DECISION
DECLARATION OF COVID-19 EPIDEMIC
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Prime Minister’s Decision no. 02/2016/QD-TTg dated January 28, 2016 on conditions for declaration of epidemics and end of epidemics;
Pursuant to the Prime Minister’s Decision no. 07/2020/QD-TTg dated February 26, 2020 amending Decision no. 02/2016/QD-TTg;
At the request of the Minister of Health in document no. 525/TTr-BYT dated March 31, 2020,
DECIDES:
Article 1. Declaration of COVID-19 epidemic in Vietnam
1. Name of the epidemic: COVID-19 (novel coronavirus acute respiratory disease).
2. Occurrence time: January 23, 2020 (date of first confirmed case of Covid-19 infection).
3. Affected area: Nationwide
4. Causes: severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2)
5. Specialty: Group A infectious disease, pandemic
6. Transmission: human to human through respiratory infection.
7. Preventive measures: following the Law on Prevention and Control of Infectious Diseases, including:
a) Establishment of the National Steering Committee for Epidemic Control.
b) Epidemic declaration and reporting.
c) Organization of emergency treatment, examination and treatment.
d) Organization of quarantine.
dd) Sanitization in affected areas.
e) Implementation of personal protection measures.
g) Control of movement into and out of affected areas.
h) Mobilization and requisition of resources serving epidemic control.
i) International cooperation in epidemic control.
k) Other epidemic control measures during the outbreak.
8. Health facilities that admit, isolate, monitor and treat infected people include:
a) Provincial-level hospitals, central-level hospitals, police hospitals, military hospitals and other capable hospitals.
b) Field hospitals (when mobilized).
Article 2. Implementation organization
1. Ministries, ministerial agencies, governmental agencies, the People’s Committees of provinces, health facilities, relevant organizations and individuals shall implement the directives of the Secretariat of the Communist Party in Official Dispatch No. 79-CV/TW dated January 30, 2020; Politburo’s Notice No. 172-TB/TW dated March 21, 2020; the Prime Minister’s Directive No. 05/CT-TTg dated January 28, 2020; Directive No. 06/CT-TTg dated January 31, 2020; Directive No. 15/CT-TTg dated March 27, 2020, Directive No. 16/CT-TTg dated March 31, 2020; directives of the National Steering Committee for Covid-19 Prevention and Control, and relevant regulations of law.
2. The measures for infection prevention and control of Covid-19 mentioned in Clause 7 Article 1 of this Decision shall be implemented from January 28, 2020.
Article 3. This Decision comes into force from the day on which it is signed.
This Decision supersedes Decision No. 173/QD-TTg dated February 01, 2020 on declaration of Covid-19 epidemic.
Article 4. Ministers, Heads of ministerial agencies and governmental agencies, Presidents of the People’s Committees of provinces are responsible for the implementation of this Decision./.
