Over the past time, there have been a number of assault artifices and ruses by criminals using high technology in payment such as: (i) sending fraudulent messages asking customers for their authenticity of receiving money from Money Gram, Western Union via the fake website link in order to steal customer’s confidential information (user name, Internet banking password and one-time password) and then illegally withdrawing money from customer’s account; (ii) installing devices on ATMs to copy, steal bank card data (the skimming device) and then use high technology electronic devices to create a counterfeit card and withdraw money from the owner’s card. The providers of payment services and providers of intermediary payment services have taken strong measures to ensure security in electronic payment and card-based payment. However, through the inspection and supervision, the State Bank realizes that some entities are yet to focus on strengthening security in electronic payment and card-based payment. In order to strengthen security in electronic payment and card-based payment, the State Bank of Vietnam requires that:
- The providers of payment services and providers of intermediary payment services shall continue to strictly adopt the guiding documents of the State bank of Vietnam on security in electronic payment and card-based payment, especially the duties specified in the Directive No. 03/CT-NHNN dated January 10, 2017 of the Governor of the State bank of Vietnam on strengthening security in electronic payment and card-based payment.
- The provincial branches of the State Bank of Vietnam shall proactively supervise, monitor, and guide providers of payment services and providers of intermediary payment services in their provinces to adopt the documents and regulations of the State bank of Vietnam on electronic payment and card-based payment; impose administrative penalties against violations according to the regulations as prescribed in the abovementioned Directive No. 03/CT-NHNN.
The State bank of Vietnam requests the relevant entities to fully report the implementation of the Directive No. 03/NHNN as prescribed in Section IV.2 of this Decree, provide their contacts’ information (including: full name, position, telephone, email) for the State bank of Vietnam (Department of Payment) via the email: gshttt_vtt@sbv.gov.vn before April 21, 2017.
