RESOLUTION

ON STEP BY STEP TACKLING TRAFFIC JAMS IN HANOI AND HO CHI MINH CITIES

Traffic jams are a very pressing social problem in Hanoi and Ho Chi Minh cities as they have caused considerable economic damage and adverse effects on the life and activities of people of all strata in the two cities.
In order to step by step tackle traffic jams in these two cities, all branches and the administrations of the two cities should apply short-term as well as long-term measures in a coordinated manner.
On the basis of the Scheme on step by step tackling traffic jams in Hanoi and Ho Chi Minh cities, the Government requests the People's Committees of Hanoi and Ho Chi Minh cities, ministries and branches to focus on implementing the following solutions:

1. Planning of urban transport infrastructure development

a/The Ministry of Transport shall coordinate with the Ministry of Construction and the People's Committees of the two cities in announcing and implementing the Planning on transport

development in Ho Chi Minh city up to 2020 and a vision for the post-2020 period approved by the

Prime Minister in Decision No. 101/QD-TTg of January 22. 2007. and the Planning on transport development in Hanoi capital up to 2020 approved by the Prime Minister in Decision No. 90/QD-TTg of July 9, 2008.

b/ The People's Committees of the two cities shall assume the prime responsibility for, and coordinate with the ministries in:

- Building, renovating and expanding radial national highways, expressways, ring roads, urban trunk roads, intersections and urban railways. Expeditiously building the systems of pedestrian flyovers and tunnels, more rationally redesigning traffic at intersections with pedestrian flyovers or tunnels: upgrading and supplementing traffic control devices at intersections where traffic jams often occur;

- Modernizing urban traffic control centers;

- Completing the re-establishment of order in road safety corridors under the Prime Minister's Decision No. 1856/QD-TTg of December 27, 2(X)7; at the same time, reviewing, supplementing and perfecting regulations on management of streets and urban road beds: sparing some areas on wide pavements for the orderly parking of motorcycles and mopeds, ensuring that traffic is not obstructed and sufficient walkways are reserved for pedestrians.

2. Planning and relocation of head offices of administrative state agencies, universities, colleges, vocational training institutions and big hospitals out of downtown areas:

a/ In 2009. the Ministry of Construction shall assume the prime responsibility for, and coordinate with the People's Committees of Hanoi and Ho Chi Minh cities and concerned agencies in drawing up plannings on the relocation of administrative state agencies, universities, colleges, vocational training institutions and big hospitals out of downtown areas, and submitting the relocation plannings to the Prime Minister for approval; formulating norms of land area reserved for static traffic as a basis for licensing the construction of high-rise condominiums, trade centers and supermarkets;

b/The People's Committees of Hanoi and Ho Chi Minh cities shall base themselves on the above-said relocation plannings to make detailed plans and report them to the Prime Minister in the first quarter of 2010.

3. Law dissemination and popularization, organization of a campaign for forming "cultured traffic" Habits and "civilized urban" practices, intensified enforcement of regulations on traffic order and safety and urban order:

a/The People's Committees of Hanoi and Ho Chi Minh cities shall assume the prime responsibility for. and coordinate with the Ministry of Information and Communication, the National Traffic Safety Committee, state management agencies, and mass organizations in extensively and intensively disseminating public information among the people of all strata on "cultured traffic" habits and "civilized urban" practices to be adopted by city dwellers, which are demonstrated in the self-conscious observance of traffic order and safety rules, such as walking on pavements, operating vehicles on proper lanes, forming a habit of walking short distances in daily life: and studying appropriate forms of public information dissemination suitable to each stratum of population with a view to raising their sense of observance of the provisions of the Road Traffic Law when joining in traffic;

b/The People's Committees of Hanoi and Ho Chi Minh cities shall coordinate with the Ministry of Public Security in directing:

- Municipal Transport Services to coordinate with the municipal police in reviewing, supplementing and adjusting solutions on separation of traffic directions and lanes for each type of vehicles, improving solutions on traffic organization in the inner cities, installing adequate traffic signs, lights, and lane separators for each type of vehicles.

c/ The People's Committees of Hanoi and Ho Chi Minh cities shall promptly enhance the management of pavement use and strictly handle organizations and individuals that illegally use roadbeds and pavements for personal purposes as well as local subordinate administrations that permit the use of roadbeds and pavements against regulations.

4. Stepping up the development of mass transit, restricting the use of personal vehicles in traffic and organizing rational and effective traffic

a/ The People's Committees of the two cities shall:

- Continue maintaining fare subsidies for public bus services;

- Study and invest in increasing the number of streets with exclusive bus lanes;

- In the fourth quarter of 2008, complete the review of the networks of bus routes, remedy irrationalities and add new routes so as to ensure that there are bus routes in all areas; make information on bus routes available to the people so that they can choose appropriate itineraries; rearrange types of buses to suit transport infrastructure in each route and area:

- Direct functional agencies to work with schools and enterprises in organizing exclusive (subsidized) bus services for pupils, employees and workers under the Government's Resolution No. 13/2002/NQ-CP of November 19,2002. from the first quarter of 2009.

- Study and propose measures to promote the involvement of all economic sectors in mass transit activities: study and put forward policies to provide direct and indirect supports for mass transit enterprises of all economic sectors:

- Imposing bans on motorcycles, mopeds and cars on certain streets during certain hours suitable to the specific conditions in each area in the cities:

- Study and rationally adjust working hours in order to reduce traffic during peak hours.

b/ The Ministry of Finance shall study and promulgate according to its competence or submit to competent authorities for promulgation in the. first quarter of 2009:

- Regulations on land rent exemption for land areas used for the construction of maintenance and repair stations and parking lots of enterprises dealing in mass transit in the inner cities.

- Regulations on the interest support mechanism for enterprise borrowing loans for procuring vehicles for mass transit in the inner cities; and mechanisms for socializing mass transit by bus;

- Regulations on charges and fees related to motor vehicles of individuals.

5. Organization of implementation

a/The People's Committees of Hanoi and Ho Chi Minh cities shall draw up detailed plans to implement measures for step by stem tackling traffic jams and relevant provisions of this Decree, and report them to the Prime Minister in October 2008:

initiative in coordinating with concerned agencies in solving arising problems, and submit issues falling beyond their competence to the Prime Minister;

c/ Biannually. the two cities shall report to the Prime Minister on the implementation of measures for step by step tackling traffic jams and of the relevant provisions of this Resolution.
