REGULATION ON SIGNAL OF PRIORTIZED VEHICLES
THE GOVERNMENT
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on Road Traffic No. 23/2008/QH12 dated November 13, 2008;
Considering the proposal of the Minister of Public Security;
DECREE
Article 1. Scope of adjustment
1. This decree stipulates regulation on signal; technical requirements, installation, management and use of signal generators of the prioritized vehicles.
2. The signal generators of the prioritized vehicles consist of:
Priority signal horn;
Priority flag
Priority signal light
Article 2. Subject of application
This Decree is applicable to the agencies, organizations and individuals that manage and use the priority vehicles including: duty, way-directing on first aid duty protection vehicles, vehicles of epidemics, vehicles ; the
Article 3. Regulation on vehicles upon exercising emergency duty
1. Military vehicles on emergency duty include: Military vehicles performing the command of fighting, rescue, salvage, tactical and information command, performance of express duties, command of operation groups, vehicles on duty of military control, inspection of military vehicles, group protection; vehicles on duty of seizing, searching or performing activities of investigation, escorting criminals, and taking part in prevention and fighting of terrorists.
2. Police vehicles on emergency duty include: Vehicles on duty of seizing, searching or conducting investigation activities, escorting criminals, opposing demonstration, riots, dispersing crowds of public order disturbance, the vehicles on duty of traffic control patrolling, command of terrorist fighting, information and performance of express duties, command of operation group.
3. The ambulance vehicles on first aid duty are the ones carrying emergency patients or going to pick up emergency patients
4. The vehicles on duty in the state of emergency are the ones going to perform the special measures upon serious threatening situation to the national security and social order and safety or upon major disaster and dangerous epidemics.

Article 6. Signal of police vehicles upon emergency duty performance
1. The automobile with the rotating beacon light or flashing light of red or blue color on the car roof, police flag fixed at the front of automobile on the left of the driver with priority signal horn.
2. The automobile with the rotating beacon light or flashing light of red color fixed at the front or back shaft; military flag fixed at the front of automobile with priority signal horn.
Article 7. Signal of way-directing police vehicles
1. The automobile with the rotating beacon light or flashing light of red or blue color on the car roof, police flag fixed at the front of automobile on the left of the driver with priority signal horn.
2. The automobile with the rotating beacon light or flashing light of red color fixed at the front or back shaft; military flag fixed at the front of automobile with priority signal horn.
Article 8. Signal of ambulance vehicles on first aid duty performance
The ambulance vehicles with the rotating beacon light or flashing light of red color on the car roof with the priority signal horn.
1. The vehicles on duty of dyke protection with the flag “DIKE PROTECTION” fixed at the front of automobile on the left of the driver.

4. The technical requirements for priority flag of the vehicles used in the state of emergency on national security and social order and security or upon major disaster and dangerous epidemics comply with the regulation of law on the state of emergency.
Article 13. Installation of the priority signal
Only priority vehicles as prescribed in Articles 4, 5, 6, 7, 8 and 9 of this Decree are installed the priority signal generator
Article 14. Position for installation of the priority signal
The installation of horn, flag and light of the priority vehicles On the basis of the size of each type of vehicle to determine the position for appropriate installation (including the types of vehicles installed fixedly or the vehicles installed in extraordinary cases The signal of horn and light of the priority vehicles upon emittance must be qualified for sound and light in order for people and traffic means for identification.
1. Automobiles The priority signal light is installed on the car proof over the driver; the priority signal horn is installed in the car or on the car proof; the signal flag is fixed at the front of the automobile on the left of the driver
2. Motocycles The priority signal light is installed at the right shaft, at the front or back; the priority signal horn is installed at the front of motocycle; the signal flag is fixed at the front of the motocycle;
Article 15. Use of priority signal
1. The priority vehicles only use the priority signal upon on duty; the use of priority signal of each kind of priority vehicles must ensure the compliance with regulations in Article 4, 5, 6, 7, 8 and 9 of this Decree.

Article 16. Production, trading and import of signal generators of the priority vehicles.
1. The production, trading and import of signal generators of the priority vehicles under the group of conditioned business line on the security and order.
2. The organizations, individuals engaged in the production, trading and import of signal generators of the priority vehicles only install or sell to the organizations and individuals having the license of signal generator using of the priority vehicles granted by the managing and using agency of the priority vehicles
MANAGEMENT RESPONSIBILITY OF PRIORITY VEHICLES
Article 17. Responsibility of the Ministry of Public Security
1. The Ministry of Public Security is responsible for presiding over and coordinating with the Ministry of Industry and Trade to stipulate and make unified guidance on the management of conditioned production, import and trading on security and order and the installation and use of the signal generator of the priority vehicles as prescribed by law.
2. Directing the implementation of inspection and control, detection and handling of violations on the installation and use of signal generator of the priority vehicles; monitoring, making guidance and inspecting the implementation of this Decree.
The Ministries, sectors, People’s Committees of central-run cities and provinces are responsible for organizing the management, inspection, propagation of regulations of law on the type of priority vehicles, the installation and use of signal generator of the priority vehicles under the management competence; strictly handling the agencies, units and individuals under their management for the violations of installation and use of signal generator of the priority vehicles under the management competence,
This Decree takes effect on February 01, 2010
Article 20. Responsibility for implementation
The Ministries, Heads of ministerial-level agencies, Heads of government-run agencies, Chairmans of People’s Committees of central-run cities and provinces are liable to execute this Decree.
