AMENDMENT 01:2024 QCVN 33:2019/BGTVT

NATIONAL TECHNICAL REGULATION ON MIRRORS FOR AUTOMOBILES

 

Foreword

Amendment 01:2024 QCVN 33:2019/BGTVT is prepared by Vietnam Register, submitted by the Department of Science Technology and Environment, appraised by the Ministry of Science and Technology and promulgated by the Ministry of Transport together with the Circular No. ….../2024/TT-BGTVT dated …., 2024.

Amendment 01:2024 QCVN 33:2019/BGTVT amends several provisions enshrined in QCVN 33:2019/BGTVT.

Amendment 01:2024 QCVN 33:2019/BGTVT is prepared by reference to UNECE R46 (Revision 7) of the United Nations Economic Commission Europe.

 

NATIONAL TECHNICAL REGULATION ON MIRRORS FOR AUTOMOBILES

1. Paragraph 1.3.2 is amended as follows:

  “1.3.2 “Camera-monitor system (CMS)” means a device intended to give a clear view of the rear, side or front of the vehicle within the field of vision as defined in Annex A to this Regulation by means of a camera-monitor combination as defined below:

1.3.2.1 Camera means a device that renders an image of the outside world and then converts this image into a video signal.

1.3.2.2 Monitor means a device that converts a signal into images that are rendered into the visual spectrum.”

2. Paragraph 1.3.7 is amended as follows:

  “1.3.7 “Mirror type”: rear-view mirrors may be deemed to be of the same type if they are of the same brand, are manufactured by the same manufacturer and at the same manufacturing address and do not differ in respect of the following main characteristics:

1.3.7.1 Design of the device inclusive, if pertinent, the attachment to the bodywork.

1.3.7.2 The class, the shape, the dimensions and radius of curvature of the mirror's reflecting surface.

3. Paragraph 1.3.8 is amended as follows:

  “1.3.8 “Camera-monitor system type”: camera-monitor systems are considered being of the same type if they are of the same brand, are manufactured by the same manufacturer and at the same manufacturing address and do not differ in respect of the following main characteristics:

1.3.8.1 Design of the camera-monitor system, if pertinent, the attachment to the bodywork.

1.3.8.2 The class, the field of view, the magnification and resolution.

4. Paragraph 1.3.15 is amended as follows:

  “1.3.15 “Mirror and CMS dual function system” means a CMS of Class I in which a monitor complying with this Regulation is placed behind a semi-transparent mirror complying with this Regulation. The monitor is visible in the CMS mode.”

5. Paragraph 2.1.1.1 is amended as follows:

  “2.1.1.1 Mirrors shall bear the brand or mark of the manufacturer. This marking shall be clearly legible and be indelible.”

6. Paragraph 2.1.1.2 is amended as follows:

 “2.1.1.2 All mirrors shall be adjustable.”

7. Paragraph 2.1.1.8 is added as follows:

  “2.1.1.8 The requirements of paragraph 2.1.1.4 of this Regulation shall not apply to mirrors, if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.”

8. Paragraph 2.1.1.9 is added as follows:

  “2.1.1.9 The requirements of paragraph 2.1.1.3 and paragraph 2.1.1.4 of this Regulation shall not apply to parts of the external surface which protrude less than 5 mm, but the outward facing angles of such parts shall be blunted, save where such parts protrude less than 1.5 mm.”

9. Paragraph 2.1.2.3 is amended as follows:

 “2.1.2.3 Class IV mirrors (Wide-angle view mirrors)

The contours of the reflecting surface shall be of simple geometric form and its dimensions such that it provides, if necessary in conjunction with a Class II exterior mirror, the field of vision specified in paragraph A.4 in the Annex A to this Regulation.”

10. Paragraph 2.1.2.4 is amended as follows:

 “2.1.2.4 Class V mirrors (Close-proximity view mirrors)

The contours of the reflecting surface shall be of simple geometric form and its dimensions such that the mirror provides the field of vision specified in paragraph A.5 in the Annex A to this Regulation.”

11. Paragraph 2.1.2.5 is amended as follows:

 “2.1.2.5 Class VI mirrors (Front-view mirrors)

The contours of the reflecting surface shall be of simple geometric form and its dimensions such that the mirror provides the field of vision specified in paragraph A.6 in the Annex A to this Regulation.”

12. Paragraph 2.1.3.1 is amended as follows:

  “2.1.3.1 The reflecting surface of a mirror shall be either flat or convex. Exterior mirrors may be equipped with an additional aspherical part provided that the main mirror fulfils the requirements of the indirect field of vision.”

13. Paragraph 2.1.4 is amended as follows:

  “2.1.4 Impact requirements”

14. Paragraph 2.1.4.1 is amended as follows:

  “2.1.4.1 Mirrors shall be subjected to the tests described in Annex D to this Regulation to determine their behavior under impact on the reflecting surface.”

15. Paragraph 2.1.4.4 is amended as follows:

  “2.1.4.4 The test described in Annex D to this Regulation shall not be required in the following cases:

2.1.4.4.1 Any Class II to VI exterior mirror of which no part is less than 2 m from the ground, regardless of the adjustment position, when the vehicle is under a load corresponding to its maximum technically permissible mass.

2.1.4.4.2 The attachments of mirrors (attachment plates, arms, swivel joints, etc.) which are situated less than 2 m from the ground and which do not project beyond the overall width of the vehicle, measured in the transverse plane passing through the lowest mirror attachments or any other point forward of this plane if this configuration produces a greater overall width.

2.1.4.4.3 In the case specified in paragraph 2.1.4.4 of this Regulation, the applicant for testing and certification shall provide a description specifying that the mirror shall be mounted so as to conform to the above-mentioned conditions for the positioning of its attachments on the vehicle.

2.1.4.4.4 In the case specified in paragraph 2.1.4.4 of this Regulation, the arm shall be indelibly marked with the symbol 2m and the type approval certificate shall be endorsed to this effect.”

16. Paragraph 2.2.1.1 is amended as follows:

  “2.2.1.1 CMS shall bear the brand or mark of the manufacturer. This marking shall be clearly legible and be indelible.”

17. Paragraph 2.2.1.3 is amended as follows:

  “2.2.1.3. When the devices of the camera-monitor system are mounted in the position recommended by the manufacturer for normal driving, all parts, irrespective of the adjustment position of the device, including those parts remaining attached to the support after the test provided for in Annex D to this Regulation which are in potential, static contact with a sphere either 165 mm in diameter in the case of a CMS or parts of CMS installed inside the vehicle or 100 mm in diameter in the case of a CMS or parts of CMS installed outside the vehicle, shall have a radius of curvature "c" of not less than 2.5 mm.”

18. Paragraph 2.2.1.4 is added as follows:

  “2.2.1.4 The requirements of paragraph 2.2.1.3 and paragraph 2.1.1.4 of this Regulation shall not apply to parts of the external surface which protrude less than 5 mm, but the outward facing angles of such parts shall be blunted, save where such parts protrude less than 1.5 mm.”

19. Paragraph 2.2.1.4 is re-numbered as 2.2.1.5 and amended as follows:

  “2.2.1.5 Edges of fixing holes or recesses of which the diameter or longest diagonal is less than 12 mm are exempt from the radius requirements of paragraph 2.1.1.3. of this Regulation provided that they are blunted.”

20. Paragraph 2.2.1.5 is re-numbered as 2.2.1.6 and amended as follows:

  “2.2.1.6 For parts of the camera and the monitor which are made of a material with a Shore A hardness of less than 60 and which are mounted on a rigid support, the requirements of paragraph 2.1.1.3. of this Regulation shall only apply to the support.”

21. Paragraph 2.2.1.7 is added as follows:

  “2.2.1.7 The requirements of paragraph 2.2.1.3 of this Regulation shall not apply to CMS, if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.”

22. Paragraph 2.2.2.2 is amended as follows:

  “2.2.2.2 The test described in Annex D to this Regulation shall not be required in the following cases:

2.2.2.2.1 Any CMS of which no part is less than 2 m from the ground, regardless of the adjustment position, when the vehicle is under a load corresponding to its maximum technically permissible mass.

2.2.2.2.2 The attachments of CMS (attachment plates, arms, swivel joints, etc.) which are situated less than 2 m from the ground and which do not project beyond the overall width of the vehicle, measured in the transverse plane passing through the lowest mirror attachments or any other point forward of this plane if this configuration produces a greater overall width.

2.2.2.2.3 In the case specified in paragraph 2.2.2.2 of this Regulation, the applicant for testing and certification shall provide a description specifying that the CMS shall be mounted so as to conform to the above-mentioned conditions for the positioning of its attachments on the vehicle.

2.2.2.2.4 In the case specified in paragraph 2.2.2.2 of this Regulation, the arm shall be indelibly marked with the symbol 2m and the type approval certificate shall be endorsed to this effect.”

23. Paragraph 3.1 is amended as follows:

 “3.1 Inspection and testing methods

Mirrors that are manufactured, assembled and imported be inspected, tested and certified according to regulations on safety and environmental protection for spare parts and accessories of automobiles.”

24. Paragraph 3.2.1.1 is amended as follows:

  “3.2.1.1 A technical drawing of a mirror shall specify main the class, main dimensions and contain at least the following information:

a) Brand or mark of the manufacturer and their location on the mirror;

b) Installation location on the vehicle and size from the lower edge of the mirror from the ground when the vehicle is under a load corresponding to its maximum technically permissible mass;

c) Hardness of the protective housing of the reflecting surface;

d) Radius of curvature of the reflecting surface;

dd) Reflection coefficient of the reflecting surface;

e) Radius of curvature of the edge of the reflecting surface.

g) Location of the symbol 2m on the mirror (if any).”

25. Paragraph 3.2.2 is amended as follows:

 “3.2.2 Test samples

03 test samples for each type of mirror to be tested.

03 test samples for each type of CMS to be tested.”

26. Annex E is repealed.

27. The phrase “Camera-màn hình (CMS)” (“camera-monitor (CMS)”) in paragraph 1.1.1, paragraph 1.1.2, paragraph 1.2, paragraph 1.3.3, paragraph 1.3.14, paragraph 2.2, paragraph 2.2.12, paragraph 2.2.13, paragraph 2.2.2, paragraph 2.2.2.1, paragraph 2.2.2.3, paragraph 3.2, paragraph 3.2.1.2, paragraph D.2.1 in Annex D, paragraph D.2.1.1 in Annex D, paragraph D.2.1.2 in Annex D, paragraph D.2.1.3 in Annex D, paragraph D.2.2 in Annex D, paragraph D.2.3 in Annex D, paragraph D.2.4 in Annex D, paragraph D.2.5 in Annex D, paragraph D.2.5.3 in Annex D, paragraph D.2.6 In Annex D to QCVN 33:2019/BGTVT is replaced with the phrase “Hệ thống Camera-màn hình (SMS)” (“camera-monitor system (SMS)”).
