RESOLUTION
THE GOVERNMENT'S REGULAR MEETING - JUNE 2005
On June 30 and July 01, 2005, the Government held its regular meeting for June 2005 to discuss and decide on the following issues:
1. The Government listened to the Minister-Head of the Committee for Sports and Physical Culture making report on improving the physical health and height of the Vietnamese (by methods of nutrition and physical exercise)
The Party, State and People have paid much attention to the issue of developing population quality over the past years. However, physical fitness, height, and strength of the Vietnamese youth are still lower compared to international standards. To improve the physical health of human resources and height of the Vietnamese, there is a general program carrying out comprehensively measures, including those involving nutrition and physical exercise.
The Committee for Sports and Physical Culture was assigned to direct and co-ordinate with the Government Office, Ministry of Health, Ministry of Education and Training, Committee for Population, Family and Children and relevant agencies to collect ideas of Cabinet members, in completing the Program, then submit to the Prime Minister for approval. The Program must be comprehensive, related closely to the strategy of the general development of the Vietnamese associated with labor and production environments, society and family; attract the whole society to invest, participate in taking care, improving the physical health and height of the Vietnamese.
2. The Government listened to the Minister of Posts and Telematics presenting the Bill on Information Technology; listened to the Government Office making a report on the bill after summing up general ideas of Cabinet members.
Information technology plays an important role in upholding brainpower of people; bringing about changes in ways of management, study and work. The Party and State have issued many documents to instruct, direct and concentrate human resources for development of information technology. As a result, the employment and development of information technology in our country has achieved many important results. Telecommunication network has been connected nationwide, the number of people using mobile phone and the Internet has increased rapidly; over 50% of Ministries, sectors and 80% of centrally-administered cities/provinces have had their own websites; 100% of universities and over 90% of high schools have connected to the Internet. However, the legal documents governing activities of information technology have been inconsistent, and ineffective and poorly enforced. The Law on Information Technology is expected to make a fully-made legal framework, adequate conditions for development of information technology, serving better the process of industrialization-modernization; at the same time, raising management effectiveness of the State in this field.

3. The Government listened to the Minister of Labor, War Invalids and Social Affairs presenting the Bill on Social Insurance; listened to the Government Office making a report on this draft law after summing up general ideas of Cabinet members.
Social Insurance is one of the important policies adopted by the Party and State, and has developed in a sustainable manner; beneficiaries of social insurance have expanded rapidly. However, the legal documents ruling activities of social insurance overlap, being mostly under-law documents. It is necessary to issue the Law of Social Insurance to specify the current regulations, complement new policies conforming to the development of the country, and ensure rights of the laborers.
The Ministry of Labor, War Invalids and Social Affairs was assigned to direct and co-ordinate with the Government Office, Ministry of Justice, and relevant agencies to collect opinions of Governmental members, complete the draft law. The Minister of Labor, War Invalids and Social Affairs by order of the Prime Minister to submit it to Standing Committee of the National Assembly.
4. The Government listened to the Minister of Planning and Investment presenting the bill on investment and the bill on enterprise; listened to the Government Office making a report on the two draft laws after summing up general ideas of Cabinet members.
To pursue the cause of renovation, develop a socialist oriented market economy, over the past years, the State has issued many legal documents relating to investment and enterprise; has institutionalized timely directions and guidelines of the Party on economic renewal, and the environment of investment and business, formed important legal frames to regulate activities of investment and business, thus leading to big achievements in the renovation process and social-economic development. However, the separation of investment from business by economic sector has resulted in unequal treatment, restricted economic growth, not made goods conditions for equal competition. To meet the requirements of social-economic development and international integration, the issuance of the Law of Investment and Law of Enterprise is essential.
The Ministry of Planning and Investment was assigned to direct and co-ordinate with the Government Office, Ministry of Justice, and relevant agencies to collect opinions of Cabinet members, complete the draft laws, then submit to the Prime Minister to consider and decide before submitting it to the Standing Committee of the National Assembly. The completion of the two draft laws must inherit adequate regulations of the former laws; it is necessary to be careful in making adjustments and complements of new contents, ensuring that they are clear, transparent, conform with requirements of international integration and the country's interests and that inconvenient admanistrative procedures are removed and organizational machinary are not made bigger.
5. The Government listened to the Minister of Planning and Investment presenting results of production, export-import and investment in June and the socio-economic situation in the first six months of 2005, measures in the last months of the same year; considered the Report on trade in June and in the first six months of 2005 presented by the Minister of Trade; listened to the Government Office presenting the Review report on direction and management of the Government in the first six months of 2005; listened to the Government's Steering Board of Administrative Reform presenting the Report on administrative reform in the first six months of 2005 and the major tasks in the second half of 2005.
In the first six months of 2005, heavy drought happened in many provinces, especially in the Central Highlands and North Central provinces, hence serious influence on production and daily life of people with high risk of forest fire; avian flu spread to wide areas; price fluctuated. In response, the Government made some new changes in its direction to follow reality closely; put forward adequate solutions and enforced strictly. Therefore, in the earlier six month, the social-economic situation continued to develop and get good results in many fields. Economic growth reached 7.6%. Macro-balances have been maintained. International integration went on positively; export and services developed; raising investment capital and budget revenue increased. There were unexpectations which were dealt with well: inflations of goods and services were controlled; avian flu was contained; people were assisted to overcome difficulties and losses caused by drought and restore production and life.
Social activities had progress, cultural life saw improvements and became richer and richer; poverty reduction made headway; education and health made good changes; social evils and traffic accidents reduced gradually.

Ministries and sectors urgently check projects under the working program of the Government in the last six months, concentrate on practical and feasible projects; raise the responsibility of relevant agencies in charge, ensure that projects are completed in time with high quality.
