarantine, the quarantine officer shall comply with the provisions of Clause 5 and 6, Article 4 of this Regulation.
Article 7. Quarantine of animal products transported out of provinces:
1. When transporting animals in large quantities out of provinces (under the provisions on quantity of animals to be quarantined and exempt from quarantine in Decision No. 47/2005/QD-BNN of the Minister of Agriculture and Rural Development), organizations and individuals must register the quarantine with the Sub-Department of Veterinary Medicine and carry out the quarantine as specified in Clause 1, 2 and 3, Article 5 of this Regulation;
2. Checking the animal products after they are taken to the isolated quarantine area:
a) As specified at Points a, b,d, dd, Clause 4, Article 5 of this Regulation;
b) Taking samples for test of veterinary hygiene norms for animal products having no prescribed tests; the veterinary hygiene norms at the goods owner’s request (if any);
3. After performing the quarantine, the quarantine officer shall comply with the provisions of Clause 5 and 6, Article 4 of this Regulation.

Quarantine officer at wholesale animal quarantine Stations shall:
1. Check the quarantine records including quarantine certificate and other relevant papers;
2. Check the number and types of animal and animal products under quarantine certificate, code of animals; mark of slaughter control, sanitary veterinary stamps, seal of means of transportation and containing equipment and packing;
3. Check the status of animal health, veterinary sanitation state of animal products;
4. Check the veterinary sanitation state of means of transportation and related items during transport;
5. Affix certification mark on the back of the quarantine certificate for the animals and animal products having valid quarantine certificate, means of transportation, and other related items to ensure veterinary hygiene requirements.
6. Cases to be handled:
a) Means of transportation and other relevant items do not ensure the veterinary hygiene requirements, the quarantine officer shall make a record and temporarily suspend the transport and require the goods owner to implement the remedial measures:
After the handling, if the means of transportation and other relevant items meet the veterinary hygiene requirements, the quarantine officer shall make certification on the back of quarantine certificate and allow the continued transport;

b) Disinfecting means of transportation or other relevant items in case the means of transportation of animals and animal products go through infected areas;
c) Other cases shall apply handling measures as prescribed depending on each specific case.
Article 9. Quarantine of animals and animal products at destination
1. The animal quarantine agency at the destination only carry out the animal quarantine and animal products in the following cases:
a) There is no quarantine certificate of the animal quarantine agency at the place of origin;
b) There is quarantine certificate of the animal quarantine agency at the place of origin but it is invalid or expired.
c) The animal quarantine agency at the place of origin fraudulently exchanges, takes more or less animals and animal products or changes packaging containing animal products without permission of animal quarantine agency;
d) The animal quarantine agency at the place of origin has found that the animals have signs of disease or suspected infectious disease;
2. Contents of quarantine of animals and animal products at destination: comply with the provisions in Clause 2 and 3, Article 6 for animals or Clause 2 and 3, Article 7 for animal products of this Regulation.

Article 10. Quarantine of exported
1. The goods owner must register the quarantine with the competent animal quarantine agency as specified at Point a, Clause 3, Article 30 of Decree No. 33 /2005/ND-CP;
2. The quarantine registration record consists of:
a) As specified in Clause 2, Article 4 of this Regulation;
b) Copy of veterinary sanitary requirement of the goods owner or importing country for exported animals (if any);
c) Copy of sale contract (if any);
d) Other relevant papers (if any);
3. Checking the animals before they are taken to the isolated quarantine area:
a) Checking the contents of quarantine registration and other relevant papers specified in Clause 2 of this Article;

c) Within 05 days after the receipt of valid quarantine registration record, the animal quarantine authority shall enter a record in quarantine registration book and inform the time, location and contents of quarantine;
d) Performing as specified at Point Article, dd, Clause 3, Article 4 of this Regulation.
4. Checking the animals after they are taken to the isolated quarantine area:
a) As specified at Point a, b, e, formulas with special medical purposes for infants up to 12 months, Clause 4, Article 4 of this Regulation;
b) Taking samples for test; vaccinating or applying other preventive measures as specified at Point b, c, Clause 2, Article 6 of this Regulation and other diseases at the request of the goods owner or importing country.
5. After checking, the quarantine officer shall comply with the provisions of Clause 5 and 6, Article 4 of this Regulation;
6. Where the goods owner or the importing country does not require the exporting quarantine, the animal quarantine agency shall perform the quarantine as specified in Article 4 or 6 of this Regulation depending on the place of origin of animals.
Article 11. Quarantine of exported animal products
1. When exporting the animal products, the goods owner must register the quarantine with the animal quarantine agency under the provisions in Clause 1, Article 10 of this Regulation;

a) As specified in Clause 2, Article 5, Point c, Article, Clause 2, Article 10 of this Regulation;
b) Copy of veterinary sanitary requirement of the goods owner or importing country for exported animals (if any);
3. Checking the animal products before they are taken to the isolated quarantine area:
a) Checking the registration contents and relevant papers specified in Clause 2 of this Article;
b) Based on the veterinary hygiene requirements for animal products of the goods owner or exporting country, the testing result of veterinary hygiene norms, the animal quarantine agency shall prepare necessary conditions to conduct quarantine;
c) Within 05 days after the receipt of valid quarantine registration record, the animal quarantine authority shall enter a record in quarantine registration book and inform the time, location and contents of quarantine;
d/ As specified at Point d and dd, Clause 3, Article 5 of this Regulation;
4. Checking the animal products after they are taken to the isolated quarantine area:
a) As specified at Point a, b, d, e and f, Clause 4, Article 5 of this Regulation;

5. After checking, the quarantine officer shall comply with provisions in Clause 5 and 6, Article 5 of this Regulation;
6. Where the goods owner or the importing country does not require the exporting quarantine, the animal quarantine agency shall perform the quarantine as specified in Article 5 or 7 of this Regulation depending on the place of origin of animals.
Article 12. Quarantine of exported animals and animal products at exporting border gate
The animal quarantine agency shall:
1. As specified in Clause 1, 2 and 3, Article 8 of this Regulation;
2. If the quarantine record is valid, the animals are healthy, the animal products ensure the veterinary hygiene requirements, are packed and preserved as prescribed, the animal quarantine agency at border gate shall perform procedures to permit the exporting or change the quarantine certificate upon the request of goods owner or importing country;
Where finding the animals or animal products do not ensure the veterinary hygiene standards, the animal quarantine agency at border gate shall handle the case as prescribed;
3. Performing or supervising the cleaning, disinfection at place of loading and unloading, means of transportation, fillers, animal waste and related instruments after transport.
Article 13. Quarantine of animals and animal products by post

2. The content of quarantine is as follows:
a) For animal: Clinically examining, checking animal health book (if any), performing tests and vaccinating against diseases at the request of the goods owners or importing country;
b) For animal products: Organoleptically checking and performing tests of veterinary hygiene at the request of good owner or importing country.
c) Guiding the goods owners to keep their animals and pack the animal products as prescribed, seal or mark consignment and issue the quarantine certificate of animals and animal products that are eligible for veterinary hygiene, kept and packed as prescribed;
d) Guiding the goods owner to deal with the animals and goods products that are eligible for veterinary hygiene for export.
3. Where the goods owner or the importing country does not require the exporting quarantine, depending on the quantity of animals and animal products and place of origin of animals and animal products, the animal quarantine agency shall perform the quarantine as prescribed.
4. Prohibited export by post
a) Animals and animal products in the List of prohibited export as prescribed;
b) Fresh and primary processing animal products.

Article 14. Quarantine registration of imported animals and animal products
1. The goods owner wishing to import the animals and animal products in the List of animals and animal products subject to quarantine or strange animals and animal products not existing in Vietnam must register exporting quarantine with the Department of Veterinary Medicine. The record consists of:
a) Application for importing quarantine under prescribed form;
b) Notarized copy of business registration certificate (for enterprise);
c) License of specialized management agency as prescribed;
d) Documents related to the quarantine of imported animals and animal products;
Within 07 days (excluding days-off) after the receipt of valid record, based on the disease status of animal of the exporting country and in the country, the Department of Veterinary Medicine shall reply with approval or disapproval and guide the importing quarantine.
2. After getting the approval from the Department of Veterinary Medicine, the goods owner shall register the quarantine with the animal quarantine agency appointed by the Department of Veterinary Medicine as specified at Point b, Clause 3, Article 30 of Decree No. 33/2005/ND-CP;
The importing quarantine registration record consists of:

b) The written approval of Department of Veterinary Medicine on quarantine of imported animals and animal products;
c) The copy of quarantine certificate of exporting country (if any);
d) Other relevant papers (if any);
3. Within 05 days after the receipt of valid quarantine registration record, the animal quarantine agency shall inform the goods owner of the location, time and contents of quarantine; check the veterinary hygiene at the isolated quarantine area for the batch of goods carried to the isolated quarantine area for quarantine.
Article 15. Quarantine of imported animals and animal products at importing border gate
The animal quarantine agency shall:
1. Check the importing quarantine record:
a) The importing quarantine record as specified at Point a, b and d, Clause 2, Article 14 of this Regulation;
b) The quarantine certificate of exporting country (the original);

2. Checking the status of imported goods; making comparison with the quarantine certificate of the exporting country about the number and types of imported goods;
3. Checking the veterinary hygiene conditions and disinfection for means of transportation; performing or supervising the goods owner to treat waste and filler generated during transport;
4. If the imported goods ensure the veterinary hygiene requirements, the veterinary certificate and other valid relevant papers, the animal quarantine agency shall perform the importing quarantine procedures so that the goods owner can perform the customs procedures;
5. Giving the goods owner requirements necessary during the transportation of goods from border gate to the isolated quarantine area. For imported animals for slaughter, they shall be carried to the appointed slaughter establishment or isolated captivity area for slaughtering;
6. For imported animals and animal products without performing customs procedures at importing border gate but at another border gate or customs clearance, the animal quarantine agency at the importing border gate shall:
a) As specified in Clause 1, 2, 3 and 4 of this Article;
b) Supervising the process of loading and unloading of animals and animal products onto means of transportation;
c) Sealing means of transportation of animals and animal products;
d) Performing or supervising the cleaning and disinfection at the concentration place for loading and unloading of animals and animal products;

7. Where the imported animals and animal products do not meet the veterinary hygiene requirements, the animal quarantine agency shall handle the case as prescribed.
Article 16. Quarantine of imported animals at isolated quarantine area
1. At least 10 days before import, the animal quarantine agency must check the veterinary hygiene conditions of isolated quarantine area;
a) Guiding the owner of isolated quarantine area to finish items to meet the veterinary hygiene requirements; do the cleaning and disinfecting the isolated quarantine area and related instruments at least 06 days before the import of animal.
b) Checking the health record of animal care staff during the isolated quarantine;
c) Issuing the veterinary hygiene certificate for isolated quarantine area;
2. During the day of animal entry into isolated quarantine area:
a) Guiding the goods owner to carry the animals to isolated quarantine area; do the cleaning and disinfecting means of transporation and related instruments, filler and waste of animal during transport;
b) Checking the quarantine record certified at the animal quarantine agency of importing border gate;

3. Within 03 days after the animals are concentrated in the isolated quarantine area, the animal quarantine authority shall carry out the quarantine:
a) As specified at Point a, b, e, f, Clause 4, Article 4 of this Regulation;
b) Taking samples for test of diseases as prescribed; the diseases at the goods owner’s request (if any);
c) Vaccinating or applying other preventive measures (excluding animals for slaughter) for diseases in the List of diseases to be vaccinated; the diseases at the goods owner’s request (if any);
4. Upon the end of quarantine time, if the animals are eligible for veterinary hygiene, have been vaccinated or applied with other preventive measures and immunity, the quarantine officer shall:
a) As specified at Point b, c and Article, Clause 5, Article 4 of this Regulation;
b) Issue the importing quarantine certificate to put the animals eligible for veterinary hygiene into production and use with permission within 24 hours before transporting them to the destination;
c) Inform the veterinary authority of destination of disease status of animals, the result of disease testing and vaccination result and other information;
5. Where the animals do not ensure the veterinary hygiene requirements, the animal quarantine authority shall not issue the quarantine certificate and handle the case as prescribed;

1. At least 05 days before export, the animal quarantine authority must check the veterinary hygiene conditions of the isolated quarantine area and perform the provisions at Point a, b and d, Clause 1, Article 16 of this Regulation;
2. During the day of animal products entry into isolated quarantine area:
a) Guiding the goods owner to carry the animal products to isolated quarantine area; do the cleaning and disinfecting means of transporation and related instruments, filler and waste of animal during transport;
b) Performing as specified at Point b and c, Clause 2, Article 16 of this Regulation;
3. Within 02 days after the animal products are concentrated in the isolated quarantine area, the animal quarantine authority shall carry out the quarantine of goods:
a) As specified at Point a, d and dd, Clause 4, Article 5 of this Regulation;
b) Checking the status of packaging, product preservation and organoleptically checking animal products;
c) Taking samples for test of veterinary hygiene norms as prescribed; the veterinary hygiene norms at the owner’s requests (if any);
4. After the quarantine, if the animal products are eligible for veterinary hygiene, the quarantine officer shall:

b) Issue the importing quarantine certificate to put the animal products eligible for veterinary hygiene into production and use with permission within 24 hours before transporting them to the destination;
5. Where the animal products do not ensure the veterinary hygiene requirements, the animal quarantine authority shall not issue the quarantine certificate and handle the case as prescribed;
Article 18. Quarantine of imported animals and animal products sent by post
1. The goods owner must register the importing quarantine with the Department of Veterinary Medicine as prescribed in Clause 1 and 2, Article 14 of this Regulation;
2. Within 02 days after the receipt of valid quarantine registration record, the animal quarantine authority shall enter a record in quarantine registration book and inform the time, location and contents of quarantine;
3. Contents of quarantine:
a) Checking the quarantine record as specified at Point a and b, Clause 2, Article 15 of this Regulation;
b) Checking the goods status at the post office in the presence of goods owner and postal employee, making comparison with quarantine certificate of the exporting country;
c) Taking samples for test, vaccinating against diseases as prescribed or at the goods owner’s request (if any);

4. Where the animals do not ensure the veterinary hygiene requirements, the animal quarantine authority shall not issue the quarantine certificate and handle the case as prescribed;
5. Prohibited import by post:
a) Fresh and primary processing animal products and products with animal origin (excluding technology products such as felt, wool, fur clothing, bone, horn and ivory handicrafts);
b) Animals and animal products in the List of animals and animal products of prohibited import as prescribed;
Article 19. Quarantine of carried-along imported animals and animal products
When carrying the animals and animal products along from abroad into Vietnam, the goods owner shall:
1. Register the importing quarantine with the animal quarantine authority of border gate and fill in the entry and exit declaration upon carrying along with the quantity as follows:
a) Animals: No more than 02 units as pet or for family living activities, from traveling, business trip or in transit but not in the List of animals banned from import and export as prescribed;
b) Animal products: No more than 05 kg for cooked foods of animal origin or products of animal origin industrially processed for business and not in the List of animal products banned from export and import as prescribed.

3. The goods owner must register the importing quarantine with the Department of Veterinary Medicine when carrying along the animals and animal products with the number and quantity exceeding the number and quantity specified in Clause 1 of this Article; in the List of animal products banned from export and import as prescribed.
4. Seriously prohibiting the carry-along of fresh and primary processing animal products;
5. The contents of quarantine of animals and animal products are specified in Clause 1 of this Article:
a) For animal: Clinically examining, checking animal health book issued from place of origin of animal, the quarantine certificate of exporting country (if any); clinically checking the animals; testing or vaccinating against diseases (if necessary);
b) Animal products: Checking the quarantine certificate of the exporting country; checking the status of imports, making comparison with the quarantine certificate of the exporting country; organoleptically checking the packaging status of animal products;
c) Issuing the importing quarantine certificate for the animals and animal products eligible for veterinary hygiene so that the goods owner can perform customs procedures;
d) Making record and immediately destroying at the area nearby border gate for animals infected or with suspected infectious diseases, animal products not eligible for veterinary hygiene;
dd) Where the quarantine certificate of exporting country is not valid, the animal quarantine authority at the border gate shall make record to temporarily seize the goods as prescribed.

1. The goods owner having request for temporary import for re-export, transfer of border gate and in transit of Vietnamese territory of animals and animal products must register the quarantine with the Department of Veterinary Medicine. The registration for quarantine shall comply with the provisions in Clause 1, Article 14 of this Regulation;
2. After being approved by the Department of Veterinary Medicine, the goods owner must register with the animal quarantine authority appointed by the Department of Veterinary Medicine as prescribed at Point c, Clause 3, Article 30 of Decree No. 33/2005/ND-CP;
The quarantine registration record consists of:
a) The quarantine registration under the prescribed form;
b) The written approval from the Department of Veterinary Medicine on the quarantine of animals and animal products of temporary import for re-export, transfer of border gate and in transit of Vietnamese territory;
c) The copy of quarantine certificate of exporting country (if any);
d) Other relevant papers (if any);
Within 05 days after the receipt of valid quarantine registration record, the animal quarantine authority shall inform the goods owner of the location, time and contents of quarantine;
Article 21. Quarantine of animals and animal products of temporary export for re-import

1. At importing border gate, the animal quarantine authority shall:

c) If the quarantine record is valid, the animals and animal products ensure the veterinary hygiene requirements, the animal quarantine authority at border gate shall certify or issue the quarantine certificate to the goods owner for customs procedures;
d) Supervise the process of loading and unloading of animals and animal products onto means of transportation;
dd) Seal means of transportation of animals and animal products;
e) Perform or supervise the cleaning and disinfection at the concentration place for loading and unloading of animals and animal products;

2. At the exporting border gate, the animal quarantine authority shall:
a) As specified in Clause 1, 3 and 4 Article 12 of this Regulation;
b) If the quarantine record is valid and the animals and animal products ensure the veterinary hygiene requirements, the animal quarantine authority at border gate shall certify the goods exported out of Vietnam so that the goods owner performs customs procedures.
Article 23. Quarantine of animals and animal products upon transfer of border gate
1. In case of transfer of border gate with the storage at bonded warehouse but without transportation in the Vietnamese territory;
a) Performing as specified in Clause 1, 2, 4 and 7, Article 15 of this Regulation;
b) Performing the supervision of animals and animal products during the storage in the bonded warehouse;
c) During the day of goods exporting, the animal quarantine authority at border gate shall supervise the loading of animals and animal products onto means of transportation;
d) Performing or supervising the cleaning and disinfection of warehouse, storage and place of loading and unloading, means and instrument of loading and unloading of animals and animal products;

Article 24. Quarantine of animals and animal products in transit of Vietnamese territory
1. At the importing border gate, the animal quarantine authority shall:
a) As specified in Clause 1, Article 22 of this Regulation;
b) Check the implementation of provisions notified in advanced to the goods owner;
c) Seal and seal with lead means of transportation of animal products;
2. During the transport in Vietnamese territory.
a) The goods owner must strictly comply with regulations of animal quarantine authority during the transport of animals and animal products in Vietnamese territory.
b) The means of transportation must ensure the veterinary hygiene conditions and safety in terms of technical equipment, without scattering waste during transport;
c) It is prohibited to arbitrarily load and unload or dismantle means of transportation without permission of the competent veterinary authority. The change of means of transportation of during transport must be approved by the customs authority and competent veterinary authority;

Where the means of transportation moves on the improper route or parks or stops at improper places, the goods owner must keep the goods on means of transportation in tact and notify the nearest veterinary authority. After the veterinary authority implements measures as prescribed, the means of transportation shall be allowed to move on;
e) The animals are only allowed to eat in the Vietnamese territory or other special cases allowed and supervised by the competent veterinary authority to prevent the contact between these animal with the domestic animals;
f) Animal carcasses, filler, animal leftovers, packaging and other waste during transport should not put down on the railway station, port or on way of transport but must be treated at locations under the guidance of competent veterinary authority.
3. At the exporting border gate, the animal quarantine authority of border gate shall comply with provisions specified in Clause 2, Article 22 of this Regulation.
1. Checking the quarantine record as prescribed in Clause 1, Article 22 of this Regulation;
2. Checking seal, lead seal and veterinary hygiene conditions of means of transporation;
3. If the quarantine record is valid and means of transportation ensures the veterinary hygiene requirements, the animal quarantine authority shall certify the quarantine and allow for the cross-border movement of goods;
4. Where finding that the animals and animal products or means of transportation, seal or lead seal have abnormal signs, the animal quarantine authority shall:

b) Location for opening the container must ensure the veterinary hygiene conditions, be convenient for loading and unloading of goods and prescribed by the competent veterinary authority;
c) Where the animals and animal products do not ensure the veterinary hygiene conditions, the animal quarantine authority at border gate shall handle the case under the provisions in Article 3 of this Regulation;
d) Means of transportation and related items do not ensure the veterinary hygiene conditions, the animal quarantine authority at border gate shall require the goods owner to take remedial measures or change means of transportation or replace the accompanying instruments.
5. Performing or supervising the cleaning and disinfection of means of transportation and related items, place of loading and unloading of animals and animal products.
1. The goods owner having animals at fairs, exhibitions, art performance, sports competition; animal products at fairs and exhibitions must comply with the provisions as follows:
a) Domestic animals and animal products must be quarantined under the provisions of Article 4, 5, 6 and 7 of this Regulation;
b) The animals and animal products from foreign countries must be registered for quarantine with the Department of Veterinary Medicine and shall be quarantined by the competent animal quarantine authority as prescribed in Article 14 and 15 of this Regulation;

3. At the concentration place of animals and animal products, the Sub-Department of Veterinary Medicine shall:
a) Check the veterinary hygiene conditions and disinfect at least 03 days before concentration of animals and animal products;
b) Check the quarantine certificate and other relevant papers;
c) Check the quantity, types and status of animal and animal products, compare with the quarantine certificate;
d) Guide the goods owner to carry the animal and animal products to the concentration place;
dd) Perform or supervise the cleaning, disinfection at place of loading and unloading, means of transportation, fillers and animal waste during the transport.
e) Monitor the animal and animal products during the time of fairs, exhibitions, art performance and sports competition;
4. After the time of concentration at the fairs, exhibitions, art performance and sports competition:
a) The Sub-Department of Veterinary Medicine shall perform or supervise the cleaning and disinfection of entire concentration area of animal and animal products;

c) If the goods owner requests to export the animal and animal products out of Vietnam, he/she must perform the procedures for exporting quarantine specified in Article 10 and 11 of this Regulation;
d) If the animal and animal products are not eligible for veterinary hygiene conditions, the handling measures shall apply as prescribed;
Article 27. Sending and receipt of medical waste
1. The goods owner wishing to send medical waste abroad or import it into Vietnam must register the quarantine with the Department of Veterinary Medicine;
2. After getting the approval from the Department of Veterinary Medicine, the goods owner must register the quarantine with the animal quarantine authority appointed by the Department of Veterinary Medicine at least 05 days before receipt or sending of medical waste;
3. Sending of medical waste
The animal quarantine authority shall:
a) Check document of the Department of Veterinary Medicine concerning the permission for quarantine of exported medical waste and other relevant papers;
Supervise the sampling of medical waste; pack and preserve it to avoid spillage, break and spread pathogens during the transport;

c) Issue the quarantine certificate for medical waste packed and preserved to ensure the veterinary hygiene requirements;
4. Receipt of medical waste
The animal quarantine authority at border gate shall:
a) Check document of the Department of Veterinary Medicine concerning the permission for quarantine of exported medical waste and other relevant papers;
b) Check the status of packing and preservation of medical waste;
c) Give certification so that the goods owner can perform customs procedures when the record is valid, the medical waste is packed and preserved to ensure the veterinary hygiene requirements;
d) Where finding that the medical waste is imported into Vietnam without permission of the Department of Veterinary Medicine or the packing or preservation does not ensure the veterinary hygiene requirements and is at risk of spread of pathogens and environmental pollution, the animal quarantine authority at border gate shall make record and destroy all medical waste in the area nearby border gate;
PROCESS AND PROCEDURES FOR VETERINARY HYGIENE INSPECTION

1. Organizations and individuals wish to set up concentrated raising establishment, breed production establishment, slaughter establishment, animal product preservation and production establishment, isolated quarantine area, animal and animal product concentration place, animal and animal products trading shop; production establishment of veterinary drug, biological products, microorganisms, chemicals used in veterinary medicine (hereinafter referred to as establishment) must register the appraisal of veterinary hygiene conditions with the competent veterinary authority under the provisions of Article 43 of Decree No. 33/2005/ND-CP
The registration record consists of:
a) Document requesting for site survey to set up establishment;
b) Investment project or plan for the construction of establishment and technical design;
c) Other papers related to the set-up of establishment.
2. Within 07 days after the receipt of valid record, the veterinary authority shall survey the veterinary hygiene conditions over the site for set-up of establishment, assess the relevant technical indicators and reply in writing;
a) If ensuring the veterinary hygiene requirements, the competent veterinary authority shall send document to the owner of establishment as a basis for the competent authority to allow the set-up and investment in establishment construction;
b) If failing to ensure the veterinary hygiene requirements, the owner of establishment shall correct and remedy the unsatisfactory contents and request for re-inspection.
Article 29. Inspection of veterinary hygiene conditions of establishment

The registration record consists of:
a) Registration for inspection of veterinary hygiene conditions under the prescribed form;
b) Investment certificate or business license (notarized copy);
c) Other papers related to the set-up of establishment.
2. Within 05 days after the receipt of valid record, the competent veterinary authority must conduct the inspection of veterinary hygiene conditions and standards over the establishment;
a) Checking the implementation of provisions on veterinary hygiene conditions;
b) Checking technical standards on veterinary hygiene conditions;
3. Within 10 days (from the day of inspection), the competent veterinary authority shall reply the result of inspection of veterinary hygiene conditions and standards;
a) If the establishment ensures the veterinary hygiene conditions and standards, the competent veterinary authority shall issue the Certificate of veterinary hygiene conditions to the establishment. This Certificate is valid for 02 years from the date of issue;

4. Where the establishment temporarily stops its operation, the owner must inform the competent veterinary authority;
5. Before the expiration of Certificate of veterinary hygiene conditions or where the establishment temporarily stops its operation for 03 months or more, when it resumes its operation, the owner must register at least 15 days in advance with the competent veterinary authority as prescribed at Point a, Clause 1 of this Article for inspection of veterinary hygiene conditions of the establishment;
For the establishment of slaughter, preliminary processing and preservation of animal products, during the periodic inspection, the competent veterinary authority shall take sample for test of veterinary hygiene standards of establishment’s products.
