DECISION

DISSOLVING AND TRANS-FERRING THE TASKS OF A NUMBER OF ORGANIZATIONS ALREADY ESTABLISHED UNDER THE PRIME MINISTER’S DECISIONS

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Government’s Plan for Implementation of the Resolution of the 7th Plenum of the Party’s Central Committee (WIIIth Congress), issued together with the Prime Minister’s Decision No. 207/1999/QD-TTg of October 25, 1999;
At the proposals of the Minister-Head of the Government Commission for Organization and Personnel and the Minister-Director of the Government Office,

DECIDES:

Article 1.- To dissolve and transfer the tasks of the following organizations:

1. The Steering Committee for Formulation of "the 2010 Vision", established under the Prime Minister’s Decision No. 27/1999/QD-TTg of February 23, 1999.

2. The National Executive Board of the Global Environmental Fund of Vietnam established under the Prime Minister’s Decision No. 07/TTg of January 3, 1997.

4. The Steering Committee for the Socio-Economic Development of the Central Highlands, established under the Prime Minister’s Decision No. 734/TTg of October 4, 1996.

5. The Steering Board for Water Resources Development and Rural Construction in the Mekong River delta, established under the Prime Minister’s Decision No. 735/TTg of October 4, 1996.

6. The National Committee for Food Security, established under the Prime Minister’s Decision No. 498/TTg of July 7, 1997.

7. The Central Steering Committee for Forest Fire Prevention and Combat, established under the Prime Minister’s Decision No. 86/1998/QD-TTg of April 21, 1998.

8. The Central Steering Committee for Irrigation System Restoration and Flood Combat Project, established under the Prime Minister’s Decision No. 153/TTg of April 4, 1998.

9. The Management Board of the National Target Program for Hunger Elimination and Poverty Alleviation, established under the Prime Minister’s Decision No. 80/1998/QD-TTg of April 9, 1998.

10. The Management Board of the National Target Program on Employment, established under the Prime Minister’s Decision No. 169/1998/QD-TTg of September 8, 1998.

11. The Steering Committee for Setting up and Management of the Gratitude Fund, established under the Prime Minister’s Decision No. 21/1999/QD-TTg of February 13, 1999.

12. The Steering Committee for the Construction of Material Foundation for Hanoi National University, established under the Prime Minister’s Decision No. 417/TTg of August 10, 1994.

14. The Central Steering Committee for Policies on Residential House and Land, established under the Prime Minister’s Decision No. 347/TTg of July 5, 1994.

15. The Steering Board for the Planning and Construction of Hanoi Capital, established under Article 3 of Decision No. 108/1998/QD-TTg of June 20, 1998 and Decision No. 209/1998/QD-TTg of October 27, 1998 of the Prime Minister.

16. The Steering Board for the Planning and Construction of Ho Chi Minh City, established under Article 3 of Decision No. 123/QD-TTg of June 20, 1998 and Decision No. 238/1998/QD-TTg of December 3, 1998 of the Prime Minister.

17. The State Steering Committee for North-South Highway Project, established under the Prime Minister’s Decision No. 195/TTg of April 1st, 1997.

18. The Steering Board of the National Target Program for Crime Prevention and Combat, established under Clause 5, Article 1 of the Prime Minister’s Decision No. 138/1998/QD-TTg of July 31st, 1998.

19. The State Steering Committee for Off-shore Fishing Program, established under the Prime Minister’s Decision No. 274/TTg of April 28,1997.

20. The Central Steering Committee for the Experimental Formulation of People’s Credit Fund, established under the Prime Minister’s Decision No. 260/TTg of June 2, 1993.

21. The Working Commission on Non-Govern-mental Organizations, established under the Prime Minister’s. Decision No. 339/TTg of May 24, 1996

22. The Working Team for the Revision of Legal Documents on Export, Import and Customs, established under the Prime Minister’s Decision No. 670/1998/QD-TTg of July 30, 1998.

1. The Ministry of Science, Technology and Environment shall perform the tasks of the organizations mentioned in Clauses 1 and 2 of Article 1.

2. The Ministry of Industry shall perform the tasks of the organization mentioned in Clause 3 of Article 1.

3. The Ministry of Agriculture and Rural Development shall perform the tasks of the organizations mentioned in Clauses 4, 5, 6, 7 and 8 of Article 1.

4. The Ministry of Labor, War Invalids and Social Affairs shall perform the tasks of the organizations mentioned in Clauses 9, 10 and 11 of Article 1.

5. The Ministry of Education and Training shall perform the tasks of the organization mentioned in Clause 12 of Article 1.

6. The Ministry of Justice shall perform the tasks of the organization mentioned in Clause 13 of Article 1.

7. The Ministry of Construction shall perform the tasks of the organizations mentioned in Clauses 14, 15 and 16 of Article 1.

8. The Ministry of Communications and Transport shall perform the tasks of organization mentioned in Clause 17 of Article 1.

9. The Ministry of Public Security shall perform the tasks of the organization mentioned in Clause 18 of Article 1.

11. The Vietnam State Bank shall perform the tasks of the organization mentioned in Clause 20 of Article 1.

12. The Government Commission for Organization and Personnel shall perform the tasks of the organization mentioned in Clause 21 of Article 1.

13. The General Department of Customs shall perform the tasks of the organization mentioned in Clause 22 of Article 1.

Article 3.- This Decision takes effect 15 days after its signing.

The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
