On 06/02/2020, the Ministry of Health issued Official Dispatch No. 490/BYT-MT on recommendations regarding Covid-19 prevention and control at the workplace.
The epidemic situation is still developing in an unpredictable manner and threatens to infect workers, especially in establishments having foreign workers that come from affected countries. In order to elaborate epidemic prevention and control measures at workplace and worker dormitories, control the transmission of the disease, protect workers’ health and stabilize business operation, the Ministry of Health has developed this Guidance on Covid-19 prevention and control at the workplace and worker dormitories.
The Ministry of Health proposes that:
1. Other Ministries, ministerial agencies, governmental agencies request employers to strictly implement this Guidance.
2. Vietnam General Confederation of Labor requests Confederations of Labor to cooperate with ministries and local authorities in organizing implementation of this Guidance.

- Increase the quantity of health workers to assist in Covid-19 prevention and control at workplaces, industrial zones and worker dormitories.
- Provide adequate funding for provision of training in implementation of this Guidance at workplaces and worker dormitories.
- Request Departments of Health to organize and report to COVID-19 Control Committee of provinces.
- Request Departments of Health to take charge and cooperate with other Departments and agencies in training healthcare staff at the workplace (hereinafter referred to as “healthcare staff”), workers and employers at workplaces, medium and small enterprises, trade villages and industrial zones in their provinces.
4. Supervise the performance of epidemic prevention and control tasks at workplaces and industrial zones in their provinces and under their management.
5. Report the performance to the Ministry of Health (Health Environment Management Agency).

OVERALL INFORMATION ABOUT COVID-19
1. COVID-19 is a Group A acute infectious disease which does not have specific treatment and vaccine. Prevention of the disease primarily relies on personal hygiene, early detection and isolation, close monitoring of suspected cases, prevention of community transmission, and public hygiene.
2. Modes of transmission, incubation period
- Modes of transmission of Covid-19 include respiratory transmission, aerosol transmission (when the patient coughs or sneezes), contract transmission (when a person touches an object that has viral particles, then touches their nose, mouth or eyes).
- The incubation period is 14 days. A person infected with Covid-19 can infect other people during this period.
- The virus easily spread through direct contact with infected people, especially in crowded places such as bus stations, train stations, wharves, airports, festivals, public transportation, shopping mall, markets and supermarkets, hotels, parks, tourist attractions, etc.

- Detection of the disease can be hard due to unclear symptoms in certain cases.
- A suspected case means a person who has at least one of the symptoms including fever, cough, shortness of breath and pneumonia, and enters Vietnam from an affected country within 14 days before the date of entry; has close contact with a confirmed case or suspected case within 14 days before the onset of symptoms; has visited/stayed in/returned from an active infection cluster within 14 days before onset of symptoms.
- A confirmed case is suspected case who tests positive for COVID-19.
4. Epidemic situation in the world and in Vietnam
- Covid-19 is first detected in Wuhan city, Hubei province of China since 26/12/2019, then transmitted throughout the world with increasing number of confirmed cases and unpredictable developments.
- The epidemic situation is still developing globally in an unpredictable manner and threatens to infect workers, especially in establishments having foreign workers that come from affected countries.
5. Occupations having high risk of infection
- Health workers, including those participating in epidemic prevention and control, testing, treating or responding to infection emergencies.
- Workers exposed to infection in public places: aviation workers, ship crew, railroad workers, operators of public transportation and rideshare drivers; service workers (in shopping malls, markets, supermarkets, restaurants, hotels, parks, tourist attractions, banks), street cleaners, etc.

INFECTION PREVENTION AT WORKPLACES AND WORKER DORMITORIES
I. SCOPE AND REGULATED ENTITIES
1. Scope
- Workplaces include offices, factories, business establishments, service establishments (shopping malls, markets, supermarkets, hotels, restaurants, parks, tourist attractions, banks).
- Worker dormitories.
2. Regulated entities
- Workers, employers and dorm management boards.
- Integrated health departments and healthcare staff.

II. RESPONSIBILITIES OF WORKERS
1.1. What to do at home/in the dorm
- Practice personal hygiene as recommended by the Ministry of Health (frequently wash hands with soap for at least 30 seconds or sanitizer with >60% ethanol, cover the mouth and nose when coughing and sneezing, etc.), gargle with salt water or mouthwash; eat properly and healthily; Avoid contact with domestic and wild animals.
- Prepare items that are necessary at work such as clean water, personal cup, paper tissue, facemasks, gloves, >60% ethanol (if soap is not available at work); working clothes, trash bags if necessary, etc.
- Inform the management, stay at home or at the dorm and self-monitor health when having a fever, cough, sore throat or shortness of breath.
Wear a facemask and self-isolate in a separate and well ventilated room; keep a safety distance of 02 meters from other people. Call the hotline of Department of Health or the Ministry of Health (1900 3228 or 1900 9095) and visit the nearest health facility for examination and treatment. Practice personal hygiene as recommended by the Ministry of Health. Put used facemasks and tissues in trash cans with lids or airtight bags. Do not share personal items cups, tableware, etc. Avoid using transportation and crowds. Update the management on your health status.
Inform the dorm management board in order to follow instructions in VI of Appendix 4.
- Do not go to work during the quarantine period prescribed by National Steering Committee for COVID-19 Control.

- Evaluate the risk according to information about epidemic situation on www.moh.gov.vn.
- Workers having chronic diseases (diabetes, cardiovascular disease, pulmonary diseases, etc.) should carefully consider the necessity of the trip to the affected area.
- Consult with the healthcare staff or local health authority on preventive measures.
- Prepare >60% ethanol and necessary items for washing hands and person hygiene during the trip.
1.3. What to do during home isolation according to instructions of National Steering Committee
- Maintain home quarantine until the end of the quarantine period. It is best to stay in a separate room. In case a separate room is not available, the patient’s bed should be located at least 2 m from others’ beds.
- Take body temperature taken at least twice a day (in the morning and afternoon) enter the result and health status in a log.
- Avoid leaving the room and having contact with other people in the house or dorm as well as other people; Self-monitor health; practice personal hygiene; wear facemasks properly; frequently wash hands with soap or >60% ethanol.
- Inform the local health authority or manager of the body temperature and health twice a day.

- Do not leave the house or dorm without permission.
- Put used facemasks and tissues in separate bags in a corner of the quarantine room.
- Do no share food with other people in the same household or dorm.
- The quarantine room should be well ventilated; Electric fans should be used instead of air conditioners. Frequently clean and disinfect the room, especially frequently touched surfaces and the restroom. Minimize the number of items in the quarantine room.
2.1. Recommendations for workers
Practice personal hygiene as recommended by the Ministry of Health. To be specific:
- Frequently wash hands with soap for at least 30 seconds or with >60% ethanol if soap is not available. Wash hands before work, during breaks, before and after eating, and after using the restroom.
- Cover the mouth and nose when coughing or sneezing, best with a cloth or napkin or the inner wrist to minimize spread of respiratory tract fluids. Put used tissues in airtight bags and put the bags in trash cans, then wash hands with soap.

- Keep the body warm; maintain health habits such as exercising during the shift, move the body, only eat cooked food, eat healthily and properly. Do not share personal items such as cups, bottles, napkins, etc.
- A worker or customer who has a fever, cough or shortness of breath should avoid contact with other people. Inform the manager and/or healthcare staff to follow instructions in VI and Appendix 4.
- Do not discriminate against people at the workplace who stayed in quarantine or went to affected area.
2.2. Recommendations for occupations having high risk of infection
In addition to the recommendations in 2.1, people doing jobs that have high risk of infection should follow these instructions:
- Workers who frequently have contact with customers and other people should wear facemasks properly as recommended by the Ministry of Health.
- Wear suitable gloves to avoid unnecessary contact. In case gloves are not used, frequently wash hands with soap for at least 30 seconds and clean the hands with disposable paper tissues; or wash hands with >60% ethanol.
- Wear personal protective equipment (PPE), including facemasks, face shield, cap and gloves) when having contact with suspected cases
- Avoid shaking hands and having close contact (less than 2 m) with customers if possible.

- Utilize telecommunication devices to avoid direct contact.
2.3. Recommendations for workers who have to travel to affected areas
In addition to the aforementioned recommendations, workers who have to travel to affected areas should follow these instructions:
- Comply with regulations of local authorities on epidemic prevention and control in the area to which they travel.
- Frequently wash hands; cover mouth when coughing or sneezing. Keep a distance of at least 02 m from coughing or sneezing people.
- When having fever, cough or shortness of breath, wear a facemask, avoid contact with other people, inform the manager, call the hotline of Department of Health or the Ministry of Health (1900 3228 or 1900 9095) and visit the nearest health facility for examination and treatment.
3.1. Infection prevention
- Clean up the workplace; put used tissues, facemasks and trash in trash cans, then wash hands with soap.

3.2. Recommendations for workers who return from affected areas
- Self-monitor health for 14 days for symptoms; take body temperature twice a day.
- When having fever, cough or shortness of breath, wear a facemask, avoid contact with other people, call the hotline of Department of Health or the Ministry of Health (1900 3228 or 1900 9095) and visit the nearest health facility for examination and quarantine at a health facility. Inform the manager and/or healthcare staff, who will inform and instruct close contacts at the workplace to self-monitor their health and go to health facilities where necessary.
III. RESPONSIBILITIES OF THE EMPLOYER AND DORMITORY MANAGEMENT BOARD
1. Establish a Covid-19 control committee at the workplace or dorm, which consists of the employer, representatives of departments, health department, personnel department, trade union, labor hygiene and safety department, etc. The health department shall be the standing body of the committee; provide counseling; assign tasks; prepare plans for epidemic prevention and control at the workplace, etc.
2. Establish a hotline to the Center for Disease Control and Prevention (CDC) of the province or through hotlines of Department of Health or the Ministry of Health (1900 3228 or 1900 9095).
3. Assign and publish contact information (names and phone numbers) of the persons in charge of Covid-19 prevention and control at the dorm or the workplace.

Have a plan to establish a dedicated quarantine area at the workplace or in the dorm when requested by the National Steering Committee.
5. Restrict entry into the workplace/dorm.
6. If possible, post a person at the gate to disinfect and take workers’ body temperature at the beginning of each shift.
7. Do not hold meetings, conventions and crowded events unless strictly necessary for epidemic prevention and control purposes. Enable workers to work from home or do flexible shifts if possible. Encourage workers to communicate and work by phone, email, online, etc.
8. Provide hand washing stations; make sure the restrooms always have adequate clean water and soap for workers and customers (if any). Provide trash cans with lids. Provide adequate equipment for cleaning and disinfection of the workplace and dorm.
9. Establishments having reception departments, aviation enterprises, customs authorities, banks, service establishments, etc. in which workers have contact with many people should use glass partitions; provide facemasks, gloves, >60% alcohol sanitizer in transaction areas.
10. Clean and disinfect the workplace/service area/vehicles/dorm. Increase ventilation at the workplace by installing fans or opening windows and doors; avoid air conditioners.
11. Ensure food safety at the workplace/service area/vehicles/dorm. Allow workers to rest and have lunch at different times to reduce the number of people at the cafeteria at the same time. Recommend workers to avoid sitting face-to-face and immediately leave the cafeteria after eating to avoid unnecessary contact.
12. Request suppliers of raw materials, services (catering, cleaning, disinfection, etc.) to comply with regulations on Covid-19 prevention and control.

14. Provide training for all workers on implementation of this Guidance and other instructions of the Ministry of Health on Covid-19 prevention and control.
15. Communicate information about COVID-19 prevention and control among all workers and customers (if any). Put up posters and notices on Covid-19 prevention and control at public places where they can be seen by workers and customers.
16. Organize and facilitate the implementation of this document.
IV. CLEANING AND DISINFECTING THE WORKPLACE AND WORKER DORM
1. Disinfect with common detergents or disinfectants that contain 0,05% chlorine or >60% ethanol. Washing and cleaning are recommended. Dirty surface should be cleaned with soap and water before disinfection.
2. At the workplace
2.1. Maintain industrial hygiene and overall hygiene at the workplace
The floor, walls, furniture and other items in the rooms, factory, showroom, exposed surfaces and shared restrooms shall be disinfected at least once a day.
Frequently touched surfaces such as door knobs, handrails, elevator buttons, switches, keyboards, remote controls, telephones, etc. shall be disinfected at least twice a day.

2.3. Wastes shall be collected every day.
3. At the worker dorm
3.1. Organize disinfection of rooms and areas of the worker dorm (including shopping area/cafeteria, exercising area) as follows:
- The floor, furniture, other items and exposed surfaces shall be disinfected at least once a day.
- Frequently touched surfaces such as door knobs, handrails, elevator buttons, switches, keyboards, remote controls, telephones, etc. shall be disinfected at least once or twice a day.
- Hand washing stations and restrooms shall be cleaned and disinfected at least once a day.
3.2. Increase ventilation in the rooms and areas of the dorm by opening doors and windows. Use electric fans instead of air conditioners.
3.3. Waste handling: Provide adequate trash cans with lids at convenient positions in the dorm; collect wastes every day.

- Airplanes shall be disinfected in accordance with instructions of WHO, the airline or ICAO.
V. RESPONSIBILITIES OF INTERNAL HEALTHCARE STAFF
1. Contact the CDC of the province through hotlines of Department of Health or the Ministry of Health (1900 3228 or 1900 9095) for instructions on planning and implementation of epidemic prevention and control.
2. Propose to the employer establishment of the COVID-19 control committee at the workplace.
3. Consult with the employer on development and issuance of the Plan for Prevention and Control of Covid-19 at the workplace, which contains details about human resources, budget, task assignment, contact information of the persons in charge.
4. Advise the employer informing and instructing suppliers of raw materials, services (catering, cleaning, disinfection, etc.) to comply with regulations on COVID-19 prevention and control.
5. Organize training and communication of information about prevention of COVID-19 infection among all workers and customers (if any).
6. Request the employer to consider providing equipment facemasks, soap, hand sanitizer, etc. for health workers at the workplace; provide a separate area for people who have fever, cough or shortness of breath.
7. Cooperate with foremen and department managers in monitoring workers’ health and responding when a worker has fever, cough or shortness of breath. Compile a list of close contacts with people who have fever, cough or shortness of breath.

9. Cooperate with foremen, department managers, labor hygiene and safety department and trade union in daily inspecting and supervising the departments and workers to clean and disinfect their workplace, and suppliers (of raw materials, services, etc.) following epidemic prevention and control instructions.
Propose replenishment of medical supplies at the health department to the employer when necessary.
10. Stay update on the Covid-19 situation and submit daily, weekly and monthly reports on epidemic prevention and control at the workplace to the employer and the Covid-19 control committee.
When a worker has fever, cough or shortness of breath at the workplace/dorm:
1. Inform the workplace or dorm manager and the healthcare staff.
2. Provide facemasks and instruct the sick person on how to wear facemasks properly.
3. Avoid close contact (less than 02 m) with the sick person if possible.
4. Take the sick person to the separate area at the workplace/dorm.

- The quarantine area should be located near the gate and separated from the working/residence area if possible.
- The quarantine rooms must be ventilated; have a place for washing hands with soap for or >60% ethanol if soap is not available, trash cans with lids, and separate restrooms. Minimize the number of items in each room.
5. Call the hotline of Department of Health or the Ministry of Health (1900 3228 or 1900 9095) for consultation and visit a health facility for examination and treatment.
6. Avoid using public transportation.
7. Compile a list to monitor health status of people having close contact with the sick person.
8. Frequently update on the sick person’s health status.
9. Disinfect the sick person’s working position, quarantine area, dorm room, exposed surfaces and restrooms.
10. Cooperate with the local health authorities in disinfecting the workplace/dorm when requested; provide information about the close contacts./.
