DECISION

ON THE ELABORATION OF THE STRATEGY FOR SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT IN VIETNAM UP TO THE YEAR 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to Resolution No.10-CP of January 31, 1997 of the Government on the implementation of the Resolution of the Second Plenum of the Central Committee of the Communist Party of Vietnam (VIIIth Tenure) on Education, Training, Science and Technology;
At the proposal of the Minister of Science, Technology and Environment,

DECIDES:

Article 1.- To assign the Minister of Science, Technology and Environment to assume the main responsibility in organizing and directing the elaboration of the "Strategy for Scientific and Technological Development in Vietnam up to the Year 2020".

Article 2.- Objectives and implementation measures:

1. The project "Strategy for Scientific and Technological Development in Vietnam up to the Year 2020" ("Scientific and Technological Development Strategy" for short) shall have to achieve the following objectives:

- The scientific and technological development strategy must be an integral part of the socio-economic development strategy. The development of science and technology, including social sciences and humanities, is a measure to achieve the economic objectives, and also to create scientific and technological resources for the long-term development of the country;

- Working out a general technological development plan for the country and technological development plans for key economic sectors. Such technological development plans shall be divided into phases from now to the year 2000 and therefrom to 2005;

- The strategy must be feasible, involving action plans characterized by a system of specific solutions and mechanisms for scientific and technological development.

2. Approaches for organizing the implementation:

- Setting up the Steering Board for the elaboration of the Scientific and Technological Development Strategy up to the Year 2020 with the Minister of Science, Technology and Environment acting as Chairman. The members of the Steering Board shall include leading officials of a number of major ministries and branches, a number of provinces and cities (in the attached list). The Steering Board is tasked to organize and direct the ministries, branches and localities in elaborating the Scientific and Technological Development Strategy up to the year 2020.

- All ministries, branches and localities shall have to take part in the elaboration of the Scientific and Technological Development Strategy. The ministries, branches and localities should incorporate the elaboration of the Scientific and Technological Development Strategy into their respective socio-economic development plans and investment plans, as well as their production structures, particularly foreign direct investment so as to concentrate on the development of key sectors and products which are competitive on domestic and world markets. The Ministry of Science, Technology and Environment shall have to provide methodological guidances and summarize the result to submit to the Government by June 1998.

- The fund for the elaboration of the Scientific and Technological Development Strategy shall be deducted from the non-business fund for scientific and technological activities.

Article 3.- This Decision takes effect after its signing.

The Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the Peoples Committees of the provinces and cities directly under the Central Government and the Minister of Science, Technology and Environment shall have to implement this Decision.
