The Minister of Education and Training hereby promulgates a Circular introducing Regulation on admission for undergraduate programs in early childhood education.
Article 1. Promulgated together with this Circular is the Regulation of admission to undergraduate programs and early childhood education college degree programs.
Article 2. This Circular takes effect from June 22, 2020 and supersedes Circular No. 05/2017/TT-BGDDT dated January 25, 2017 introducing the Regulation on admission for full-time undergraduate programs in pedagogy and Circulars amending such regulation (Circular No. 07/2018/TT-BGDDT dated March 01, 2018 and Circular No. 02/2019/TT-BGDDT dated February 28, 2019); supersedes admission-related contents in Circular No. 06/2017/TT-BGDDT dated March 15, 2017 introducing the Regulation on provision of part-time undergraduate programs, Circular No. 10/2018/TT-BGDDT dated March 30, 2018 on admission for and provision of second undergraduate degree programs in pedagogy and Decision No. 22/2001/QD-BGDDT dated June 26, 2001 on provision of second undergraduate degree programs.
Article 3. Chief of the Ministry Office, Director General of the Higher Education Department, heads of relevant affiliates of the Ministry of Education and Training; Chairpersons of People’s Committees of provinces and central-affiliated cities; heads of Departments of Education and Training; head of Department of Education, Science and Technology of Bac Lieu; directors of parent universities and academies; university principals; and principals of colleges with early childhood education programs shall implement this Circular.

OF ADMISSION TO UNDERGRADUATE PROGRAMS AND EARLY CHILDHOOD EDUCATION COLLEGE DEGREE PROGRAMS
(Enclosed with Circular No. 09/2020/TT-BGDDT dated May 7, 2020 by Minister of Education and Training)
Article 1. Scope and regulated entities
1. This Regulation provides for admission to undergraduate programs in early childhood education, including general provisions; full-time program admission; admission to part-time programs, programs provided per order placement and bridge programs; organizational structure, duties and powers of educational institutions in admission; handling of reports on violations against this Regulation or reporting/archiving requirements; rewards and penalties, and settlement of complaints and denunciations (hereinafter referred to as “this Regulation”).
2. This Regulation is applicable to parent universities, academies, universities and colleges with early childhood education programs (hereinafter collectively referred to as “schools”), Departments of Education and Training and Department of Education, Science and Technology of Bac Lieu (hereinafter referred to as “Departments of Education and Training”) and organizations and individuals involved in admission to undergraduate programs and early childhood education college degree programs.
3. This Regulation is not applicable to admission for study abroad programs or remote training.

b) The scheme specifies the quota of each form of admission and admission requirements in accordance with regulations in this Regulation, which represents the school’s quality policy;
c) The scheme specifies whether certain applicants may be exempt from the foreign language test or may apply using results of previous high school or national high school examinations and requirements for such cases;
d) The scheme elaborates non-exam admission for graduates of pedagogical secondary schools to early childhood education college programs in compliance with regulations in Article 5 of this Regulation;
dd) The scheme includes the start year and decisions issued by competent authorities or decisions self-issued by the school (if it is allowed autonomy) concerning the school’s academic disciplines.
2. Schools may directly admit a graduate of a high school for the gifted (excluding the cases mentioned in Clauses 2 and 3 Article 7 of this Regulation) without examination to an academic discipline that suits the subject the student is gifted in or the subject in which the student won a prize if the student has excellent academic records for the three years they study in the high school for the gifted or won a first, second or third prize in a provincial competition for gifted students or higher and satisfies other requirements stated in the school’s admission scheme.
3. All schools must formulate and publish the admission scheme for each mode of study on their websites at least 15 days prior to the date applications for non-exam admission are open; be held accountable to the Ministry of Education and Training (MOET), competent authorities and relevant parties for the contents of such schemes according to regulations and upon request; take responsibility before the law for admission requirements, quality assurance conditions, and adequacy and accuracy of contents of such schemes; and submit such schemes to MOET after they are published on the websites.
a) First round of admissions to full-time programs shall be carried out following the admission schedule provided by MOET;
b) For admissions for other modes of study, schools may revise their admission schemes at least 45 days prior to the date on which applications are open.
4. Schools shall carry out the admission process according to the published admission schemes and in accordance with existing regulations.

Minister of Education and Training shall promulgate guiding documents on the admission process for schools, manage and direct the admission process in a consistent manner; establish a steering committee for admission and an advisory council on determination of the admission requirements for the healthcare studies that grant practitioner certificates and pedagogical studies to advise the Minister of Education and Training on the admission process and admission requirements of the abovementioned studies; in case of acts of god, epidemics, etc. and other force majeure events, decision on the admission process may be exempt from certain Articles and Clauses of this Regulation but shall not violate the law.
Article 4. Admission principle, admission methods and admission requirements
1. Principle: a school may begin admitting students when it meets all requirements for training provision as per existing regulations.
2. Admission methods include admission examination, non-exam admission or combination of examination and non-exam admission.
3. Admission requirements
a) Based on the admission method, schools shall determine and specify the admission requirements in their admission schemes, excluding the healthcare studies that grant practitioner certificates, undergraduate programs in pedagogy and early childhood education college degree programs (hereinafter collectively referred to as “pedagogical studies”) whose admission requirements are provided by MOET;
b) The admission requirements decided by schools must ensure quality of admissions. Directors of parent universities and academies and principals of universities and colleges providing early childhood education programs (hereinafter collectively referred to as “school principals”) shall be held accountable to MOET, competent authorities and relevant parties for the procedure and bases for admission requirement determination.

Article 5. Admission application requirements
1. The applicant is a person who has completed Vietnam’s national educational program (formal or continuing education system) or a secondary school program (those without a high school graduation diploma must complete the high school course load and sit the exam for a certificate of such completion according to regulations of the Education Law and guidelines thereof) or a foreign high school program (licensed with the home country and equivalent to Vietnam’s national educational program) in the home country or in Vietnam (hereinafter collectively referred to as “high school graduate”).
2. The applicant is healthy enough to learn as prescribed by existing regulations. For persons whose disability/limited independence regarding their daily life and learning is/are recognized by competent authorities, school principals shall consider and decide their admission to suitable academic disciplines.
3. The applicant is of suitable age if they apply for a school or an academic discipline with age requirement for admission.
4. The applicant meets all preliminary admission requirements if they apply for non-exam admission or for schools with preliminary admission.
5. The permanent address of the applicant is located in the appropriate catchment area if they apply for non-exam admission or for schools with catchment areas.
6. Active duty conscripted members, commissioned officers, non-commissioned officers and servicemen of public security forces may apply for schools designated by the Ministry of National Defense or Ministry of Public Security after receiving permission from competent authorities; an active duty conscripted servicemen whose enlistment period is close to expiration per regulations, if permitted by the head of their regiment, may apply for a school of their choosing, must enroll in such school if they are admitted and may not defer admission.

b) Based on guidelines for direct admission and admission priority of the Ministry of Education and Training, stipulate and announce direct admission requirements and admission priority requirements for the types of applicants mentioned in Clause 2 Article 2 and Clauses 2 and 3 Article 7 of this Regulation;
c) For schools that combine preliminary admission, aptitude tests, talent tests and other test formats with high school graduation examination results, they must specify such combination in the admission scheme and announce the preliminary admission timeline, components of preliminary admission applications; preliminary admission procedure and requirements; testing method, plan for non-exam admission and sample exam questions on their websites and via mass media; and follow the procedure for non-exam admission provided for in Clause 6 Article 10 of this Regulation.
2. Rights and duties of a school not using high school graduation examination results for non-exam admission:
a) Decide on admission examination, non-exam admission or combination of examination and non-exam admission;
The school principal shall take responsibilities for exam question design, exam invigilation and scoring (if the school conducts admission exams); non-exam admission and successful applicant announcement; and settlement of admission-related complaints and denunciations;
b) Specify whether it accepts admission exam results of other schools or reputable foreign educational testing organizations for non-exam admission;
c) May carry out a separate admission process for an academic discipline or a group of academic disciplines (hereinafter collectively referred to as “academic discipline”);
d) Satisfy the following requirements: announce its admission scheme in accordance with regulations, and prohibit its officials, public employees and lecturers from running cram schools; ensure fairness (rank-ordering consideration) and transparency in the admission process; avoid causing difficulties for applicants or public disapproval.
3. Any school taking more than one admission method for an academic discipline must determine and announce the quota for each method. If a school combines the admission methods provided for in Clause 1 and Clause 2 herein, it may enjoy the rights and shall fulfill the duties corresponding to each method.

a) For high school graduation exam scores, the score of the test/test subject or average of scores of the tests/test subjects based on which an application is considered must be equal to at least the average of scores of the test/test subject combination stated in the admission requirements stipulated by MOET;
b) For high school study results used to consider applications for undergraduate programs, regulations on the score of the test/test subject or average of scores of the tests/test subjects based on which an application is considered are as follows:
At least 8,0 for pedagogical studies and general medicine, traditional medicine, oral and maxillofacial medicine and pharmacy studies;
At least 6,5 for nursing, preventive medicine, midwifery studies, dental technology, laboratory medicine technique, medical imaging and physical therapy;
At least 6,5 for physical education and athletic training majors. If the applicant is a level 1 athlete, a sports champion or a winner of Phu Dong Sports Festival, national or international youth competition, or national or international championship, or earns an excellent score in the school’s talent test (at least 9,0 on a 10-point scale), the average high school study score used for application for non-exam admission is at least 5,0;
At least 6,5 for music teacher education and art teacher education studies. If the applicant earns an excellent score in the school’s talent test (at least 9,0 on a 10-point scale), the average high school study score used for application for non-exam admission is at least 5,0;
c) For high school study results used to consider applications for early childhood education college degree programs, the score of the test/test subject or average of scores of the tests/test subjects based on which an application is considered shall be at least 6,5.
5. For applications considered based on scores of preliminary admission/admission exams organized by the school in combination with the high school graduation exam scores and/or the high school study results, admission requirements must be determined according to regulations in Clause 2 Article 11 and admission exams must be organized according to regulations in Article 12 of this Regulation.
6. Schools may have multiple admission rounds in one year, which must be included in their admission schemes.

1. Individuals given admission priority
a) Group 1:
- Subgroup 01: Vietnamese citizens being ethnic minority members with permanent address located (during high school or secondary school) in Zone 1, which is provided for in Point c Clause 4 herein;
- Subgroup 02: Production workers working for more than 5 consecutive years, 2 of which are awarded with the title of provincial model soldier or higher and certificates of merit thereof;
- Subgroup 03:
+ War invalids, sick soldiers and persons granted the certificate of entitlement to war invalid benefits;
+ Active duty conscripted members, commissioned officers, non-commissioned officers and servicemen of public security forces sent to study and serving for more than 12 months in Zone 1;
+ Active duty conscripted members, commissioned officers, non-commissioned officers and servicemen of public security forces sent to study and serving for more than 18 months;
+ Conscripted members, commissioned officers, non-commissioned officers and servicemen of public security forces having been discharged and recognized to have completed active duty conscription service per regulations;

- Subgroup 04:
+ Children of revolutionary war martyrs;
+ Children of war invalids whose work capacity is reduced by at least 81%;
+ Children of sick soldiers whose work capacity is reduced by at least 81%;
+ Children of partisans exposed to toxic chemicals whose work capacity is reduced by at least 81%;
+ Children of persons whose work capacity is reduced by at least 81% and granted the certificate of entitlement to war invalid benefits;

- Subgroup 05:
+ Rallied voluntary youth sent to study;
+ Active duty conscripted members, commissioned officers, non-commissioned officers and servicemen of public security forces sent to study and serving for less than 12 months in Zone 1 and less than 18 months in other Zones;
+ Commanding officers and deputy commanding officers of commune-level military commands; hamlet leaders, commanders in chief of platoons of core militia and self-defense forces; and militia and self-defense forces having completed 12-month militia conscription service or longer and applying for grassroots military studies. The period in which these persons are entitled to admission priority is 18 months starting from the date on which the discharge decision is issued to the date of examination or application for non-exam admission;
- Subgroup 06:
+ Vietnamese citizens being ethnic minority members with permanent address located outside Zone 01;
+ Children of war invalids, children of sick soldiers and children of persons entitled to benefits granted to war invalid whose work capacity is reduced by less than 81%;
+ Children of partisans exposed to toxic chemicals whose work capacity is reduced by less than 81%;
+ Children of revolutionary activists captured or exiled by the enemy during revolutions;

- Subgroup 07:
+ Persons with severe disabilities granted disability certificates by competent authorities according to regulations in Joint Circular No.37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT dated December 28, 2012 by Ministry of Labor - War Invalids and Social Affairs, Ministry of Health, Ministry of Finance and MOET on determination of disability levels by disability level assessment council;
+ Outstanding workers in all economic sectors awarded the skilled craftsman or artisan title by provincial or ministerial-level regulatory bodies or higher or the innovative labor certificate or badge of Vietnam General Confederation of Labor or Central Committee of Ho Chi Minh Communist Youth Union;
+ Teachers having taught for 3 full years and applying for pedagogical studies;
+ Nurses, pharmacists, orderlies, physicians, graduates of intermediate nursing programs, technicians and holders of intermediate professional education diplomas in pharmacy having worked for at least 3 years and applying for healthcare studies;
c) Minister of Education and Training shall consider and decide granting of priority entitlements to other persons eligible according to regulations of existing legislative documents;
d) A person entitled to more than one priority shall enjoy the highest priority.

Individuals eligible for direct admission include:
a) Labor Heroes, Heroes of the People's Armed Forces and national model soldiers having graduated from high school;
b) For persons accepted into schools but drafted into conscription service or rallied voluntary youth service in the same year, if they are discharged, not yet enrolled in any full-time course, and recommended by their general voluntary youth teams or regiments or a higher level, satisfy health requirements and possess all required documents, they may be admitted to the schools for which they have successfully applied. If 3 years or more have passed since the time of such acceptance, these persons may attend pre-university schools/courses to prepare for enrollment;
c) For participants in national team selection for international Olympic competitions and participants in national teams for international science - technology competitions, if they have graduated from high school, they may be directly admitted to academic disciplines corresponding to their participating subjects or topics of their entries. If they have not graduated from high school, their results may be preserved until the end of their high school graduation year;
d) High school graduates who are national team members and confirmed to have participated in official international competitions, namely world championships, world cups, Olympic Games, Asian Games (ASIAD), Asian championships, Asian cups, South East Asian championships, SEA Games and South East Asian cups, by the Ministry of Culture, Sports and Tourism may be directly admitted to sports universities or sports studies in schools according to the regulations of each school;
dd) High school graduates or graduates of secondary schools for students gifted in the arts who won an official prize in international singing, dancing, music or art competitions recognized by the Ministry of Culture, Sports and Tourism and apply for art schools may be directly admitted to programs equivalent to undergraduate programs according to each school’s regulations;
Priority offered to applicants who are winners of sports and art competitions shall be valid for no longer than 4 years before the date of admission exams or the date on which non-exam admission applications started to be processed;
e) First, second and third prize winners of national competition for gifted students; and first, second and third prize winners of national science - technology competitions having graduated from high school may be directly admitted to university programs corresponding to the subjects of the competitions in which they participated or topics of their entries to such competitions;
e) Consolation prize winners of national competition for gifted students; and consolation prize winners of national science - technology competitions having graduated from high school may be prioritized for admission to university programs corresponding to the subjects of the competitions in which they participated or topics of their entries to such competitions;

g) School principals shall consider admission of applicants with very severe disabilities confirmed by competent authorities in writing as per regulations based on the high school study result (school report book) and health conditions of each applicant and requirements of the academic discipline;
h) For foreign applicants who wish to study at Vietnamese universities and colleges, school principals shall consider admission of these applicants based on each applicant’s high school study result (transcript) and result of the Vietnamese language proficiency test per regulations in Article 6 of the Circular No. 30/2018/TT-BGDDT dated December 24, 2018 by the Minister of Education and Training on management of international students in Vietnam;
i) Applicants who have permanently resided in poor districts for at least 3 years and have completed 3 years of high school in schools located in poor districts (students of boarding ethnic minority general education schools granted priorities based on their permanent residence) by the date on which their applications for non-exam admission are submitted per regulations in the Government’s Resolution No. 30a/2008/NQ-CP dated December 27, 2008 on support program for fast and sustainable poverty reduction in 61 poor districts and the Prime Minister’s Decision No. 275/QD-TTg dated March 07, 2018 approving list of poor districts and no longer poor districts for the 2018-2020 period; applicants from ethnic minorities with very small populations per existing regulations of the Government and applicants from 20 poor border and island districts of the Mekong Delta;
These applicants must take a refresher course for 01 year before they officially enroll. School principals shall decide the contents of each course;
k) Holders of very good intermediate professional education diplomas in pedagogy or higher; and holders of good intermediate professional education diplomas in pedagogy with at least 02 years of experience in their trained professions or specializations who meet the requirements stated in Article 5 of this Regulation may be directly admitted to early childhood education college degree programs;
l) For first, second and third prize winners of WorldSkills ASEAN and international competitions, if they possess a high school diploma or intermediate professional education diploma, and have completed the high school course load and sat the exam for a certificate of such completion according to regulations of the Education Law and guidelines thereof, they may be directly admitted to a program corresponding to the skill for which they won their prize.
3. Applicants who do not claim their right to direct admission may be granted non-exam admission priority
Schools shall publicly announce quota, academic disciplines and training orientations applicable to applicants granted non-exam admission priority in their admission schemes;
a) School principals shall consider and decide to admit winners of national competition for gifted students and national science - technology competitions who have graduated from high school and possess the high school graduation examination results required by each school’s admission requirements according to regulations of this Regulation;

c) Applicants for art schools who have graduated high school or secondary school for students gifted in the arts, won an official prize in official national singing, dancing, music or art competitions and sat the high school graduation examination with no score lower than 1,0 may be prioritized for admission according to each school’s regulations;
Priority offered to applicants who are winners of sports and art competitions shall be valid for no longer than 4 years before the date of admission exams or the date on which non-exam admission applications started to be processed;
d) For first, second and third prize winners of ASEAN and international WorldSkills competitions, if they possess a high school diploma or intermediate professional education diploma, and have completed the high school course load and sat the exam for a certificate of such completion according to regulations of the Education Law and guidelines thereof, school principals shall consider and decide to grant them priority for non-exam admission to a program corresponding to the skill for which they won their prize in compliance with each school’s regulations.
4. Zone-based priority policy
a) An applicant is entitled to the priority given to the zone where they study continuously and receive a high school diploma. If they change to another high school or secondary school during 3 years of high school or secondary school, they are entitled to the priority given to the zone where they study longer. If they study in 3 schools located in zones with different priority levels or 2 different schools, they are entitled to the priority given to the zone where they receive the high school diploma. These regulations are applicable to all applicants, including those graduating before the admission year;
b) The following cases are entitled to zone-based priority based on permanent address:
- Students of boarding general education schools for ethnic minorities;
- Students of pre-university schools and courses;
- Students whose permanent address is located (during the time they are in high school or secondary school) in Zone III communes and communes having villages with extreme difficulties in ethnic minority areas and mountainous areas according to regulations from the Minister, Chairperson of the Committee for Ethnic Affairs and the Prime Minister; communes with extreme difficulties in coastal areas and on islands; communes with extreme difficulties, border communes, and safety zone communes receiving investments under Program 135; and other villages and communes with extreme difficulties prescribed by the Prime Minister for more than 18 months if their high schools or secondary schools are located in districts having at least one commune with extreme difficulties;

c) Admission zones are divided as follows: Zone 1 consists of:
Zone I, II and III communes in ethnic minority areas and mountainous areas the classification of which is applicable while the applicant is in high school or secondary school; communes with extreme difficulties in coastal areas and on islands; communes with extreme difficulties, border communes, and safety zone communes receiving investments under Program 135 prescribed by the Prime Minister;
- Zone 2 - rural areas consists of:
Localities outside of Zone 1, Zone 2 and Zone 3;
- Zone 2 consists of:
Towns; and suburban districts of central-affiliated cities (excluding communes in Zone 1);
- Zone 3 consists of:
Metropolitan districts of central-affiliated cities. Applicants from Zone 3 are not eligible for zone-based priority.

b) Pursuant to the regulation on bonus points in Point a herein, schools shall decide bonus points for non-exam admission applicable to other point scales in proportion to the ratio of bonus point/total score provided for in Point a herein.
Section 2. ADMISSION USING RESULTS OF HIGH SCHOOL GRADUATION EXAMINATION
Article 8. Principles of selection of test/test subject combinations for non-exam admission
1. Principles of announcement of test/test subject combinations for non-exam admission:
a) One combination shall include 3 test(s)/test subject(s), one of which must be Math or Literature. The test(s)/test subject(s) chosen for a combination must be appropriate to the requirements of each academic discipline; and no more than 4 test/test subject combinations shall be assigned to one academic discipline (combinations where the only difference is the foreign language are considered as one combination).
School principals shall be held accountable for the procedure and bases for test/test subject combination selection;
b) For schools with talent tests, each combination shall comprise 3 test(s)/test subject(s), which must include Math or Literature and the talent test.
2. Depending on the requirements of each academic discipline, schools may decide the result(s) of which main test(s)/test subject(s) is/are multiplied by factor.

2. Schools shall self-determine the admission requirements for other academic disciplines according to regulations in Clause 3 Article 4 of this Regulation.
Article 10. Organization of non-exam admission process
1. Non-exam admission principles:
a) Applicants meeting the requirements stated in Article 5 of this Regulation and requirements of their target schools may apply for non-exam admission;
b) Applicants for non-exam admission may apply for as many schools and academic disciplines as they wish and must organize their choices in descending order of priority (first choice being the most desirable choice). In the first round of non-exam admission, each school/academic discipline shall consider all applications fairly based on the high school graduation examination results and regardless of how the applicants prioritize their school/academic discipline choices, unless otherwise provided for by regulations in Clause c herein. For each applicant, if they apply for non-exam admission to multiple schools/academic disciplines, their applications shall be considered based on the order in which their school/academic discipline choices are prioritized; and shall be accepted into the highest prioritized choice possible. Applicants of schools affiliated to the Ministry of Public Security and Ministry of National Defense must abide by these regulations and other relevant regulations and guidelines of these ministries;
c) The score submitted for non-exam admission shall be the sum of the scores of all tests and test subjects of the test/test subject combination on a 10-point scale and the bonus point(s) granted in accordance with regulations in Article 7 of this Regulation, which shall be rounded to 2 decimal places; for applicants with equal scores at the end of the list, their applications shall be considered based on additional requirements announced by each school in advance and then by selecting the applicant who lists the school as the higher choice;
d) Accepted applicants must confirm their enrollment by the given deadline, otherwise they shall be considered to have declined the acceptance and the school may admit other applicants in the following admission rounds (if any);
dd) Schools may open multiple admission rounds throughout the year with the admission scheme of each round published on their websites at least 15 days before applications are open;
Before the last day of March, June, September and December and based on the schedule of the first admission round, schools shall update list of accepted students and list of enrolled students of all admission methods on their websites and the admission information portal of MOET to exclude these students from list of applicants of the following admission rounds.

MOET shall develop, maintain and operate the admission information portal to support applicants and schools in the admission process with provision of information on admission process direction; database of results of the high school graduation examination; system for enumeration of school/academic discipline choices and other information necessary for the admission process.
3. Responsibilities of local governments:
a) People’s Committees of provinces and central-affiliated cities and Departments of Education and Training shall:
Direct review and assignment of admission zones granted priority for high schools and equivalent in their provinces and cities according to existing regulations; direct units receiving non-exam admission applications and amendments to non-exam admission choices for undergraduate programs and early childhood education college degree programs (hereinafter referred to as “application collecting points”); prepare adequate facilities and equipment and assign capable officials who thoroughly grasp this Regulation to assist applicants; input information from admission exam applications and non-exam admission applications into the databases of the admission information portal of MOET; ensure compliance with procedures and time limits of the general admission plan;
b) Application collecting points shall:
Update on non-exam admission applications, correct mistakes (if any), retain applications and take responsibility for information updated in databases of the admission information portal of MOET.
4. Duties of schools:
a) Before non-exam admission application is open, announce information necessary for the application process on each school's website: school code, academic discipline code, quota of each academic discipline, test/test subject combinations for non-exam admission, regulations on difference in scores submitted for non-exam admission between test/test subject combinations, additional conditions for non-exam admission and other regulations that are consistent with the regulations in this Regulation; and provide adequate information on each school on the admission information portal of MOET as requested by the given deadline. Minimum scores for non-exam admission application may be decided after high school examination results are available in consistency with the admission requirements stated in this Regulation; and follow the procedure for non-exam admission provided for in Clause 6 herein;
b) Carry out the non-exam admission process independently or voluntarily cooperate with each other to carry out the non-exam admission process as school groups;

d) Report incidents arising, propose solutions thereto and submit list of enrolled students to MOET according to regulations in Point dd Clause 1 herein;
dd) Decide admission quotas in compliance with regulations of MOET.
5. Duties of applicants:
a) For the first round of non-exam admission, submit a non-exam admission application and an application for the high school graduation examination according to regulations of Departments of Education and Training and pay the charge for non-exam admission application. For the following rounds of non-exam admission, apply for non-exam admission and pay charges in accordance with each school’s regulations;
b) After high school graduation examination results are available, applicants may change their non-exam admission choices once within the given time limit online or at the exam application location;
c) Confirm their enrollment according to regulations in Point dd Clause 6 or Point e Clause 7 herein;
d) Take responsibility for the accuracy of information used for application for non-exam admission and application for the high school graduation examination. Schools have the rights to reject or expel applicants who fail to meet all admission requirements upon comparison between information used for application for non-exam admission together with exam application data and the original applications.
6. First round of non-exam admission
a) Upon non-exam admission application closing date, schools shall prepare their admission plans based on information from the admission information portal of MOET;

c) Schools/school groups shall input provisional list of accepted applicants into the admission information portal of MOET within the given time limit for the system to automatically eliminate the least desirable choices of applicants expected to pass multiple schools according to regulations in Point b Clause 1 herein;
d) Schools/school groups shall revise their admission scores as appropriate to their admission quotas within the given time limit; decide admission scores and officials list of accepted applicants; and announce admission results on their websites and via mass media;
For pedagogical studies and healthcare studies that grant practitioner certificates with admission requirements, if the number of accepted applicants is not sufficient for one class, the school must finalize the resolution with the applicants in compliance with the law and report to MOET for resolution, ensuring the applicants' interest;
dd) Applicants shall confirm their enrollment within the given time limit by sending the authentic copy of the exam results confirmation to the school to which they are accepted directly or by EMS; applicants who have confirmed their enrollment may not apply for non-exam admission to other schools;
e) Schools shall receive and retain the authentic copy of the exam results confirmation, consolidate and upload list of applicants who have confirmed their enrollment onto the admission information portal of MOET and decide to end the admission process or continue or conduct the following rounds of non-exam admission.
7. Following rounds of non-exam admission
a) There may be one or more than one following round of non-exam admission;
b) Depending on the admission quotas of the school and number of applicants confirming their enrollment after the first round of non-exam admission (including directly admitted applicants, students attending pre-university courses at the school and students of pre-university schools assigned to the school), the admission council shall consider and decide contents of the following round of non-exam admission;
c) Schools shall announce requirements of the following rounds of non-exam admission, non-exam admission application scores, which shall be higher than those of the first round, and non-exam admission schedule;

dd) At the end of each round of non-exam admission, schools shall announce admission scores and list of accepted applicants on their websites and via mass media;
e) Applicants shall confirm their enrollment within the given time limit online or in accordance with each school’s regulations;
g) Schools shall update list of applicants who have confirmed their enrollment on the admission information portal of MOET.
Section 3. ADMISSION WITHOUT RESULTS OF HIGH SCHOOL GRADUATION EXAMINATION
Article 11. Admission requirements
1. For schools employing test/test subject combinations for admission exams or non-exam admission based on high school subject combinations, such test/test subject combinations and high school subject combinations shall be decided according to regulations in Article 8 of this Regulation;
Results of high school subjects used for non-exam admission shall be the results written in school report books issued by high school principals or directors of continuing education institutions or vocational education - continuing education institutions or in school report books/transcripts concerning completion of the high school course load and certification of such completion per the Education Law and guidelines thereof issued to holders of intermediate professional education diplomas.
2. For all admission methods not considering high school graduation examination results, admission requirements for pedagogical studies and healthcare studies that grant practitioner certificates:

For physical education and athletic training majors, applicants must have good 12th grade results or higher or a high school graduation assessment score of at least 6,5; if the applicant is a level 1 athlete, a sports champion or a winner of Phu Dong Sports Festival, national or international youth competition, or national or international championship, or earns an excellent score in the school’s talent test (at least 9,0 on a 10-point scale) and meets all requirements provided for in Article 5 herein, they may be admitted to the school. For music teacher education and art teacher education studies, applicants must have good 12th grade results or higher or a high school graduation assessment score of at least 6,5; if the applicant earns an excellent score in the school’s talent test (at least 9,0 on a 10-point scale) and meets all requirements provided for in Article 5 herein, they may be admitted to the school;
- For non-exam admission to early childhood education college degree programs based on high school subject combinations, applicants must have good 12th grade results or higher or a high school graduation assessment score of at least 6,5;
- For admission exams for undergraduate programs, high school graduates must have good 12th grade results or a high school graduation assessment score of at least 6,5;
For physical education, athletic training, music teacher education and art teacher education, applicants must meet the requirements stated in Article 5 of this Regulation;
- For admission exams for early childhood education college degree programs, applicants must have strong-pass 12th grade results or higher or a high school graduation assessment score of at least 5,5;
b) For healthcare studies that grant practitioner certificates:
- Non-exam admission based on high school subject combinations:
For general medicine, traditional medicine, oral and maxillofacial medicine and pharmacy studies, the applicant must have very good 12th grade results or a high school graduation assessment score of at least 8,0.
For nursing, preventive medicine, midwifery studies, dental technology, laboratory medicine technique, medical imaging and physical therapy, the applicant must have good 12th grade results or a high school graduation assessment score of at least 6,5.

3. Any school accepting graduates of pedagogical secondary schools to its early childhood education college programs must specify its admission method in its admission scheme.
Article 12. Conduction of own admission tests
1. Quality assurance requirements for schools with their own admission tests, including academic tests, aptitude tests, other test formats or combination of some test formats:
a) Have an independent unit in charge of the admission test (hereinafter referred to as “in-charge unit").
b) Ensure that managerial officials and professional officials are qualified for conduction of the admission test, including leader of the in-charge unit, officials establishing the test structure, officials developing test questions and essay questions and/or standardized question bank, grading officials, officials assessing test questions, assisting officials and technicians.
c) Establish a test structure appropriate to admission to undergraduate/college programs and announce it at least 15 days before application is open. The test questions shall aim to evaluate whether an applicant possesses the core capacity required for undergraduate programs, must not go against the law or Vietnamese fine traditions and customs and culture and shall involve only upper secondary education knowledge.
d) Ensure the essay questions and/or standardized question bank of the school is sufficient for each admission test; produce solutions to ensure that different sets of test questions are equivalent and follow the procedures for protection of confidentiality of test questions, test answers and scoring rubrics before, during and after the admission test.

e) Ensure facilities and equipment for the admission test are adequate and suitable for the test’s size and format.
g) Provide a scheme for the admission test, which must include all necessary information and proof of fulfillment of quality assurance requirements applicable to the test. This scheme must be published on the school's website at least 15 days before application is open and reported to MOET.
The school principal shall be held accountable for contents of the admission test scheme and take responsibility before the law for the whole test.
2. Quality assurance requirements for schools conducting talent tests for admission purpose:
a) Have an independent unit in charge of the talent test.
b) Ensure quantity and capability of managerial officials, grading officials, officials writing test questions, officials assessing test questions, assisting officials and technicians involved in the talent test.
c) Ensure number of test questions/practical tests in the test question/practical test bank of the school is sufficient for each talent test. These test questions/practical tests shall aim to evaluate whether an applicant possesses the talent and capacity required for the academic discipline and must not go against the law or Vietnamese fine traditions and customs and culture.
d) Fulfill the requirements stated in Points dd and e Clause 1 of this Article;
e) The school principal be held accountable and take responsibility before the law for the whole talent test.

1. The non-exam admission process shall take place in accordance with the admission scheme. Schools have the right to:
a) Consider applications based on high school study results or aptitude test results or results of another school’s aptitude test or results of an assessment by a reputable international educational testing organization and by other methods;
b) Combine the abovementioned non-exam admission methods (including preliminary admission in combination with non-exam admission) and must announce the quota for each non-exam admission method publicly;
c) Accepted applicants must confirm their enrollment by submitting the authentic copy of the exam results confirmation according to regulations of this Regulation by the deadline given by the school, otherwise they shall be considered to have declined the acceptance and the school may admit other applicants; applicants who have confirmed their enrollment may not apply for non-exam admission to other schools.
2. Priority shall be given in compliance with regulations in Article 7 herein. For applications considered based on high school study results, bonus points shall be given to applicants who fulfill the admission requirements stated in Article 11 of this Regulation.
3. School principals shall decide admission examination and non-exam admission timelines based on mode of study and academic year plan of general education.
4. Successful applications shall be inspected according to regulations in Articles 20 and 21 of this Regulation.
ADMISSION TO PART-TIME PROGRAMS, PROGRAMS PROVIDED PER ORDER PLACEMENT AND BRIDGE PROGRAMS

Admission to part-time programs shall be carried out in accordance with regulations in Chapter II of this Regulation, in which schools shall provide for the admission examination process in a manner that fulfills quality assurance requirements and Article 10 and Point c Clause 1 Article 13 of this Regulation are not applicable to the non-exam admission process. Schools must stipulate admission to part-time programs in a manner that ensures quality, fairness and transparency, take responsibility before the law and be held accountable to MOET, competent authorities and relevant parties.
Article 15. Admission to programs provided per order placement
1. Grounds for admission to programs provided per order placement:
a) Admission to programs provided per orders placed by the State shall be carried out in compliance with the Government’s Decree No. 32/2019/ND-CP dated April 10, 2019 on assignment of, placement of orders for or bidding for provision of public products and services funded by state budget for recurrent expenditures;
b) For programs provided per orders placed by other entities, which make a commitment to employ the graduates, admission to these programs shall be carried out under an agreement between relevant parties and as prescribed by law;
c) Documents on assignment of, placement of orders for or bidding for provision of public products and services funded by state budget or agreements between parties and relevant information must be added to admission schemes as appendixes.
2. Admission requirements shall be decided in accordance with regulations herein. The admission score of a program provided per order placement shall not be lower than that of its academic discipline. If the provincial People's Committee of a province located in the Northwest, Central Highlands or the Mekong delta places an order for training of workers for regulatory bodies/organizations/enterprises in the province; the applicants have had their permanent address located in the province for at least 3 years; and the province makes a commitment to employ the graduates, the admission score may be 1 (one) point lower at the maximum on a 30-point scale. The Chairperson of the provincial People's Committee that places the order shall be held accountable for the order’s necessity and post-graduate employment.
3. Schools shall decide other matters of the admission process for programs provided per order placement in compliance with the regulations herein and be held accountable for such decision.
Article 16. Admission to bridge programs

a) Applicants: holders of an intermediate professional education diploma in pedagogical studies and a high school diploma; holders of an intermediate professional education diploma in pedagogical studies without a high school diploma must complete the high school course load and sit the exam for a certificate of such completion as per the Education Law and guidelines thereof; and holders of a college degree or higher in pedagogical studies;
b) Admission methods: admission examination, non-exam admission or combination between admission examination and non-exam admission. Regulations on admission examination:
- The school shall stipulate the tests/test subjects; promulgate its admission examination regulation, after receiving written opinions from its education and research council; announce the regulation on its website and submit the regulation to MOET for inspection purpose;
- The admission examination regulation shall include the examination procedure and regulations on exam preparation; application for the examination; test questions; exam invigilation, test grading, regrading and grading for appraisal purpose; reporting and archiving requirements; inspection; handling of abnormal incidents and handling of violations;
c) The school shall decide the admission requirements and be held accountable for such decision.
2. Admission to undergraduate bridge programs:
a) Applicants: holders of an intermediate professional education diploma and a high school diploma; holders of an intermediate professional education diploma without a high school diploma must complete the high school course load and sit the exam for a certificate of such completion as per the Education Law and guidelines thereof; and holders of a college degree or higher;
c) Admission to bridge programs between an intermediate professional education diploma or a college degree and a bachelor’s degree shall be carried out according to existing regulations from the Prime Minister with their admission requirements in compliance with regulations in Point d herein;
c) Holders of a bachelor's degree or higher shall be admitted to undergraduate programs using a method provided for in Point b Clause 1 herein. The school shall decide and incorporate other matters into the admission scheme, deal with such matters and be held accountable therefor;

d) Regulations on admission requirements:
- For pedagogical studies and general medicine, traditional medicine, oral and maxillofacial medicine and pharmacy studies, the applicant shall satisfy one of the following requirements: achieve very good 12th grade results or score an average total of at least 8,0 for high school core academic subjects or graduate high school with very good results or achieve good 12th grade results and have 3 years of experience in relevant fields or graduate secondary school or college or university with very good results; or graduate secondary school or college or university with good results and have 3 years of experience in relevant fields;
- For nursing, preventive medicine, midwifery studies, dental technology, laboratory medicine technique, medical imaging, physical therapy, music teacher education, art teacher education, physical education and athletic training, the applicant shall satisfy one of the following requirements: achieve good 12th grade results or score an average total of at least 6,5 for high school core academic subjects, or graduate high school with good results, or achieve strong-pass 12th grade results and have 5 years of experience in relevant fields or graduate secondary school or college or university with at least good results;
- For pedagogical studies, educational institutions shall stipulate the admission requirements for bridge programs for persons admitted to or completed a program in pedagogy prior to the date on which this Regulation is promulgated in order to achieve the standard qualifications provided for in Article 72 of the 2019 Education Law.
ORGANZATIONAL STRUCTURE, DUTIES AND POWERS OF SCHOOLS IN ADMISSION
Article 17. Organizational structure, duties and powers of admission councils
1. The school principal has the power to decide establishment of an admission council to direct tasks concerning admission and admission inspection, and stipulate the organizational structure, duties and powers of the council’s specialized teams according to regulations in Article 19 of this Regulation.

b) Deputy chairperson: school deputy principal;
c) Standing members: head or deputy head of Academic Affairs Office (or Educational Testing Office);
d) Members: some heads or deputy heads of offices, faculties and/or departments involved in the entrance examination and information technology staff;
Persons whose family members (children, spouse, and biological or in-law siblings and parents) are taking the entrance examination or applying for non-exam admission may not participate in the admission council or teams supporting the admission council of their school in that year.
3. Duties and rights of the admission council:
a) Launch the selected admission plans;
b) Settle inquiries and settle complaints and denunciations concerning admission;
c) Collect and use admission charges and charges for non-exam admission or authorize collection thereof;
d) Summarize admission tasks; decide rewards and penalties according to regulations;

4. Duties and powers of the chairperson of the admission council:
a) Direct and take responsibility for the admission process;

c) Establish a secretary team and specialized teams according to regulations in Clause 1 Article 19 of this Regulation to support the admission council in the admission process; heads of the specialized teams must be members of the admission council.
5. Deputy chairperson of the admission council shall perform the tasks assigned by the chairperson and work on behalf of the chairperson when authorized by the chairperson.
6. Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Thai Nguyen University, Hue University and Da Nang University shall establish steering committees for admission to direct the admission process of their members and affiliates.

2. Duties and powers of the secretary team of the admission council of a school that uses the high school examination results for preliminary admission and/or non-exam admission:
a) Publish all information required per Article 10 of this Regulation on the admission information portal of MOET ;
b) Propose admission scores to the admission council for decision;
c) Draw up lists of successful applicants;
d) Notify successful applicants of their acceptance;
dd) Inspect successful applications according to regulations in Articles 20 and 21 of this Regulation;
e) Perform other tasks assigned by the chairperson of the admission council.
3. Duties and powers of the secretary team of the admission council of a school that does not use the high school examination results for preliminary admission and/or non-exam admission:
a) Publish information concerning requirements and applications for admission exams or admission without exam, and when and where to apply on the school’s website and mass media;

c) Perform other tasks assigned by the chairperson of the admission council.
1. Specialized teams of a school that conducts admission exams or combines admission exams with non-exam admission consist of the exam question team, exam invigilation team, exam paper preparation team, exam scoring team and score review team. The exam question team shall have a school leader as its head and leaders of units in charge of exam organization as its standing members.
2. Organizational structure, duties and powers of specialized teams for a school that conducts admission exams or combines admission exams with non-exam admission and the secretary team shall be stipulated in the regulation of admission examination promulgated by the school principal.
Article 20. Notification of successful applicants of their acceptance
1. The admission council shall send an offer of admission to a successful applicant when the applicant has fulfilled all admission requirements according to regulations of this Regulation and the school's regulations, which shall specify the procedures to be carried out by the applicant upon enrollment.
2. A successful applicant shall submit legitimate copies of the following documents upon enrollment:
a) School report book;
b) Temporary high school graduation certificate for applicants accepted in the graduation year or high school graduation certificate for applicants being graduates of previous years. If the applicant submits a temporary high school graduation certificate, they shall submit the authentic high school graduation certificate at the beginning of the academic year for comparison and inspection;

d) Proof of entitlement to any priority stated in guiding documents of MOET;
dd) Other documents per the school’s regulations.
3. For accepted applicants that enroll later than 15 days after the date of enrollment written on the offer of admission:
a) If the applicant cannot provide a reasonable explanation, they shall be considered to have dropped out;
b) If the applicant is late due to sickness or an accident confirmed by a district-level hospital or higher in writing or an act of god confirmed by the district-level People’s Committee or higher, the school shall consider and decide whether to admit the applicant or defer the admission.
Article 21. Successful application inspection
1. Upon the successful applicant’s enrollment, the school shall inspect the applicant’s submitted applications according to regulations in Clause 2 Article 20 of this Regulation.
2. The school shall inspect its current students’ applications and examination results as regulated.
Article 22. Use of information technology in admission process

2. Schools shall prepare all necessary infrastructure and equipment and assign qualified IT officials to perform the following tasks:
a) Create official emails for the admission process;
b) Use and process information; update data in accordance with the required structure and procedure and before given deadlines on the admission information portal of MOET;
c) Send offers of admission to successful applicants, which must include details on the applicant’s exam result if there is an admission examination;
d) Adhere by regulations in Article 10 of this Regulation and other regulations on admission.
3. Persons in charge of inputting data into the admission information portal of MOET shall inspect and compare inputted data with relevant information in applications and information in the high school examination database; sign confirmations and take responsibility for this inspection task.

2. Ministries, central authorities; and People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “provincial People’s Committees”) shall inspect the admission process of schools under their management intra vires.
3. Chief Inspector of MOET has the power to decide inspection and establish inspectorates of the admission process; if necessary, Minister of Education and Training may decide inspection and establish inspectorates of the admission process per regulations.
4. Chief Inspectors of Departments of Education and Training have the power to decide inspection and establish inspectorates of the admission process; if necessary, head of a Department of Education and Training may decide inspection and establish an inspectorate of the admission process of an educational institution under the management of the provincial People’s Committee.
5. School principals shall organize inspection of the admission process of their respective schools according to regulations.
6. Inspection procedures are provided for by regulations of laws on inspection and guidelines of MOET.
7. Persons whose family members (children, spouse, and biological or in-law siblings and parents) are taking the admission examination or applying for non-exam admission may not participate in inspections of the admission process in that year.
Article 24. Handling of reports on violations against regulations of this Regulation

2. Verified evidences of violations against regulations of this Regulation shall provide the basis for handling of violators.
3. Regulations on provision of information on and evidences of violations against regulations of this Regulation:
a) All citizens, including applicants and persons involved in the admission process, upon detection of any violation against a regulation of this Regulation, shall provide information on such violation to the recipients mentioned in Clause 1 of this Article for timely handling according to regulations of laws on denunciations;
b) Providers of information on and evidences of violations against regulations of this Regulation shall take responsibility before the law for the accuracy of such information and evidences and shall not use such information and evidences to interfere with the admission process.
4. For recipients of information on and evidences of violations against regulations of this Regulation:
a) Receive the information and evidences as regulated; maintain the original state of the evidences; and verify the information and evidences;
b) Promptly take measures against the misconduct and/or violation against this Regulation notified via the provided information;
c) Handle intra vires or report to competent authorities and persons for handling and announce the handling result;
d) Keep the information and identity of information providers confidential.

Schools must report the following matters to MOET:
1. Admission results of the year before February 28, 2021.
2. Information on each school’s admission process as regulated or at the request of MOET.
Article 26. Archiving requirements
1. Test/test subject papers of schools conducting admission exams or combining admission exams with non-exam admission shall be archived by these schools within the time limit stipulated by the Regulation of high school graduation examination.
2. Schools must preserve and archive other admission-related documents throughout the course of the training program in compliance with regulations of the Law on Archives and regulations on time limit for professional document preservation of the education sector.

Article 28. Settlement of admission-related complaints and denunciations
1. During the admission process, admission councils shall receive and settle admission-related complaints and denunciations.
2. After the admission process ends, school principals shall receive and settle admission-related complaints and denunciations.
3. Individuals may make a denunciation when there are grounds for presuming that an administrative decision or action is unlawful or violates their legitimate right or interest.
4. Procedures and deadline for making admission-related denunciations and complaints are provided for by regulations of laws on settlement of complaints and denunciations and relevant regulations of laws.
1. Officials and applicants who commit violations during admission exams shall be handled in accordance with regulations in the current Regulation of high school graduation examination of MOET.

3. School principal, chairperson of the admission councils and relevant persons shall be handled according to regulations in Article 71 of the Law on Higher Education; Law on High-ranking Officials and Officials, Law on Public Employees, Labor Law, guiding documents, other relevant regulations of laws and organizational and operational regulations of the school when they commit any of the following violations:
a) Promulgate an admission-related decision or document ultra vires and against regulations of this Regulation;
b) Accept applications for an academic discipline not yet granted the decision to provide training in such academic discipline; accept an applicant to an academic discipline against the applicant’s wish;
d) Determine an admission quota against regulations and accept more applicants than the predetermined quota;
dd) Not promptly report or announce the admission scheme as regulated;
e) Organize the admission process against regulations in the announced admission scheme;
g) Carry out the admission process against the procedure provided for in the Regulation of admission and guidelines of MOET;
h) Deliberately violate other regulations of this Regulation.
4. For officials and public employees participating in the admission process, if they violate any regulation of regulations of admission, depending on the severity of the violation, they shall be handled by their respective supervisory authorities according to regulations in Article 71 of the Law on Higher Education; Law on Public Employees, Law on High-ranking Officials and Officials and documents providing for disciplinary actions against officials and public employees. For violators of regulations of admissions being tenured staff, teachers, lecturers and officials of private schools but not officials or public employees, the principals of these schools shall decide handling of these persons according to regulations of the Labor Code and existing legislative documents.
