DECISION
ON MANAGEMENT OF COURIER SERVICES
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the Government's Decree No. 90/2002/ND-CP of November 11, 2002 defining the functions, tasks, powers and organizational structure of the Ministry of Post and Telematics;
At the proposals of the Minister of Post and Telematics and the Minister of Home
DECIDES:
Article 1. To assign the Ministry of Post and Telematics to perform the State management over courier services, including:
1. Services of domestic and international receipt, sorting, transportation and delivery by physical means:
a/ Information exchanged in form of addressed or non-addressed documents, including hybrid mail services and direct mail services;

2. Express mail services, including the services mentioned in Clause 1 above but with shorter time and higher reliability. Express mail services usually contain value-added elements such as at-home receipt services, search and positioning, delivery certification, changeability of addressees and other value-added elements;
3. Other courier services prescribed by law.
Article 2. The Ministry of Post and Telematics shall have to elaborate legal documents on management of courier services for promulgation according to its competence or submission to competent agencies for promulgation; to orientate the policy on development of Vietnam's courier services and the roadmap for courier service market opening in conformity with Vietnam's commitments with other countries and international organizations.
Article 3. This Decision takes effect 15 days after its publication in the Official Gazette. The Ministry of Post and Telematics shall have to guide and implement this Decision.
Article 4. The ministers, the heads of the ministerial-level agencies, the heads of the Government-attached agencies and the presidents of the provincial/municipal People's Committees shall have to implement this Decision.
