RESOLUTION
ADJUSTING ADMINISTRATIVE BOUNDARIES OF HANOI CITY AND RELATED PROVINCES
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/QHIO;
After considering the Government's Report No. 60/TTr-CP of April 29,2008. on the expantion of administrative boundaries of Hanoi city and the National Assembly Law Committee
Examination Report No. 333/UBPL12 of May 12. 2008: and based on the opinions of National Assembly deputies.
RESOLVES:
Article 1.- To adjust administrative boundaries of Hanoi city and related provinces as follows:
1. To merge the whole existing land area of 219,341,11 ha and population of 2,568,007 of Ha Tay province into Hanoi city;
2. To transfer the whole Me Linh district of Vinh Phuc province, with the existing land area of 14,164.53 ha and population of 187.255. to Hanoi city;

4. After their administrative boundaries are adjusted:
a/ Hanoi city has a land area of 334,470.02 ha and population of 6,232,940. including the existing land area and population of Hoan Kiem, Dong Da. Ba Dinh. Hai Ba Trung. Tay Ho. Cau Giay, Hoang Mai. Long Bien. and Thanh Xuan urban districts: Dong Anh. Tu Liem. Soc Son. Gia Lam. Thanh Tri. Ba Vi. Chuong My. Dan Phuong, Hoai Duc. My Duc. Phu Xuyen. Phuc Tho. Quoc Oai. Thach That. Thanh Oai. Thuong Tin. Ung Hoa. and Me Linh rural districts: Ha Dong and Son Tay cities; and Dong Xuan. Tien Xuan. Yen Binh and Yen Trung communes.
To the north. Hanoi city borders on Thai Nguyen and Vinh Phuc provinces: to the south in borders on Ha Nam and Hoa Binh provinces; to the east, it borders on Bac Giang. Bac Ninh and Hung Yen provinces: and to the west, it borders or. Hoa Binh and Phu Tho provinces:
b/ Vinh Phuc province has a land area of 123,176.43 ha and population of 1,059,063. including the existing land area and population o:~ Vinh Yen city. Phuc Yen town, and Binh Xuyen. Lap Thach, Tarn Duong. Tarn Dao. Vinh Tuong and Yen Lac districts:
c/ Hoa Binh province has a land area of 459,635,15 ha and population of 832,543. Luong Son rural district has a land area of 28,684,68 ha and population of 67.288.
Article 2.- Pursuant to the National Assembly's Resolution on suite budget estimates and Resolution on allocation of the central budget in 2008, the Government shall consider and decide on total state budget revenues in the localities, total local budge; revenues, total local budget expenditures, the central budget's additional allocations to local budgets, and the percentage for distributing revenues between the central budget and local budgets for the localities defined in Article 1 of this Resolution, ensuring the total state budget revenue-expenditure estimates already decided by the National Assembly; then report them to the National Assembly Standing Committee.
Article 3.- Within the ambit of its tasks and powers, the Government shall:
1. Organize the implementation of this Resolution in an effective and economical manner:

Direct and organize the reorganization of administrative units of the localities defined in Article 1 of this Resolution in accordance with Article 118 of the Constitution and relevant provisions of law; arrange a streamlined and rational administrative apparatus and organize investigative agencies' cadres and civil servants and ensure democracy ana unity;

4. Annually report to the National Assembly on the situation and results of implementation of this Resolution.
Article 4.- The Supreme People's Court and the Supreme People's Procuracy shall, within the ambit of their tasks and powers, direct and organize the implementation of this Resolution: guide the organization and operation of provincial- and district-level People's Courts and People's Procuracies of the localities defined in Clause 1 of this Resolution.
Article 5.-
1. The National Assembly Standing Committee shall, within the ambit of its tasks and powers, guide the organization and operation of delegations of National Assembly deputies. National Assembly deputies, People's Councils and People's Council deputies in the localities defined in Clause 1 of this Resolution.
2. The National Assembly Standing Committee, the Nationalities Council. National Assembly Committees, delegations of National Assembly deputies and National Assembly deputies shall, within the ambit of their tasks and powers, supervise the implementation of this Resolution.
Article 6- This Resolution takes effect on August 1,2008.
This Resolution was adopted on May 29,2008. by the XIIth National Assembly of the Socialist Republic of Vietnam at its third session.
