DECISION
ON THE ISSUANCE OF THE TEMPORARY RATES FOR THE USE OF INTERNET SERVICES
THE GENERAL SECRETARY OF THE DEPARTMENT GENERAL OF POST AND TELECOMMUNICATIONS
- Pursuant to Decree No.12/CP of the Government dated March 11, 1996 on function, duty, authorisation and organisation of the Department General of Post and Telecommunications (DGPT);
- Pursuant to Decree No.109/1997/ND-CP of the Government dated November 12, 1997 on Post and Telecommunications;
- Pursuant to the Temporary Regulation on Management, Establishment and Use of Internet Services in Vietnam, issued in accompanying with Decree No.21/CP from the Government dated March 5, 1997;
- Pursuant to Decision No.137/HDBT of the Government dated April 27, 1992 on price management;
- Pursuant to Inter-ministrial Circular No. 08/TTLT of the DGPT, the Ministry of Interior, the Ministry of Culture and Information, dated May 24, 1997 on providing guidance for access, supply and use of Internet services in Vietnam;
- Pursuant to Decision No. 679/1997/QD-TCBD from the Secretary General of the DGPT, dated November 14, 1997 on the issuance of the Internet services rule;
- Pursuant to Document No.706/VGCP-CNTDDV of the State Price Committee, dated September 10, 1997 on regulating Internet service rates;
- In responding to the request from the Head of the Economic - Planning Department.
DECIDES:
Article 1: Hereby issues a temporary quotation for accessing and using Internet services in Vietnam, including:
- Data transmission

Article 2: Based on the Rule for using Internet Services issued by the DGPT, Internet Service Providers (ISPs) are permitted to introduce lists of fees for value-added services, in addition to other fees which are already stipulated in Article 1 of this decision, after being approved by the DGPT.
Article 3: This decision takes from effect December 1, 1997.
Article 4: The heads of offices, functional units and organisations under the management of the DGPT and those operating Internet services are responsible to implement this decision.

1. Installation fee is charged one time for each subscriber.
2. Organisations with leased lines and Internet users working for scientific research institutions, education and training, healthcare and Governmental administration will receive a 30 per cent discount on charges according to Point 2 and 3. In particular, for fees using dial-up access, a discount of 30 percent is applicable for the first 15 hours of each month, the amount of time exceeding 15 hours each month will be charged at the normal rate.
3. Fees for direct access in the over-64Kbps line are applied in Point 2.2 as follows:
- If N is from 2 to 4, K = 95 per cent
- If N is more than 5, K=90 per cent (applied for the fifth gate onward)
Of which:
- N is the number of 64Kbps leased by a subscriber. Other gates which have more-than-64Kbps lines are considered as 64Kbps.

4. Internet Access Providers (TAPS) and ISPS must provide equal treatment to all those receiving priority with discounted fees as stipulated in Point 2.
5. All prices do not include Vietnam Telecommunication charges.
