DECISION
APPROVING THE DETAILED MASTER PLAN ON THE SEAPORT GROUP IN CENTRAL CENTRAL VIETNAM (GROUP 3) THROUGH 2020, WITH ORIENTATIONS TOWARD 2030
THE MINISTER OF TRANSPORT
Pursuant to the November 26, 2003 Construction Law; Pursuant to the June 14, 2005 Maritime Code of Vietnam;
Pursuant to the Government’s Decree No. 51/2008/ND-CP of April 22, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;
Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on elaboration, appraisal, approval and management of socio- economic development master plans, and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP;
Pursuant to the Prime Minister’s Decision No. 2190/QD-TTg of December 24, 2009, approving the master plan on development of Vietnam’s seaport system through 2020, with orientations toward 2030;
Considering Report No. 1681/TTr-CHHVN-KHDT of July 28, 2011, of the Vietnam Maritime Administration, and the minutes of the meeting of the Appraisal Council in June 2011, on the detailed master plan on the seaport group in Central Central Vietnam (Group 3) through 2020, with orientations toward 2030;

DECIDES:
Article 1. To approve the detailed master plan on the seaport group in Central Central Vietnam seaports (Group 3) through 2020, with orientations toward 2030, with the following principal contents:
1. Scope of the master plan
Group 3 consists of seaports in coastal provinces and cities in Central Central Vietnam, including Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam and Quang Ngai. The scope of service of these seaports embraces all these provinces and cities and meets the transit shipping need of the Lao People’s Democratic Republic and the northeastern region of the Kingdom of Thailand.
2. Development viewpoints and objectives a/ Development viewpoints:
- To bring into the fullest play the advantages in geographical locations and natural conditions for developing seaports in the Central Central
Vietnam and related infrastructure facilities; for major seaports newly built in the region, to make construction - technology - management - operation breakthroughs toward modernity for quick integration with advanced regional countries.
- To rationally develop national and regional major general seaports, special-use seaports and local seaports in order to assure harmony in the entire group and the national seaport system; to link them with other transport infrastructure facilities; to develop Da Nang seaport as a national and regional major general seaport of class I, which can in the long term play the role of an international gateway seaport in Central Vietnam.
- To develop special-use seaports associated with economic zones, industrial parks (Hon La, Chan May, Chu Lai, Dung Quat and My Thuy) and large coal-fired thermal power plants, and suitable to the development schedules of these zones and plants and capability of investors; and develop potential seaports according to investment needs and capabilities.

- To synchronously develop seaports and navigable channels as well as seaport infrastructure facilities and public infrastructure linked with seaports.
- To mobilize all possible domestic and overseas resources for seaport development. To step up the socialization of investment in seaport infrastructure development.
- To closely combine seaport development with sanitation and environmental management and protection, assuring sustainable development in the context of climate change and meeting requirements of national defense and security.
b/ Development objectives and orientations
- General objectives:
+ To rationally locate seaports in the group in order to bring into play their integrated efficiency, facilitating a balanced and synchronous development of seaports and related infrastructure facilities in their zones of attraction and in combination with the strong development of industries and services to boost socio-economic development and maintenance of security and national defense in each locality, the whole Central Vietnam key economic region and related regions.
+ To support the development of industrial parks and export processing zones in the region; and concurrently facilitate urban development to accelerate the regional industrialization and modernization through 2020 in line with orientations toward 2030.
- Specific targets:

·82 ÷ 104 million tons/year by 2020;
·154 million tons/year by 2030.
+ To accommodate the following types of seagoing ships: General cargo ships of 10,000 - 50,000 DWT, container cargo ships of an equivalent tonnage of 10,000 - 50,000 DWT, crude oil tankers of 160,000 - 320,000 DWT, oil product- carrying ships of 10,000 - 50,000 DWT, coal transshipment ships of over 100,000 DWT, and passenger ships of 50,000 -100,000 GRT;
+ To continue concentrating on building a number of wharves of regional major ports for general cargo ships of 50,00 DWT in Tien Sa and Dung Quat; special-use general wharves for industrial parks and petrochemical refineries in Dung Quat for ships of 50,000 - 350,000 DWT; and wharves for coal-fired thermal power plants in Quang Binh province for ships of 10,000 - 100,000 DWT;
+ To study and invest in building wharves in island districts to serve cargo and passenger transportation for socio-economic development in these districts and defense and security purposes.
3. Contents of the master plan
a/ Detailed planning of seaports in the group
The seaport group in Central Central Vietnam (group 3) consists of 6 seaports of Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Ky Ha and Dung Quat, specifically as follows:
- Da Nang seaport: This is a national and regional major general seaport (class I), which consists of functional wharf areas of Tien Sa, Son Tra (Tho Quang) and Lien Chieu, of which:

+ Son Tra (Tho Quang) wharf area: This area will serve the relocation of Han river, Nai Hien and My Khe wharf areas.
·General wharves: To build two new wharves for ships of 10,000 DWT with an annual throughput of 1.5 - 1.8 million.
·Petrol and oil wharves: There will be two wharves for tankers of 10,000 DWT with an annual throughput of 0.8 - 1.2 million tons.
·Liquefied gas and nitrogenous fertilizer wharf: There will be a wharf for ships of 5,000 DWT with an annual throughput of 0.5 million tons.
+ Lien Chieu wharf area: This area consists of special-use wharves and general wharves to serve industrial parks of Da Nang city and in the future support Tien Sa wharf area when the latter operates at its full capacity, and accommodate ships of 50,000 - 80,000 DWT. This area is for conditional development and of a size suitable to scheduled investment in inland industrial parks. By 2020, to build two new wharves for ships of 50,000 DWT. The annual throughput of this area by 2020 will be between 2.5 and 3.5 million tons.
·Petrol and oil wharves: The three existing wharves will accommodate ships of 10,000 - 30,000 DWT with an annual throughput of between 1 and 1.5 million tons.
·Hai Van cement wharf: This is a special-use wharf to serve Hai Van cement plant for ships of 7,000 DWT. In the future, this wharf will be relocated together with the plant.
+ Han river wharf area: To stop cargo loading and unloading activities in this area and convert it into a maritime service and tourist area.
- Dung Quat seaport: This is a national and regional major general seaport (class I), which consists of main functional wharf areas of Dung Quat I, Dung Quat II and satellite wharves of Sa Ky and Ly Son

·Crude oil import wharf: To upgrade the existing wharf for ships of 300,000 -320,000 DWT with an annual throughput of around 6.5 million tons by 2015 and 11 - 12 million tons by 2020.
·Product export wharves: To upgrade the existing six wharves for ships of up to 50,000 DWT. By 2020, to consider building two additional wharves for ships of 50,000 DWT. Their total throughput will be 5.5 million tons by 2015 and 11 - 12 million tons by 2020.
·Industrial park wharves: These wharves function to directly serve steel mills and heavy industries. Some 3-4 wharves will be built for ships of up to 50,000 DWT with an annual throughput of 8 - 9 millions tons. Some special-use wharves will be built for common use by inland industrial parks.
+ Sa Ky wharf: This is a satellite local general seaport. To upgrade and renovate the existing wharf to accommodate cargo and passenger ships of up to 1,000 DWT, with an annual throughput of 0.2 - 0.3 million tons.
+ Dung Quat II wharf area: This area is in My Han bay and a wharf area for potential development, mainly for ships of 100,000 - 350,000 DWT, with a general wharf for ship of 30,000 - 50,000 DWT.
- Quang Binh seaport: This is a local general seaport of class II having special-use wharves and consisting of Hon La wharf area and Gianh river satellite wharf area.
+ Hon La wharf area: This area functions as a local wharf area having special-use wharves and the main wharf area of the seaport. By 2015, to upgrade and expand the existing wharves for ships of 20,000 DWT. By 2020, to build two more wharves for ships of 20,000 DWT. The annual throughput will be around 1.2 million tons by 2015 and around 3.5 million tons by 2020;
+ Quang Trach coal-fired thermal power plant wharves: This is a special- use wharf serving Quang Trach power center. To build one or two new wharves for ships of 100,000 DWT. Its annual throughput will be between 5 and 10 million tons.
+ Quang Phuc cement wharves: This is a special-use wharf for loading and unloading raw materials and materials and exporting products of Quang Phuc cement plant. It consists of one or two wharves for ships of 20,000 DWT with an annual throughput of 1.5 - 2 million tons.

+ Gianh river petrol and oil wharf: To keep the existing size with one wharf for ships of up to 1,000 DWT. It throughput will reach 0.1 million tons.
- Quang Tri seaport: This is a local general seaport of class II with special- use wharves.
+ Cua Viet wharf area: This is a local general cargo and passenger wharf area serving transportation between Con Co island district and the mainland. By 2015, to upgrade, renovate and intensively invest in equipment and facilities of the existing two piers for ships of 2,000 DWT. By 2020, to build another general pier for ships of 2,000 DWT and a passenger wharf. It annual throughput will be between 0.2 and 0.3 million tons by 2015 and around 0.5 million tons by 2020.
+ Cua Viet petrol and oil wharf: To maintain the existing size with one buoyed wharf for oil tankers of 40,000 DWT with an annual throughput of 0.5 million tons.
+ Quang Tri wood particle processing plant wharf: This is a special-use wharf directly serving the Quang Tri wood particle processing plant. To build a new wharf for ships of 10,000 - 30,000 DWT with an annual throughput of 1 million tons.
+ My Thuy wharf area: This is a special-use wharf area having local general wharves and directly serving southeastern Quang Tri economic zone. This area will develop according to needs and investor capacity and have a size suitable to scheduled investment in local plants, economic zones and industrial parks.
- Thua Thien Hue seaport: This is a local general seaport of class II which consists of the functional wharf areas of Chan May and Thuan An.
+ Chan May wharf area: This is the main wharf area of the seaport and functions as a general cargo and container wharf area having special-use landing stages for international tourists. By 2015, to build an additional pier for ships of 30,000 DWT to increase the number of wharves to two (excluding auxiliary wharves). By 2020, to additionally build wharves for ships of 30,000 DWT and a wharf of up to 100,000 GRT for international tourists . Its annual throughput will be between 4.5 and 5 million tons and between 250,000 and 300,000 passenger arrivals.
+ Chan May petrol and oil wharves: To build a solid wharf for ships of 20,000 - 30,000 DWT, and step by step relocate the existing buoyed wharf for building general cargo and container wharves. Their annual throughput will be between 0.7 and 1 million tons.

+ Thuan An petrol and oil wharf: To upgrade and renovate the existing buoyed wharf for ships of 2,000 DWT and an annual throughput is 0.2 million tons.
+ Dong Lam cement wharves: These are special-use wharves for Dong Lam cement plant. To build a new wharf for ships of 15,000 DWT. Their throughput is between 1 and 1.5 million tons.
- Ky Ha seaport: This is a local general seaport of class II having special- use wharves and consisting of the functional wharf areas of Ky Ha and Tam Hiep.
+ Ky Ha wharf area: This is the main general wharf area of the seaport. By 2015, to expand the existing wharves for ships of 20,000 DWT. By 2020, to build two additional wharves for ships of 20,000 DWT. Its throughput will be between 1.2 and 1.5 million tons by 2015 and between 2.5 and 3 million tons by 2020.
+ Da Nang Elf Gas wharf: To upgrade the existing wharf for ships of 3,000 - 5,000 DWT with an annual throughput of 0.1 - 0.2 million tons.
+ Tam Hiep wharf area: This is a special-use wharf area which will develop according to needs and have a size suitable to scheduled investment and investment capacity of plants and production establishments.
(The detailed list of seaports in the group with their specific sizes and functions is printed in the Appendix and the master plan dossier attached to this Decision - not printed herein).
b/ Planning of investment in, renovation and upgrading of navigable channels
- To build a new one-way access channel of Son Tra wharf area for ships of 10,000 DWT. By 2015, to dredge this channel for fully loaded ships of 5,000 DWT and partially loaded ships of 10,000 DWT.

- To complete renovating and upgrading Cua Viet - Quang Tri channel.
c/ Priority projects through 2015
- For access channels: To build an access channel of Son Tra (Tho Quang) wharf area -Da Nang to serve the relocation of general and petrol and oil wharves on Han river and My Khe petrol and oil wharf. To upgrade Cua Viet - Quang Tri channel.
- Wharves:
+ For general wharves: To finalize investment projects to build wharves of Son Tra - Da Nang and Ky Ha - Quang Nam. To build wharf No. 2 in Chan May - Thua Thien Hue, wharf No. 4 in Tien Sa - Da Nang and wharf No. 3 in Dung Quat - Quang Ngai.
+ For special-use wharves: To finalize investment projects to build a petrol and oil wharf in Son Tra - Tho Quang to serve the relocation of Nai Hien and My Khe wharves. To upgrade wharves for import of crude oil and export of products of Oil Refinery No. 1, Dung Quat in Quang Ngai province. To build a new coal wharf for Quang Trach power center in Quang Binh province.
3. Policies, mechanisms and solutions for implementation
- To step up the mobilization of social resources for investment in developing seaport infrastructure in the forms of PPP, BOT, BT,… To intensify investment promotion, encourage and create favorable conditions for all economic sectors at home and abroad to invest in developing seaports in the prescribed forms.
- To concentrate state budget sources on investing in public infrastructure facilities (navigable channels and breakwaters for common use) connected to important seaports. Wharf infrastructure facilities will be largely built with funds lawfully mobilized from enterprises. All infrastructure and port- linking infrastructure facilities of seaport and wharves recommended by investors, including general wharves, will be built with funds raised by these investors themselves.

- To further step up the administrative reform in the management of investment and operation of wharves toward simplicity and compliance with international standards.
- To enhance the state management in the course of implementation of the master plan on development of seaports in the group, paying attention to the master plan’s consistency and harmonious integration with regional transport network development master plans, construction master plans and socio-economic development general plans of localities and territorial areas having seaports.
- To encourage the building of wharves and wharf areas for common use in economic zones and industrial parks so as to promote the investment effectiveness and use of the coastline as a natural resource for building seaports. To reserve appropriate land areas at the rear of seaports for building goods distribution centers with logistic functions.
- To further step up the administrative reform in the management of investment and operation of seaports toward simplicity and modernity; to study and apply on a pilot basis the model of “port management office” at seaports where conditions permit.
Article 2. Management and organization of implementation of the master plan
1. The Vietnam Maritime Administration shall:
- Coordinate with provincial-level People’s Committees and related agencies in publicizing and managing the implementation of the approved master plan;
- Report the addition and adjustment of functions and sizes of seaports and wharves to the Ministry of Transport for consideration and decision;
- For potential seaports and wharves, summarize and report on practical needs and proposals of investors and provincial-level People’s Committees to the Ministry of Transport for consideration and decision;

2. Ministries, sectors and provincial-level People’s Committees shall:
- Direct investors in formulating projects to build, renovate and upgrade seaports and navigable channels in line with the approved master plan and in accordance with current regulations on construction investment management.
- Provincial-level People’s Committees shall base themselves on the approved master plan to closely manage and use for proper purposes land areas reserved for building seaports; arrange land areas for synchronous development of seaports and infrastructure facilities linked with seaports, service areas at the rear of seaports and maritime service areas in order to assure favorable conditions for seaport operation.
- Regarding the updating of wharf areas and wharves not yet specified in this master plan:
+ For wharf areas and wharves for different types of cargoes and built by different investors: Provincial-level People’s Committees shall direct functional agencies in working out and sending detailed master plans to the Vietnam Maritime Administration for appraisal and reporting to the Ministry of Transport for consideration and approval.
+ For other wharf areas and wharves: Provincial-level People’s Committees shall direct investors or functional agencies in working out and sending detailed master plans to the Ministry of Transport and the Vietnam Maritime Administration for study and updating in the detailed master plan on the seaport group, and manage these master plans.
Article 3. This Decision takes effect on the date of its signing.
Article 4. The director of the Office, the Chief Inspector of the Ministry of Transport, the directors of the departments, the director of the Vietnam Maritime Administration, and heads of related organizations and related individuals shall implement this Decision.-
