THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Urban Planning Management Regulation promulgated together with the Governments Decree No. 91/CP of August 17, 1994;
Pursuant to the Prime Ministers Decision No.10/1998/QD-TTg of January 23, 1998 ratifying the overall planning orientations for development of Vietnams urban centers till 2020;
At the proposals of the president of the Peoples Committee of Nam Dinh province (in Official Dispatch No.161/VP5 of December 4, 2000) and the Construction Minister (in Official Dispatch No.2342/BXD-KTQH of December 19, 2000),
DECIDES:
The adjustment of the general planning for construction of Nam Dinh city aims to determine the position and function of Nam Dinh city as the development center of Nam Dinh province, as well as a central city of the regional level, being in line with the overall planning orientations for development of Vietnams urban centers till the year 2020; ensures the sustainable urban development, building step by step Nam Dinh city into a modern urban center, preserving and promoting the national cultural tradition; and serves as basis for the execution of investment projects and management of urban construction according to the ratified planning.

The boundary scope of the adjustment of the general planning of Nam Dinh city lies within Nam Dinh citys administrative boundaries, covering 15 inner city wards and 7 suburban communes. The boundaries for the city construction planning are limited as follows:
- To the North, it borders on My Loc district;
- To the South, it borders on Nam Truc district;
- To the East, it borders on the Red river;
- To the West, it borders on Vu Ban district.
- Nam Dinh city is one of the three central cities in the Red river delta region; a regional-level central urban area in terms of economy, culture, physical training and sports, education and training, sciences and techniques and a communication hub;
- It is an administrative-political, economic, cultural, scientific and technical center of Nam Dinh province; as well as the regions and the provinces center for textile and garment industry, assembling mechanical engineering, cottage industry and handicraft;
- It occupies an important position in terms of national defense and security.

- By the year 2005: The population of Nam Dinh city shall be around 290,000, of which around 240,000 shall live in the inner city;
- By the year 2020: The population of the city shall be around 375,000, of which around 330,000 shall live in the inner city.
- By the year 2005, the urban construction land area shall be around 1,500 hectares with a norm of 62.5 m2/person, of which the land area for residential quarters shall be around 1,100 hectares with a norm of 45.8 m2/person;
- By the year 2020, the urban construction land area shall be around 2,600 hectares with a norm of 78.8 m2/person, of which the land area for residential quarters shall be around 2,042 hectares with a norm of 61.9 m2/person. According to the orientations for the period after 2020, the urban construction land norm shall reach 100 m2/person.
6. Planning on the land use and urban architecture and landscape:
a/ Urban development directions:
To develop and renovate the inner city on the basis of exploiting and making full use of land plots which have been left unused or been used with less efficiency, in combination with the expansion and development of the city to the outskirts, particularly the city’s Northern and Northeastern areas, and regions south of Dao river.
b/ The disposition of functional quarters:

+ The limited development zone, including the old blocks in the downtown city, bordered from the outlying road north of Dao river to Truong Chinh road. In these quarters, the high-rise construction shall be limited so as not to cause the state of infrastructure overload; to gradually relocate a number of polluting or inappropriate factories, enterprises and/or warehouses; to reduce the population, increase the land use norm and improve the urban environment;
+ The expansion zone, including Loc Vuong and Loc Ha communes, north of the city; Loc Hoa, My Xa and Loc An communes, west of the city, and Nam Van and Nam Phong communes, south of the city.
- Industrial zones and warehouses: The total industrial land area shall be around 350 hectares, including:
+ The old industrial cluster in the inner city: Occupying a land area of 70 hectares, it is for such clean industries as textile and garment, cottage industry, handicraft and fine-art article production;
+ The industrial zone along the national highways 10 and 21 to the Northwest of the city in Loc Hoa commune: Occupying a land area of 120 hectares, it is for textile and garment, leather, home appliance, electronic assembly and manufacture, package-producing industries;
+ The industrial zone along national highway 10 to the Southwest of Loc An commune: Occupying a land area of 85 hectares, it is for such industries as construction materials, mechanical repair, chemicals, plastics, agricultural product processing;
+ The industrial zone along Dao river: Occupying a land area of 55 hectares, it is for ports, warehouses, ship repair and building, mechanical engineering;
+ Other small industrial zones: Occupying a total land area of 20 hectares, they are for clean industries, cottage industry, handicraft and fine-art article production.
In the future, there may be a number of other industrial zones to be developed to the Northeast and Northwest of the city, depending on the practical demand of each period.

+ The system of service centers: Non-permanent service works (of municipal level) shall be scattered in the city; periodical-service works shall be arranged in association with the central system of inner quarters and residential quarters; while the daily-service works shall be arranged in association with the residential units;
+ Administrative-political central system: To make full use of the existing offices and at the same time build new ones in the area between Dong Mac zone and national highway 10;
+ The greenery, park and physical training and sport system: The area for parks and green trees shall be around 287.6 hectares on the basis of renovating and expanding the existing flower gardens in the inner city, such as Vi Xuyen and Tuc Mac parks, greenery and flower garden clusters on the Tran Hung Dao - Tran Phu road axis and building several new parks such as Tran temple cultural park, the park south of Dao river, the park on Nang Tinh lake, flower gardens surrounding An Trach and Bao Boi lakes, the agro-ecological park, southeast of the city in Nam Phong commune;
+ To complete upgrading the existing sport center on a land area of 7.2 hectares;
+ To build a physical training and sport complex of the regional scale and up to the international standards on a land area of 77 hectares, west of Truyen Thong lake and adjacent to national highway 10 at the flyover.
- The tourist, rest, entertainment and recreation quarters: To build key tourist resorts in the city, including: the historical relics and cultural tourist centers such as: Tran temple - Thap pagoda, Bao Loc temple, Tuc Mac ancient village, Vong Phu pagoda, etc.; and ecological tourist areas on both banks of Dao river in picturesque villages, ancient villages and traditional craft villages.
- The specialized centers:
+ To organize two regional university and vocational intermediate school campuses, including: The northern campus to the West of Tran temple relics in Loc Vuong commune on a land area of 29.6 hectares and the campus to the South of Dao river to be developed on the basis of Construction Intermediate School No.2 (under the Construction Ministry) and the Agricultural Technique Intermediate School in Nam Phong commune, with a land area of 15.4 hectares. In the future, to develop the center for agricultural ecology research of regional scale to the Southwest of the city and bordering on Red river;
+ To upgrade the regional general hospital; to build a new cluster of medical establishments to the Northeast with the regional and provincial service function, and another clusters of medical establishments to the South of Dao river to serve the province and the city; to build and renovate the sectoral medical centers at all administrative levels and equally locate them in the city.

- Other land plots: The city�s green belt is made up by agricultural land areas surrounding the central urban area, forming a green belt that protects the environment and balances the urban ecological system; to closely manage the unoccupied greenery land plots for protection of key technical works along the approaches to river-spanning bridges, unoccupied land along national highways 21 and 10.
c/ Landscape architecture:
- For the limited development zone (the old urban quarters): To renovate and upgrade the infrastructure, increase the greenery coverage rate, to construct a number of high-rises in appropriate positions, which shall not greatly affect the urban landscape and traditional cultural environment; to pay attention to the protection, preservation and embellishment of cultural-historical heritage and valuable architectures.
- For the expansion of zone: To protect and develop the system of green trees, lakes, particularly Truyen Thong and Vi Xuyen lakes and water surface along Dao river, canals along road 38, in order to create spacious greenery corridors for the city.
To develop new and modern urban quarters with a synchronous infrastructure system; to pay attention to the development of high-rises at the center and along important routes, and at the same time to urbanize the existing villages and hamlets in line with the structure of the city’s general planning.
- For the suburban areas: To develop them into modern agricultural areas, in combination with the building of tourist, entertainment and recreation resorts, in order to satisfy the people’s demands.
7. On traffic and technical infrastructure planning:
a/ On traffic planning:
By the year 2020, the norm of land reserved for building of traffic system, including static and non-static traffic shall reach an average level of 18.6 m2/person, and account for 23.6% of the urban construction land area.

- Land roads:
+ National highway 21: To widen the road surface course to 4 lanes, with the roadway width of 30 m, and protection and reserve corridors of 10 m on each side;
+ National highway 10: Shall be upgraded to reach the standard of grade-I delta roads, with 6 motor lanes, the roadway width of 46 m and protection corridors of 20 m on each side;
+ Provincial roads 38, 55 and 12: Shall be upgraded to reach the standard of grade-II delta roads.
- Railroads: By the year 2020, the existing route shall be maintained with the current Nam Dinh station. To restore the freight station and revamp the square in front of the station. After 2020, to study the adjustment of the outbound railroad and station to the West of the city. The present station area shall be turned into a flower garden and public facilities of the city. To study the building of Nam Dinh - Hai Phong railroad along the projected direction and route in parallel with national highway 10.
- Riverways:
+ The cargo port: Shall still be located at the present position. Its wharf shall be renovated for convenient port calls by river coastal ships of a tonnage of 1,000 tons, with a cargo-handling capacity of between 100,000 and 600,000 tons/year;
+ The passenger port: Shall still be located at the present position; be renovated and upgraded to meet the operating demands of passenger ships navigating the intra- and inter-provincial routes;
+ To study the building of Red river port to meet the outbound transport demand once Hai Thinh port is put to operation.

Intra-municipal traffic:
- For old urban quarters: The existing directions, routes and roadways shall be basically kept intact; to upgrade road surface, build underground works and pavements; broaden a number of sections with narrowed roadways; add a number of road sections in areas where roads have already been built but with a low density or inferior quality.
- For new urban quarters: The city’s main road network shall be organized in the centripetal form, while the sectoral road network shall be in check form, with the distance of 300 m - 400 m.
- Parking lots: To organize 3 public parking lots, each occupies an area of 0.6 - 0.8 hectare, in positions near Tuc Mac park, the sport center and the new central axis to the South of the city.
b/ On the technical and land preparations:
- Ground leveling: To ensure the planned base slant of 0.1% to 0.2%, the construction ground level height of + 2.0 m to + 4.0 m for the old urban quarters; the lowest ground level of + 2.1 m in the new urban quarters on the left bank of Dao river and of + 2.5 m for those the right bank.
- The water drainage system: In the old urban quarters, the semi-private drainage system shall be used, while the totally private drainage system shall be designed for the new urban quarters.
c/ On the water supply:
The water source to be supplied to the city shall be surface water of Dao river. The daily life water supply norm by the year 2005 shall be 130 liters/person/day for 85% of the urban population supplied with water; and 150 liters/person/day for 100% of the urban population supplied with water by the year 2020.

- The supply source: Shall be the national electric power grid through the 220 KV transformer station in Tam region. The existing 6 KV and 35 KV power distribution networks shall be transformed into 22 KV ones; to use 22/0.4 KV network transformer stations.
- The electric power supply norm by the year 2020: For daily life shall be 1,500 kWh/person/year; for industrial parks shall be 100 - 400 KW/ha.
e/ On the waste water drainage and environmental hygiene:
- Daily life waste water discharged from urban centers, waste water from hospitals and industrial zones shall be completely treated before being discharged into canals, ditches, rivers and lakes.
- Key projects: To build 2 stations for treating and cleaning waste water in Loc Hoa and Nam Van communes and 8 pumping stations.
- To build a site for dumping and treating solid wastes in Loc Hoa commune on a land area of 10 hectares.
- To broaden the cemetery for first burial on a land area of 7 hectares.
To continue organizing the execution of on-going projects and prepare for investment in new projects at the proposals of the Peoples Committees of Nam Dinh province and Nam Dinh city; to elaborate the city�s development investment programs and plans till 2005 and 2010 in line with the structure of the ratified general planning with appropriate mechanisms and policies.

Article 3.- This Decision takes effect 15 days after its signing.
The president of the Peoples Committee of Nam Dinh province, the ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government shall have to implement this Decision.
