To: - Departments of Customs of provinces and cities
In strengthening the customs value management for import – export goods and contributing to the prohibition on commercial frauds via price, controlling inflation, stabilizing the macro economy and ensuring social security according to the Resolution No. 11/NQ-CP dated February 24, 2011 of the Government, at the same time, agreeing the implementation of consultation and value definition to the guidelines in the Circular No. 205/2010/TT-BTC dated December 15, 2010 and the Decision No. 251/QD-BTC dated February 09, 2011, the Ministry of Finance requires:
1. Directors of General Departments will consult and consider discount amount or decentralize the branches suitable with the specific conditions of import conditions, amount of goods in the risk management of import goods in the General Department level, Department level, organization model, human resources.
2. Conditions of decentralizing to Branches including:
- Braches have scale of above 25 public employees.
- Have at least 02 public employees who are responsible for price at Branches.
- Have enough machine and equipment database, data database of price to exploit, update and collect information timely.
3. In the decentralization, Branches have to:

- Consult and process results after consulting, define values right to the content, order, procedure and time regulated at the Circular No. 205/2010/TT-BTC dated December 15, 2010 of the Ministry of Finance;
- Update results of consultation and value definition on the price databases on the consultation date, define value or next working day and transfer data to Department-level for following and controlling.
4. Departments of Customs in provinces and cities are responsible for:
- Empowering professional training on consultation, supplying support information for decentralized Branches.
- Checking consultation results daily and defining price on the price databases which are updated by Branches, find timely and process consultation cases, define lower value than price database or defining price that are still not uniformed among Branches.
- Periodically at the end of month, checking consultation, defining values at decentralized Branches to evaluate effectively and specifically. If the checking results show the inefficiencies in Branch’s consultation, the decentralization to Branches will be stopped.
The Ministry of Finance inform Departments of Customs in provinces and cities for popularizing and implementing./.
