STIPULATING THE PROCEDURE FOR DISPATCHING OF NATIONAL POWER SYSTEM
Pursuant to Decree No. 95/2012 / ND-CP dated 12/11/ 2012 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Electricity Law dated 03/12/2004 and the Law amending and supplementing some articles of the Electricity Law dated 20/11/2012;
Pursuant to Decree No. 137/2013/ND-CP dated 21/10/2013 of the Government detailing the implementation of some articles of the Electricity Law and the Law amending and supplementing some articles of the Electricity Law;
At the request of the Director of Electricity Regulatory Authority,
The Minister of Industry and Trade issues the Circular stipulating the procedure for dispatching of national power system.

Article 1. Scope of regulation
1. This Circular stipulates:
a) Dispatching hierarchy of the national power system;
b) Responsibility of organizations and individuals involved in the dispatching and operation of national power system;
c) Formulation and approval of operation mode of national power system;
d) Dispatching and operation of national power system in real time;
dd) Duties of divisions involved in the dispatching of national power system; operation of power plant, power station, power grid and control center;
e) Training of titles directly involved in the dispatching and operation of national power system.
2. In case of cross-border power trading, the dispatching and operation of connecting line is done under the signed dispatching agreement.

In this Circular, the following terms are construed as follows:
1. AGC (Automatic Generation Control) is an equipment system automatically adjusting the increase and reduction of active power of generating unit to maintain the stable frequency of power system within permissible scope under the principles of economic operation of generating unit.
2. Power system security is capacity of power supply assurance of power source to meet the demand of power load at a time or a certain period of time taking in account the constraints in power system.
3. AVR (Automatic Voltage Regulator) is a system that automatically controls the terminal voltage of the generating unit through the impact on excitation system of generator to ensure the terminal voltage of generator within the permissible limit.
4. Daily report is a report on parameter and reality of operation of the previous day.
5. Breakdown report is a report on condition of electrical equipment and power system after breakdown including main contents: breakdown development, effect, cause analysis and recommendation of preventive measures.
6. Dispatching level with control authority is a dispatching level having the right to direct and dispatch the power system under the dispatching hierarchy.
7. Normal operation mode is an operation mode with operational parameters within permissible scope as stipulated in the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade.
8. Operation Certificate is a certificate issued by the Vietnam Electricity Group, the dispatching level with control authority or the superior dispatching level to the titles at dispatching levels, power station, power plants and control center directly involved in the dispatching and operation of national power system after training and examination.

10. DIM (Instruction Dispatch Management) is a dispatching instructions information management system between the dispatching levels with control authority and the power plant.
11. DMS (Distribution Management System) is a software system automatically supporting the management, monitoring and optimal control of distribution power network
12. Power system dispatching is activities of direction and control of power generation, transmission and distribution process in the national power system as per the defined procedures, technical regulations and operation modes.
13. Dispatcher is the person directly giving direction and dispatching the power system under his control authority, including:
a) National dispatcher;
b) Regional dispatcher;
c) Distribution dispatcher of provinces and centrally-run cities (referred to as provincial distributing dispatcher);
d) District distributing dispatcher;
14. Primary frequency adjustment is the immediate adjustment process done by a large number of generating units with turbine capacity adjusting part as the cha per the change of frequency.

16. National power system dispatching unit is a unit directing and controlling the process of generation, power transmission and distribution in the national power system, including the dispatching levels:
a) National dispatching Level;
b) Regional dispatching level.
17. Power generating unit is an electricity unit owning one or many power plants connected to the national power system and issued with the electricity operation Permit in the field of power generation.
18. Power distributing unit is an electricity unit issued with the electricity operation Permit in the field of power distribution and sale, including:
a) Power Corporation;
b) Power companies of provinces and cities under the management of the Power Corporation (hereaftere referred to as provincial Power Company).
19. Power retailing and distributing unit is an electricity unit issued with the electricity operation Permit in the field of power retailing and distribution, wholesale purchase of power from the power retailing and distributing unit to customers.
20. Power transmitting unit is an electricity unit issued with the electricity operation Permit in the field of power transmission and is responsible for managing the operation of national transmission power network.

31. SCADA system (Supervisory Control And Data Acquisition) is a data collection system for monitoring, control and operation of power system.
32. Dispatching instructions is an order directing and controlling the operation mode of power system in real time.
33. Power network is a system of power transmission lines, power station and auxiliary equipment for power transmission.
34. Distribution power network is a part of power network specified in the Regulation on distribution power system issued by the Ministry of Industry and Trade.

36. Transmission power network is a part of power network specified in the Regulation on transmission power system issued by the Ministry of Industry and Trade.
37. Large power plants are power plants with total installed capacity greater than 30 MW
38. Small power plants are power plants with total installed capacity of 30 MW or less.
39. Operator is a person directly involved in controlling the process of power production, transmission and distribution and working in shift, including:
a) Dispatcher at dispatching levels;
b) Chief operator, team leader, main staff and auxiliary staff, at power plant or control center of power plant cluster;
c) Team leader, main staff and auxiliary staff at power station or control center of group of power stations;
d) Switching staff at the distribution network.
40. Basic one line diagram is a power system diagram clearly showing state of normal closing and opening of closing/switching equipment, length and type of conductor of lines, main parameters of power stations and power plants connected to power system

42. RTU/Gateway is equipment placed at power station or power plant for data collection and transmission to the control center of SCADA system
43. Power station is a substation, switching substation or compensation substation.
44. Control center is a center equipped with the infrastructure of information technology and telecommunications in order to monitor and control remotely a group of power plants, power stations or closing/switching equipment on the power network.
45. Chief operator of power plant is a highest-level operator at power plant or control center of such power plant during his/her shift.
46. Team leader of power station is a highest-level operator at a power station or control center at such power station during his/her shift.
Article 4. General provisions on power system dispatching
1. The national power system dispatching unit has the overall responsibility for the direction of operation and dispatching of national power system to ensure the safety, reliability, stability, quality and economy
2. The national power system dispatching unit is responsible for planning the year, month and week-ahead operation of power system, mode of day-ahead operation of power system and hour-ahead mobilization scheduling as stipulated in the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade. When setting the mode of day-ahead operation of power system and hour-ahead mobilization scheduling, in addition to be based on the day and hour-ahead mobilization scheduling of the electricity market, the national power system dispatching unit must take into account the extraordinary changes of weather, development of power load and binding security assurance of power system and other priorities as prescribed by law. The mode of day and hour-ahead operation of power system and hour-ahead mobilization scheduling must be included in the mobilization scheduling of generating unit for supply of auxiliary services (if any) and information on generating units to be adjusted in comparison with the hour and day-ahead mobilization scheduling of the electricity market under the requirements for ensuring the system security and plan for regulation and reduction in power load (if any).
3. The national power system dispatching unit is responsible for dispatching the oepration of power system in real time. The operation managing units must comply with the dispatching instructions of dispatching level with control authority to operate the power plant and power network safely and reliably under their management authority.

5. In case of emergency, to ensure the security of power system, the dispatching levels have the right to operate the power system with a mode different from the announced mode of day-ahead operation of power system and hour-ahead mobilization scheduling. Such changes must be recorded in the daily operation report and announced under regulation.
DISPATCHING HIERARCHY AND RIGHTS OF DISPATCHING LEVELS
Article 5. Dispatching hierarchy of national power system
Dispatching of national power system is divided into 03 main levels:
1. National dispatching Level is the highest directing and dispatching level in the dispatching of national power system. This level is assumed by the national power system dispatching Center.
2. Regional dispatching level is the directing and dispatching level of regional power system and is under direct management of the national dispatching Level. The regional dispatching level is assumed by the North power system dispatching Center, the Central North power system dispatching Center and the South power system dispatching Center respectively.

b) The district distribution dispatching level is the directing and dispatching level of districts in provinces and centrally-run cities and is under direct management of dispatching of the provincial distribution dispatching level. Depending on the scale of distribution power network of provinces and centrally-run cities, organizational structure, level of automation and actual need, the Power Corporations shall formulate the plan of establishment of district distribution dispatching level and submit it to the Vietnam Electricity Group for approval.
Article 6. Principles of hierarchy of control and inspection authority
1. The hierarchy of control authority is under the basic principles:
a) An electrical equipment is controlled by only one dispatching level;
b) According to the voltage level of electrical equipment and transmission or distribution function of power network;
c) According to the installed capacity of power plant;
d) According to the management boundary of electrical equipment of the operation managing unit.
2. Hierarchy inspection authority under the following principles:
An electrical equipment is only inspected by the superior dispatching level in case the control authority of the inferior dispatching level or the operation managing unit is changed affecting the operation mode of the power system or electrical equipment under the control authority of superior dispatching level.

4. Every year, depending on actual reality and based on the regulations on hierarchy of inspection and control authority specified in this Circular, the Vietnam Electricity Group shall direct the dispatching levels to cooperate in making a list of equipment under their inspection and control authority and sending it to the relevant operation managing units.
5. The details of hierarchy of inspection and control authority must be issued with decision on approval of numbering diagram of primary electrical equipment at power station or power plant as stipulated in the Regulation on switching procedures in the national power system issued by the Ministry of Industry and Trade.
Section 2. CONTROL AUTHORITY, INSPECTION AUTHORITY AND INFORMATION GRASPING RIGHT
1. The control authority is the right to change the operation mode of the power system or electrical equipment under the control authority.
2. Any change of operation mode of power system or electrical equipment is only done by the dispatching instructions of the dispatching level with its control authority, except for case specified in Clause 2, Article 10 of this Circular.
Article 8. Inspection authority of superior dispatching level
1. The inspection authority of superior dispatching level is the right to allow the inferior dispatching level or the operation managing unit to exercise its control authority.
2. Any dispatching instructions changing the operation mode of the power system or electrical equipment subject to the case where the superior dispatching level has its inspection authority must be allowed by the superior dispatching level, except for case specified in Clause 1, Article 10 of this Circular.

Article 9. Information grasping right
The information grasping right is the right to receive or be provided in advance with information about the operation mode of electrical equipment beyond control and inspection authority but resulted in change and effect on the operation mode of the power system or electrical equipment under the control authority, except for case specified in Clause 1, Article 10 of this Circular.
1. In case of handling the case of breakdown or breakdown threatening case, the dispatching level with its control authority is permitted the dto give the dispatching instructions first. After exercising the dispatching instructions, the dispatching level with its control authority must immediately report to the dispatching level with its control authority and notify the unit with its information grasping right.
2. In emergency case without delay (fire or threatening risk of life of people and equipment safety) in power plant or power station, the chief operator of power plant or team leader of power station is allowed to switch the equipment as per the relevant procedures and must take responsibility for their manipulation to deal with breakdowns. After the handling, the chief operator or team leader must immediately report to the superior operator with control authority of equipment having breakdowns.

Article 12. Inspection authority of the national dispatching Level
1. Voltage of main node of 110 kV, 220 kV voltage of regional power system and the adjustment of voltage results in adjustment of source mobilization.
2. Generating unit of power plant under the control of regional dispatching level and the mobilization of generating unit changes the normal operation mode of the national power system.
3. Transmission power network of regional power system and the change of structure of power network results in the adjustment of mobilization of power sources of large power plant under the control of the national dispatching Level.
4. Auxiliary equipment of large power plant reduces the generating capacity of large power plant under the control of the national dispatching Level.
5. The auxiliary power source of 500 kV power station or auxiliary power source of large power plant under the control of the national dispatching Level.

1. The frequency of regional power system or a part of regional power system in case of independent operation from the remaining part of the national power system.
2. The voltage on 66 kV, 110 kV, 220 kV power network of regional power system. The reactive power of power plants connected to 110 kV, 220 kV power network of regional power system, except for the power plants under the control of national dispatching Level.
3. The 66 kV, 110 kV, 220 kV power network of regional power system (including equipment with 110 kV, 220 kV voltage and swiching equipments of remaining sides of 110 kV, 220 kV transformer).
4. The generating unit of small power plant is connected to the power network with 110 kV, 220 kV voltage of the regional power system.

3. The auxiliary power source of power station or auxiliary power source of power plant under the control of the regional dispatching level.
Article 16. Information grasping right of regional dispatching level
1. The generating unit of large power plant under the control of national dispatching Level and the mobilization of generating unit results in the change of normal operation mode of the regional power system.
2. The 500 kV power network and the change of structure of power network results in the change of normal operation mode of the regional power system.

Article 17. Control authority of provincial dispatching level
1. The frequency of distribution power system or a part of thereof in case of independent operation.
2. The voltage on medium voltage power network in provinces and centrally-run cities, except for case specified in Clause 2, Article 20 of this Circular.
3. The medium-voltage power network in provinces and centrally-run cities, except for case specified in Clause 1, Article 20 of this Circular.
4. The generating unit of small power plant connected to the medium-voltage power network in provinces and centrally-run cities, except for case specified in Clause 3, Article 20 of this Circular.
5. The load of distribution power system.
Article 18. Inspection authority of provincial dispatching level
1. The generating unit of small power plant may assign the control authority to district dispatching level as stipulated in Clause 3, Article 20 of this Circular.
2. The medium-voltage power network under the control authority of district dispatching level and the power network under the management of power retailing and distributing unit and the change of structure of power network results in the change of normal operation mode of the distribution power system under the control authority.

Article 19. Information grasping right of provincial distribution dispatching level
1. The generating unit of large power plant connected to distribution power network results in the change of normal operation mode of the distribution power system under the control authority.
2. The power station, power network and power plant are the properties of customer connected to the distribution power network not under the control authority of provincial distribution dispatching level.
3. The change of operation mode of regional power system results in the change of normal operation mode of distribution power system under the control authority of provincial distribution dispatching level.
Section 6. RIGHT OF DISTRICT DISTRIBUTION DISPATCHING LEVEL
Article 20. Control authority of district distribution dispatching level
1. The power network with voltage of 35 kV or less is under the control of district distribution dispatching level as assigned by the Power Corporation provincial power Company.
2. The voltage on power network with voltage of 35 kV or less is under the control of district level as assigned.

The change of operation mode of electrical equipment under the control of provincial distribution dispatching level affecting the power supply to customers or change of basic wiring of district power network under the control authority of district distribution dispatching level.

b) Calculation, inspection and issue of setting form of automatic and protective relay on 500kV transmission power network (including equipment with 500 kV voltage and swiching equipments of remaining sides of 500 kV transformer); calculation, inspection and approval for setting values related to the transmission power network for protective relays for block of generator – transformer of large power plants under its control authority right, the 500 kV lines and substations of customers connected to the 500 kV transmission power network; calculation of setting of protective relay for systems automatically preventing breakdowns on a large scale in the national power system;
c) Supply to regional dispatching level: short-circuit calculating parameters (short circuit power, short circuit currents) at 220 kV voltage nodes of 500 kV transformer corresponding to the maximum and minimum operation mode; limitation of setting of protective and automatic relays on transmission power network under the control authority of regional dispatching level;
d) Inspection of setting values of protective and automatic relays on 220 kV power network, 220 kV and 110 kV substations and connected lines of large power plants under the control authority of the regional dispatching level;
dd) Participation in evaluating the effect of connection of new power works to the power system under its control authority;

g) Calculation of load shedding under the frequency and voltage of the entire national power system.
4. Analysis and identification of cause of breakdowns on 500 kV power system and severe breakdowns in the national power system and recommendation of preventive measures; participation in analysis and identification of cause of major breakdowns in the regional power system and at power plant under its control authority right and recommendation of preventive measures;
5. Management of operation of SCADA/EMS system, dedicated computer system and information and telecommunications system equipped for the national dispatching Level.
6. Aggregation of actual operation of national power system and report as stipulated in the Regulation on transmission power system issued by the Ministry of Industry and Trade.
Article 27. Responsibility of regional dispatching level
1. Complies with the direction of the national dispatching Level during the course of dispatching and operation of regional power system.
2. Directs and controls the regional power system under its control authority right, including:
a) Control of voltage on regional power system under its control authority right;
b) Control of frequency of regional power system (or a part of regional power system) in case of separation of regional power system (or a part of regional power system) from the national power system;

c) Supply to provincial distribution dispatching level: shortcircuit calculating parameters at 110 kV voltage nodes corresponding to the maximum and minimum operation mode; limitation of setting of protective and automatic relays on distribution power network;
d) Inspection of setting values of protective and automatic relays of equipment on distribution power network under its inspection authority;
dd) Participation in evaluating the effect of connection of new power works to the power system under its control authority;

8. Makes the prescribed aggregation of daily, weekly, monthly, quartely and yearly operation of regional power system and report.
Article 28. Responsibility of provincial distribution dispatching level
1. Complies with the direction of regional dispatching level during the dispatching and operational process of the distribution power system under its control authority.

4. Carries out the calculation as per the operational requirement of distribution power system, including:
a) Calculation of operation modes corresponding to basic modes of each period or as per other special requirements;
b) Calculation and issue of setting form of protective and automatic relay on distribution power network under its control; calculation, inspection and approval for setting values related to the distribution power network for protective equipment of relay of the power retailing and distributing unit and customers using the distribution power network with separate power station;
c) Participation in calculation of power loss and recommendation of measures to reduce the power loss in the distribution power system under its control authority;
d) Provision of setting limitation data of protective and automatic relay under its control authority to district distribution dispatching level;
dd) Inspection of setting values of protective and automatic relay of equipment on distribution power network under its inspection authority.
5. Monitoring and inspection of setting and operation of automatic load shedding system under the frequency in the distribution power network under its control authority in accordance with requirement of the regional dispatching level.
6. Analysis and identification of cause of breakdowns in the distribution power network under its control authority and recommendation of preventive measures.
7. Management of operation of SCADA/DMS system, automation system, dedicated computer system and information and telecommunications system equipped for the provincial dispatching level.

Article 29. Responsibility of district distribution dispatching level
In case of establishment of district distribution dispatching level, the responsibility hereof will be determined in the establishment plan approved under Point b, Clause 3, Article 5 of this Circular.
Section 2. RESPONSIBILITY OF UNITS INVOLVED IN OPERATION OF NATIONAL POWER SYSTEM
Article 30. Responsibility of power generating units
1. Comply with operation mode and dispatching instructions of dispatching level with its control authority.
2. Ensure the reliable operation of speed control and excitation system; Set up automatic protection and control systems to meet the requirement as per industry standards and requirements of dispatching level with control authority to stably operate the power system.
3. Ensure the safe and reliable operation and the power plant and the reserve at the highest readiness for operation.
4. Ensure the DCS system and RTU/Gateway equipment and telecommunications and information system under their management authority work stably, reliably and continuously.
5. Notify the availability of power generation, capacity reserve, actual implementation of operation mode of power plant to the dispatching level with its control authority as prescribed or required.

7. Carry out the maintenance and repair of equipment under their management authority in accordance with approved regulation and plan.
8. Report breakdowns and extraordinary phenomenon of equipment and actual correction of breakdown to the dispatching level with its control authority in accordance with regulations.
9. Carry out the correction of breakdown in the power plant to promptly put the equipment back into operation in a shortest time; proactively analyze, identify and take preventive measures of breakdowns.
10. Provide technical materials, technical parameters, operation parameters and operation procedures of equipment of power plant for dispatching levels with their control authority as required.
11. Organize the breakdown-troubleshooting exercises and fire prevention and fighting exercises for the operators and black start exercises (for power plant assigned duties of black start) and power failure in the plant at least once a year.
Article 31. Responsibility of power transmission units
1. Comply with operation mode and dispatching instructions of the dispatching level with control authority during the operation of transmission power network.
2. Ensure the stable and reliable operation of the automatic and protective relay system under their management authority. Set up the setting values for the automatic and protective relay system under their management authority as per the setting form of the dispatching level with its control authority.
3. Ensure the DCS system and RTU/Gateway equipment and the telecommunication and information system under their management authority work stably, reliably and continuously for safe operation and dispatching of national power system.

Provide technical materials, technical parameters, operation parameters and operation procedures of lines and equipment in the power station under its control for dispatching levels to calculate the operation mode and set up the automatic and protective relay on the entire national power system as required.

7. Implement the management to ensure the safe and reliable operation of transmission power network.

1. Comply with operation mode and dispatching instructionss of the dispatching level with its control authority during the operation of distribution power network.
2. Ensure the system of protective and automatic relay and automatic load shedding operates stably and reliably under their management authority. Set up the setting values for the system of protective relay and automatic load shedding under their management authority as per the setting form of dispatching level with its control authority.
3. Ensure the DCS system and RTU/Gateway and system of telecommunications and information under their management authority work stably, reliably and continuously for safe operation and dispatching of national power system.

Article 35. Responsibility of gas suppliers for power generation
1. Give priority of gas supply to power generation.
2. Coordinate with dispatching units of national power system to develop the procedures for forecasting, fixation and gas delivery to gas-using power plants and ensure the compliance with principles of gas use as prescribed by the competent authorities.
3. Coordinate with the dispatching units of national power system to plan the gas supply for year, month, week and day.
4. Announce the plan of maintenance and repair of gas supply system for power generation for planning and operation of national power system for year, month, week and day.
5. Ensure the gas supplying system operates safely and reliably and consistently with the technical conditions of the gas supplying system and operation dispatching of national power system in real time.
6. Immediately notify the national dispatching Levels, the Electricity Regulatory Authority and the relevant power generating Units of breakdown of outage or reduction in gas supply for power generation and make report on breakdown correction.

Article 37. Approval of operation mode of power system
1. The operation mode of power system includes:
a) Year, month, week, day and hour-ahead mode;
b) Special modes including operation modes of power system for Holidays, Tet and days of occurrence of important political, cultural and social events.
2. The contents of month, week, day and hour-ahead operation mode of power system do not require sufficient contents as specified in Article 36 of this Circular if there is no change compared with the approved year-ahead mode.

- The year-ahead operation mode of national power system is the ground for direction and monitoring for power supply assurance, including the following main contents: forecasting of power load demand, power source mobilization plan, operation plan of transmission power network and constraints of source, power network and fuel supply;
- Before 15th of October annually, the national dispatching Level must finish and submit the year-ahead operation mode of national power system to the Vietnam Electricity Group.
- Before the 1st of November annually, the Vietnam Electricity Group must approve the year-ahead operation mode of national power system and make a report to the Electricity Regulatory Authority;
- Before the 15th of November annually, the Electricity Regulatory Authority must submit the year-ahead operation mode of national power system to the Ministry of Industry and Trade for approval;
b) The monthly, week-ahead operation mode and special modes shall be developed by the national dispatching Level and submitted to the Vietnam Electricity Group for approval;
c) The day-ahead operation mode shall be developed by the national dispatching Level and approved on the basis of approved week-ahead operation mode of national power system
4. Operation mode of regional power system
a) The year-ahead operation mode of regional power system shall be developed by the regional dispatching Level and approved on the basis of the approved year-ahead operation mode of national power system;
b) The month and week-ahead operation mode of regional power system and the special modes shall be developed by the regional dispatching Level and approved on the basis of approved month and week-ahead operation mode of national power system and special modes;

5. The operation mode of distribution power system (including the distribution power system under the management authority of provincial distribution dispatching Level and district distribution dispatching Level.
a) The year-ahead operation mode of distribution power system shall be developed by the provincial distribution dispatching Level on the basis of the approved year-ahead operation mode of regional power system and submitted to the Electricity Corporation or provincial Electricity Company for approval;
b) The month and week-ahead operation mode of distribution power system and special modes shall be developed by the provincial distribution dispatching Level on the basis of the approved month and week-ahead operation mode and special modes of regional power system and submitted to the Electricity Corporation or provincial Electricity Company for approval;
c) The day-ahead operation mode of distribution power system shall be developed and approved by the provincial distribution dispatching Level on the basis of approved week-ahead operation mode of distribution power system;
Article 38. Content of mode registration
Based on the scope of management, control and inspection authority, the regional dispatching level, the provincial and district distribution dispatching level must develop and register the operation mode including the following contents:
1. Load focasting of power system under their control authority.
2. Estimated maintenance and repair plan of power network under the inspection authority of superior dispatching level.
3. Estimated operation plan of new power works under the inspection authority of superior dispatching level.

c) Before 16:00 PM of each day, the provincial dispatching level must notify the district distribution dispatching level of the day-ahead operation mode of distribution power system if there is any change compared with the week-ahead operation mode;
Section 2. DEVELOPMENT OF OPERATION MODE OF POWER SYSTEM
Article 41. Basic one line diagram of power system
1. Before the 1st of August of each year, the district distribution dispatching levels must develop and send the estimated year-ahead Basic one line diagram of distribution power network under their management authority to the provincial distribution dispatching level.
2. Before the 15th of August of each year, the provincial distribution dispatching levels must develop and send the estimated year-ahead Basic one line diagram of distribution power network under their management authority to the regional dispatching level.

4. Beofre the 20th of November of each year, the national dispatching Level must publicize on its official website the Basic one line diagram of the national power system approved by the Vietnam Electricity Group for application from 01st of January of the next year.
5. After receving the approved Basic one line diagram of the national power system before 01st of December of each year, the regional dispatching level must finish and publicize the Basic one line diagram of the regional power system approved by the Director of the regional dispatching Level for application from 01st of January of the next year.
6. After receving the approved Basic one line diagram of the regional power system before 15th of December of each year, the provincial distribution dispatching level must finish and announce the Basic one line diagram of the distribution power system to the district distribution dispatching Level after being approved by the management of power distributing unit for application from 01st of January of the next year.
7. During the course of operation, when the Basic one line diagram is deemed unsuitable, the dispatching levels shall develop a new Basic one line diagram of power system under their control authority and send it to the direct superior dispatching level for review and comment. The Vietnam Electricity Group must approve the new Basic one line diagram of the national power system in the month and week-ahead operation mode; the power distributing unit must approve the new Basic one line diagram of the distribution power system under the control authority of provincial distribution dispatching level in the month and week-ahead operation mode;
Article 42. Forcasting of power load demand
1. Implementing the forcasting of power load demand as stipulated in the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade and the Procedure for forcasting of power load demand of national power system issued by the Electricity Regulatory Authority.
2. The power distributing unit must direct the subordinate provincial distribution dispatching level to forecast the year, month, week and day-ahead power load demand at connection points between the distribution powe network and the regional transmission power network as stipulated in the Regulation on distribution power system and submit it to the regional dispatching Level with its control authority.
Article 43. Evaluation of power system security
1. The power system is under the control authority of any dispatching level, such dispatching level shall calculate and evaluate the power system security.

3. During the course of evaluation of power system security under tis control authority, the superior dispatching level must coordinate and fully provide necessary information for inferior dispatching level which is responsible for sending the result of evaluation of power system security under its control authority and the relevant recommendations to the superior dispatching level.
4. The power generating unit, the power transmitting unit, the power distributing unit and customers receiving power directly from the transmisison power network are responsible for providing the national dispatching Level with all relevant information for evaluation of power system security as stipulated in the Procedure for medium and short-term evaluation of power system security issued by the Electricity Regulatory Authority.
Article 44. Plan of power source and power network maintenance and repair
1. The dispatching levels and operation managing units must develop, register and approve the plan of power plant and power network maintenance and repair under their management and comply with Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade, the Procedure for planning of maintenance and repair of electrical equipment in the transmission power system issued by the Electricity Regulatory Authority.
2. The equipment operation managing unit must register to separate the equipment from operation or put in the reserve with the dispatching level with its control authority. The performing parties or other units, upon separating the equipment of the operation managing unit, must register with such operation managing unit. The dispatching level with its control authority must receive and deal with registration and delivery of equipment with the operation managing unit.
3. The repair time is calculated from the time when the dispatching level with its control authority delivers the equipment to the operation managing unit until such equipment is delivered back.
4. Before maintenance and repair or reserve under the approved plan, the operation managing unit must notify and be approved by the dispatcher on shift duty at the dispatching level with its control authority.
5. In case of failure to deal with power interruption registration for maintenance and repair of the operation managing unit registering the schedule, the dispatching level with its control authority must give notice specifying the reasons.
Article 45. Plan to put new works into operation

2. The order, procedures and conditions to energize the new works must comply with Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade.
3. Equipment numbering
a) The equipment, before put into operation, must be named and numbered as per the Regulation on switching procedures in the national power system issued by the Ministry of Industry and Trade;
b) The operation managing unit and relevant units must comply with the provisions related to the equipment numbering as per the Regulation on switching procedures in the national power system issued by the Ministry of Industry and Trade;
4. Establishment of SCADA system and communication: The works which are prepared to be put into operation must meet all conditions on connection of information system and SCADA system to the dispatching level with its control authority and comply with Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade and the Regulation on technical requirements and management of operation of SCADA/EMS and SCADA/DMS system issued by the Ministry of Industry and Trade.
5. Setup and calculation of setting of automatic and preventive relay system
a) The dispatching levels and operation managing units must set up, check and calculate the setting of automatic and preventive relay system as stipulated in this Circular, the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade and Regulation on technical requirements for the automatic and preventive relay system in power plant and power station issued by the Electricity Regulatory Authority.
b) The operation managing unit must finish and confirm the setup of setting values of protective relay as required by the dispatching level with its control authority before energyzing the new works;

6. Parameter updating before energizing new works
a) The dispatching level with its control authority must coordinate with the power transmitting unit or the power distributing unit to update the month-ahead operation mode of power system under its control authority taking into account the energizing plan of new power works.
b) The power generating unit and customers receiving power directly from the transmisison power network and customers using the distribution power network with separate power station must update and provide the dispatching level with its control authority with the adjusted contents compared with those in the connection agreement dossier as stipulated in the Regulation on transmission power system issued by the Ministry of Industry and Trade.
7. Mode of commissioning energizing and program of commissioning testing
a) The investor must register the mode of commissioning energizing and program of commissioning testing of new works with the dispatching level with its control authority and comply with the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade.
b) The dispatching level with its control authority shall develop the mode of commissioning energizing of new works based on the registration of the operation managing unit. In case the mode of commissioning energizing has change compared with the registration, the dispatching level with its control authority must notify the operation managing unit;
c) The dispatching level with its control authority has the right to require the permission for the operation managing unit to carry out other tests in addition to the registered program in accordance with the Regulation on distribution power system system issued by the Ministry of Industry and Trade.
d) The plan of energizing or commissioning testing, in case of approval, is only carried out upon the order of dispatcher on shift duty. The dispatcher on shift duty has the right not to permit the energizing or commissioning testing if it is not consistent with the registration previously approved or affects the safe and reliable operation of power system. Any change of energizing mode or commissioning testing must be re-registered and approved by the dispatching level before implementation.

2. The dispatching levels and operation managing units must prepare and approve the switching Form and comply with the Regulation on switching procedures in the national power system issued by the Ministry of Industry and Trade.
Article 47. Trial and testing plan during equipment operation
1. During the operation, the dispatching levels and operation managing units must carry out the trial and testing plan of electrical equipment under their management to ensure the safe and reliable operation of power system as stipulated in the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade and the Procedure for trial and trial monitoring issued by the Electricity Regulatory Authority.
2. The trial and testing plan during the operation of equipment approved by the dispatching level with its control authority is only done upon the order of the dispatcher on shift duty. The dispatcher on shift duty has the right not to permit the implementation of testing if it is not consistent with the registration approved by the dispatching level with its control authority or such testing has effect on the safe and reliable operation of power system. Any change of trial and testing plan must be approved by the dispatching level with control authority before implementation.
Article 48. Power source mobilization plan
1. The national dispatching Level must prepare the power source mobilization plan including the auxiliary services mobilization plan and gas supply demand for power generation and comply with the Regulation on competitive electricity market and the Regulation on transmission power system issued by the Ministry of Industry and Trade.
2. The regional dispatching level and provincial distribution dispatching level shall plan the power source mobilization under their control authority based on the Regulation on preparation order and application of Tariff of avoidable costs and issue the form of power sale contract to the small power plants issued by the Ministry of Industry and Trade taking into account the power network constraints under their management and evaluate the security of power system from the national dispatching Level.

- Fixed telephone channel: The fixed telephone number must be registered by the units under regulation and informed to each other and used for the purpose of dispatching and operation of power system. To ensure the safety, the operator must call back to check if unsure about the place of call;
- Mobile phone channel (wireless): is only used in case the fixed telephone channel, direct communication channel or radio communication channel are not active. The mobile phone number must be registered by the units, informed to each other and only used for the purpose of dispatching and operation of power system.
2. Requirements upon implementation of dispatching instructions by control signals
a) The SCADA/EMS, SCADA/DMS system transmitting the control signals must ensure the technical standards and management of operation as per the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade;
b) The time to store the dispatching instructions by control signals in at least 01 year.
3. Requirements upon implementation of dispatching instructions in writing
The dispatching instructions in writing may be done through the system of despatch information management (DIM) or fax as follows:

- All units must provide training of use of system of electronic transmission of dispatching instructions for their operators.
b) Fax machine system
- The Fax machine system must work stably and reliably;
- The Fax signals must be smooth between the unit giving the dispatching instructions and the unit receiving them.
4. The inferior operator must follow the dispatching instructions from the superior operator immediately and correctly. Where the implementation of dispatching order can cause damage to people and equipment, the inferior operator has the right not to follow such dispatching instruction but must report to the superior operator.
5. If there is no plausible reason for safety but inferior operator delays the implementation of dispatching instructionsfrom the superior operator, the inferior operator and the unit causing such delay must take all responsibility before law for the consequences.
6. The inferior operator has the right to give suggestions to the superior operator if the dispatching instructions are not rational. If such suggestions are not accepted by the superior operator, the dispatching instructions from the superior operator must be followed but the inferior operator shall not take responsibility for the consequences.
Article 52. National dispatching Level
1. Is the highest dispatching level of the national power system and gives the dispatching instructions to the regional dispatching levels, power plants under its control authority, 500 kV power stations and the operation managing units in the national power system.

1. The provincial distribution dispatching level is the place giving dispatching instructions to the district distribution dispatching level, power station and small power plant under its control authority and other operation managing units in the provincial distribution power system.
2. The person directly dispatches the distribution power system of provinces and centrally-run cities is the provincial distributing dispatcher. The direct inferior operators of the provincial distributing dispatcher include:
a) District distributing dispatchers;
b) Chief operator of power plant with equipment under his/her control authority;

Article 55. District distribution dispatching level

Article 56. Working relationship in dispatching and operation of power system
1. The superior operator has the right to request the direct management of inferior operators to replace such inferior operators when there is evidence that they are not qualified for operationor severely breach the procedure, regulation or rule of operation.
2. The management of inferior operator does not have the right to change the dispatching instructions without consent of the superior operator. In case of disagreement with the dispatching instructions of the superior, give suggestions to the management of dispatching level with their control authority. While awaiting the response, if the superior operator still requires the compliance with dispatching instruction without delay, the management of the inferior operator must not hinder their staff from following such dispatching instructions, except where such dispatching instructions threaten the life of people or equipment safety.
3. Relationship between the direct management of the operator with operator
a) The direc management of operator has the right to give instructions to their inferior operator but such instructions must not be in contradiction with those of superior operator and the current regulations, procedures.
b) When the instructions of direct management are contradiction with the dispatching instructions of the superior operator, the inferior operator has the right not to follow and notify the superior operator except in case of danger to life of people or equipment safety specified in Clause 2, Article 10 of this Circular.
c) When there are sufficient reasons to demonstrate that their operator is not qualified for operation, the direct management may suspend duties of such operator in that shift and assume the responsibility for handling of breakdown or appoint a substitute and notify the superior operator. The suspended operator only leaves his/her working position upon complete handover of reality to his/her substitute.
4. Strictly forbid all unauthorized persons to enter the control room, except for responsible superior management or direct management of unit.

b) Before 05:30 AM of each week, the district distribution dispatching level must send the report of previous day to the provincial distribution dispatching level that shall stipulate in detail the daily reporting form as well as the way to send the daily report as required by the dispatching work.
c) Before 06:30 AM of each week, the provincial distribution dispatching level must send the report of previous day to the regional distribution dispatching level that shall stipulate in detail the daily reporting form as well as the way to send the daily report as required by the dispatching work.
d) Before 07:30 AM of each week, the regional distribution dispatching level must send the report of previous day to the national distribution dispatching level that shall stipulate in detail the daily reporting form as well as the way to send the daily report as required by the dispatching work.

2. When there is any breakdown in the national power system, the dispatching levels and operation managing units must report such breakdowns as stipulated in the Regulation on procedures for breakdown troubleshooting in the national power system issued by the Ministry of Industry and Trade.

a) The operator must be present at least 15 minutes before shift handover and acceptance to know what had happened from the current shift and the last shift to fully understand operational status of power station, power plant and power system under his/her control authority

- Actual wiring diagram, note of changes compared with basic wiring and equipment condition;

2. Regulation on shift handover
a) Before shift handover, the operator on shift duty shall:
- Complete professional routine works including: writting down into shift handover and acceptance journal, calculating operational parameters and other documents as stipulated by each individual operational unit, and industrial hygiene;
- Briefly, accurately and completly notify a shift accepting operator of changes of equipment at power plant, power station, power system under his/her control and inspection authority, new instructions and directions related to the operational and dispatching activities in his/her shift.
- Notify a shift accepting operator of abnomal events happened in his/her shift and other objectives events which are jeopadizing the normal operation mode of equipment at the power plant, power station and power system under his/her control and inspection authority;
- Explain queries of a shift accepting operator about his/her unclear issues;
- Require the shift accepting operator to sign in the shift hand-over and acceptance journal.

b) Shift handover is not permitted in the following cases:
- There are breakdowns happening or complex switching activities are being done except for the cases specified in Clause 3 of this Article.
- The shift work has not been finished or the operational status in the shift has not been notified completely to the shift accepting operator;
- The shift accepting operator is not alert due to alcoholic drinking or use of prohibited stimulant substances. In this case, the operator shall report to his Management to assign another operator for replacement.
- The shift accepting operator has not come upon shift end. In this case, the operator on shift duty must report to his/her management to assign another operator for replacement.
3. Where breakdowns are happening or complex switching activities are being done, the shift handover and acceptance shall be done if ensuring one of the following conditions:
a) After the shift accepting operator has grasped all steps of breakdown troubleshooting or next switching activities and agrees to sign the shift acceptance;
b) After the shift accepting operator has reported to the management and gets the approval. When allowing the operator’s shift handover and acceptance, the unit management must take full responsible for their decision.
4. The shift handover and acceptance procedures are only completed after the shift accepting operator and shift handing over operator have signed in the shift handover and acceptance journal. From the instance of shift acceptance, a shift accepting operator has full authority and responsibility to implement his duties in the shift.

1. During shift duty, the operator must:
a) Specify name and title in any contact. The contents of contact must be fully recorded in the operation logbook in chronological order
b) Upon occurrence of breakdown or abnormal phenomenon in his/her shift, the operator must properly follow the Regulation on breakdown troubleshooting procedure in the national power system, Regulation on black start and restoration of national power system issued by the Ministry of Industry and Trade and report the necessary information to his/her superior operator and unit management.
c) In case of breakdown occurrence, right after the breakdown troubleshooting, the operator must promptly report to the dispatching level with its control authority as stipulated in the Regulation on breakdown troubleshooting procedures in the national power system issued by the Ministry of Industry and Trade.
2. During his/her shift, the operator must not breach the following provisions:
a) Drinking alcohol and using stimulant substances strictly prohibited by law;
b) Leaving his/her working position when the shift accepting operator has not yet come. In special cases with plausible reasons and impossible to continue the shift, the operator on shift duty must inform the unit management to assign another operator for replacement.
c) Being on shift duty continuously over the prescribed time;
d) Permitting unauthorized person to enter the control room, power plant, power station or control center without permission from the unit management;

Section 3. POWER PLANT AND POWER STATION WITHOUT OPERATOR
Article 60. Conditions to allow power plant or power station without operator
1. The operation managing unit shall prepare the plan to establish the control center of power station or power plant without operator and formulate the procedures for inspection, monitoring and control of operation to be submitted to the direct managing unit for approval after having the official written opinion from the dispatching level with its control authority, the dispatching level with its inspection authority and other relevant units. For control center of group of large power plants or transmisision power stations, the operation managing unit must make report to the Electricity Regulatory Authority.
2. The power plant or power station without operator on shift duty must follow the regulations on labor safety and hygiene, fire prevention and fighting safety and other requirements on security and prevention of illegal access.
3. The power plant or power station must be monitored, controlled and their signals of status, measurement and protection must be collected from a control center.
4. The system of monitoring, control and telecommunications and signal collection placed at the control center of the power plant or power station must meet the technical requirements specified in the Regulation on transmission power system and the Regulation on distribution power system issued by the Ministry of Industry and Trade.
5. Before putting the power plant or power station into operation, the operation managing unit must develop and issue the operation procedures of power plant or power station without operator on shift duty to provide instructions for operator at the control center in the switching activities and breakdown troubleshooting at such power plant or power station.
6. Before putting the power plant or power station into operation, the operation managing unit and the dispatching level with its control authority must develop and agree upon the procedures for coordinated operation of power plant or power station without operator on shift duty to provide instructions for operator in the switching activities and breakdown troubleshooting at such power plant or power station.
Article 61. Operation of power plant or power station without operator on shift duty

2. In each shift at the control center, the operation managing unit must assign at least 02 (two) operators on shift duty, including 01 (one) person assuming the title of Chief Operator or Team Leader. The operation managing unit shall detail the duty assigment to the operator on shift duty at the control center.
3. The operation managing unit shall send its staff to the power plant or power station without operator to check the equipment on the spot, especially at the times of transmission or high-capacity generation.
4. In case of breakdown occurrence at the power plant or power station without operator, the operation managing unit must notify immediately the dispatching level with control authority and send its operator and technician to the power plant or power station for breakdown troubleshooting in the shortest time.
1. The frequency meter must be equipped at the dispatching levels and power plants.
2. The frequency meter of dispatching levels and power plants must be checked and adjusted in accordance with regulation to ensure the permissible precision (error not exceeding 0,01 Hz).
Article 63. Requirements for speed control system of power generator
1. The speed control system of power generator of each generating unit must meet the requirements of adjustment of primary frequency specified in the Regulation on transmission power system issued by the Ministry of Industry and Trade.

a) Such impact is necessary for the safety of workers or avoidance of causing danger to equipment. In this case, the power plant must immediately notify the dispatching level with its control authority of such restriction.
b) The restriction has been agreed between the dispatching level with its control authority and the power plant;
c) The restriction is as per the dispatching instructions.
Article 64. Regulation on primary frequency controlling levels
The control of primary frequency is divided into 03 levels as follows:
1. Frequency control level I is the response of AGC system in order to maintain the rated frequency 50 Hz with permitted oscillation strip ± 0,2 Hz.
2. Frequency control level II is automatic or manual adjustment of generating units in order to switch the frequency beyond the 50 ± 0,5 Hz range back to the limit of about 50 ± 0,5 Hz.
3. Frequency control level III is the adjustment by intervention of dispatching instruction to switch the frequency of power system to stable operation as prescribed by current regulations and and ensure the economical allocation of generating capacity of generating units.

2. The dispatching level with its control authority regulates the participation in frequency control level I of one or many power plants. Based on the assigned duty of frequency control, the power plants of frequency control level I shall put the automatic adjuster of capacity or frequency into work in accordance with reality. When the reserve capacity for frequency control is almost over, the power plants responsible for frequency control level I must promptly notify the dispatching level with its control authority.
3. All power plants not responsible for frequency control level I must be involved in frequency control level II (except for prescribed exemption cases). When the system frequency is beyond the limit 50 ± 0,5 Hz during a period longer than 15 seconds, the power plants responsible for frequency control level II must be involved in the adjustment as per the capacity of generating unit to switch the system frequency back to the 50 ± 0,5 Hz range. When the system frequency is switched to the above limit, all power plants involved in frequency control level II must maintain the capacity and notify the dispatching level with control authority to confirm the actual generating capacity.
Article 66. Measures of frequency control
1. Adjustment of active generating capacity of power plants in the order as follows:
a) The generating units providing the frequency control services;
b) The generating units providing the rotary reserve services when the frequency control reserve level is lower than the presribed one;
c) The generating units base themselve on the mobilization order as per the price quotations or power selling price;
d) The backup generating units with fast startup based on the lowest cost.
2. Outage of power source reserve: When the system frequency is greater than 50,5 Hz without measures of adjusted reduction, the dispatching level with its control authority shall give its order to the power plants to stop their reserve of some generating units after taking into account the safety of power system, economy, technical conditions and re-mobilization capacity.

4. Voltage adjustment: The dispatching level with its control authority may adjust the voltage within the ± 5% range compared with the nominal voltage for change of frequency.
The limit of voltage is defined as follows:
1. The maximum voltage value allows the permanent operation of equipment as prescribed by the manufacturer
2. The minimum voltage value allowing the permanent operation must ensure the safety to the auxiliary system of the power plant and the static stable reserve of the power system or the relevant lines. This limit is based on the calculation result of operation modes of the power system in order to give specific regulation by instructions.
3. The voltage value ensures the power supply to customers.
Article 68. Principles of voltage adjustment
1. To ensure the voltage in the prescribed permissible limit without causing excessive voltage or danger to elements in the power system.
2. To ensure a minimum of operational cost and loss.

Article 69. Requirements for excitation of power generator with installed capacity over 30MW
1. The excitation system of each generating unit must meet the technical requirements as stipulated in the Regulation on transmission power system issued by the Ministry of Industry and Trade.
2. The power generating unit must not separate the AVR system from the operation or limit the operation of AVR system except for the following cases:
a) Such impact ensures the safety for people and equipment;
b) There is an agreement between the power generating unit and the dispatching level with its control authority.
The power generating unit must notify immediately the dispatching level with its control authority in cases specified under Point a and b, Clause 2 of this Article.
3. Where a generating unit operates without AVR system, the dispatching level with its control authority may apply some restrictions on operation of generating unit including necessary cases to stop the generating unit to ensure the safe and reliable operation of power system and adjust the voltage within the permissible limit. Before implementation, the dispatching level with its control authority must communicate and notify the power generating unit to decide the appropriate operation mode to reduce the effec on the safe operation of the generating unit.
4. In case of breakdown or abnormality
a) When reaching an agreement with the power generating unit, the dispatching level with its control authority may require the power generating unit to operate the generating units at the generation level or reactive capacity apart from the operating characteristics. In this case, the power generating unit shall not be fined if it does not follow the dispatching order of the dispatching level with its control authority.

Article 70. Regulation on voltage adjustment
1. The dispatching levels must inspect and monitor continuously the voltage on the power system under their control authority. The voltage at node points shall be adjusted by the dispatching level with its control authority based on the specific conditions of the power system at the current time of operation.
2. The dispatching level with its control authority must adjust the voltage of the power system with the controlling devices available to attain the necessary reactive capacity to maintain the voltage of power system within the permissible range and maintain the backup reactive capacity to respond to changes on the power system of variable load, change of source mobilization or structure of power network.
Article 71. Hierarchy of voltage calculation and balance of reactive capacity
1. The national dispatching Level must calculate and balance the reactive capacity, determine the voltage and adjust the voltage on 500 kV power system; calculate and determine voltage at some main nodes of 220 kV power network.
2. The regional dispatching level shall base itself on the voltage level on 500 kV power system and at some main nodes of 220 kV power network determined by the national dispatching Level to calculate and determine the voltage and adjust the voltage of regional power system under its control authority consistently with the prescribed limit.
3. The provincial dispatching level shall base itself on the voltage level at nodes determined by the regional dispatching level to calculate and determine the voltage and adjust the voltage of the distribution power system under its control authority consistently with the prescribed limit.
Article 72. Regulations on voltage diagram
1. The voltage diagram which the dispatching level with its control authority delivers to the power stations and power stations for implementation consistently with voltage calculation specified in Article 71 of this Circular.

3. The operation managing unit is allowed not to follow the voltage diagram as stipulated in Clause 1 and 2 of this Article in the following cases:
a) The breakdowns at power plant or power station: The chief operator of power plant and the team leader of power station must immediately report to the dispatching level with its control right to give dispatching instructions to control the voltage in accordance with the reality.
b) The breakdowns on power system: The dispatching level with its control authority gives a direct order to the chief operator of power plant and the team leader of power station to adjust the voltage to troubleshoot such breakdowns on the power system.
Article 73. Measures of voltage adjustment
1. Change of reactive capacity source under operation of shunt compensation equipment (capacitor, electric resistance), synchronous compensator, static compensator and generator in order from near to far from the point of voltage to be adjusted.
2. Adjustment of tap of transformer to suit the reality and regulation on operation of equipment. The tap of transformer must not be adjusted manually or automatically to increase the voltage to the low-votage or medium-voltage side when the voltage to the high-voltage side is below -5% over the nominal voltage.
3. Mobilization of additional backup power source for generation or receipt of reactive capacity when the voltage is beyond the permitted limit.
4. Change of structure power network or re-allocate the capacity trend in th power system (separating the low transmission line in case the voltage is over the permitted limit and does not cause overload of remaining lines).
5. Load shedding may be used so that the voltage cannot breach the prescribed limits of low voltage.

Article 74. Switching activities of power network control
1. The power network control is the purpose:
a) Equipment outage for maintenance, repair, operational testing, commissioning energizing of new work, commissioning testing, automatic and protective relay system testing of the operation managing unit;
b) Troubleshooting equipment breakdown due to suspected breakdown or potential breakdown and urgent repair;
c) Voltage control;
d) Change of capacity trend on the power system consistently with load capacity of the lines, electrical equipment and safety of power system.
2. In case of putting equipment into backup mode (not energized) during a time of more than 90 days, before put into operation, the unit managing the operation of equipment must carry out the testing, checking and confirmation of eligibility for operation of the electricity equipment.
3. The switching activities of electrical equipment must follow the Regulation on switching procedures in the national power system issued by the Ministry of Industry and Trade.

2. The order of automatic power switching may be also set up to prevent the overloading, excessive voltage deviation or frequency deviation in case of breakdown on the power system.
Article 76. Outage of lines and electrical equipment
The outage of lines and electrical equipment is done by order or permission of the dispatching level with its control authority at any time when such dispatching level deems necessary to ensure the safety and reliabiltiy of operation of power system, including the following cases:
1. Safety threatening to workers.
2. Reliability threatening of power system.
3. Potential risk of breakdown to power system or damage to any equipment of the operation managing unit.
4. Excessive overloading of elements of power system in case of breakdown.
5. Voltage on the power system beyond the prescribed range.
6. Frequency of power system beyond the prescribed range.

Section 7. POWER SOURCE CONTROL
Article 77. Diagram of generating capacity of power source
1. The diagram of generating capacity of power source is under the control authority of the national dispatching Level based on the schedule developed by the national dispatching Level with the compliance of Regulation on transmission power system and Regulation on operation of competitive electricity market issued by the Ministry of Industry and Trade, including:
a) The day and hour-ahead power source mobilization in case of electricity market operation;
b) The estimated diagram of generating capacity of power source by the daily mode in case of stop of electricity market.
2. The diagram of generating capacity of power source under the power authority of the regional dispatching level is defined by the daily mode which is prepared by the regional dispatching level based on the approved weekly mode of the national dispatching Level.
3. The diagram of generating capacity of power source under the control of the provincial distribution dispatching level is defined by the daily mode which is prepared by the provincial dispatching level based on the approved weekly mode of the regional dispatching level.
4. The diagram of generating capacity of power source under the control of the district distribution dispatching level is defined by the daily mode which is prepared by the district dispatching level based on the approved weekly mode of the provincial dispatching level.

2. Where the diagram of capacity generation cannot be implemented by the dispatching instructions, the chief operator of power plant must report immediately to the dispatching level with its control authority to take timely measures of correction to put the national power system back to normal operation status.
3. When the operation mode of the power system is different from the estimated operation mode due to breakdown of power source or power network, the dispatching level with its control authority has the right to change the diagram of capacity generation of power plant within permissible value range as per the technical conditions to respond to the actual operation reality.
4. The power plant shall not breach the diagram of capacity generation in the following cases:
a) Reduction in diagram of capacity generation of power plants due to unplanned equipment outage but must be approved by the dispatching level with its control right;
b) Reduction in diagram of capacity generation of power plants due to equipment failure from the prolonged operation cycle as required by the dispatching level with its control authority despite of periodical repair as planned.
c) Increase or reduction in diagram of capacity generation of power plants due to overloading of lines connecting the power plant to the national power system, due to required voltage or frequency control on the national power system.
5. The generating unit is in standby status but is not mobilized when necessary. This is deemed as breakdown or unavailability (excluding the reserve) from the time of reserve outage. For thermal power generating units, if the reserve outage is more than 30 day, the dispatching level with its control authority must give a prior notice to the power plant in case of need of mobilization, the time of prior notice is agreed between the power plant and the dispatching level with its control authority.
Article 79. Self control of active capacity generation
Except for the case of overloading or effect on power system security, the following power plants are allowed to control themselves the active capacity generation:

2. The power plants using renewable energy such as windy, solar, tidal, geothermal, biomass or biogas energy
Article 80. Notification of control of non-emergency usable capacity
1. The superior dispatching level must notify the control of usable capacity to the inferior dispatching level in case of outage or reduction in non-emergency power supply.
2. The provincial or district dispatching level must strictly follow the diagram of usable capacity allocation under the plan announced by the superior dispatching level.
Article 81. Dispatching instructions on control of emergency usable capacity
1. When the load of power system is forecast to potentially greater than the available of power source and the available of power source is lower compared with the one announced as stipulated in Article 80 of this Circular, the superior dispatching level must require the inferior dispatching level to control the usable capacity in case of emergency, specifically as follows:
a) The national dispatching Level shall notify the regional dispatching level of the available capacity of power source of the national power system before control of usable capacity of the regional power system;
b) The regional dispatching level shall notify the provincial dispatching level of available capacity of power source of the regional power system before control of usable capacity of the distribution power system;

2. The control of usable capacity upon the shortage of power source only ends when receiving the notice from the superior dispatching level.
Article 82. Breakdown load switching due to shortage of power source as per dispatching instruction
1. The breakdown load switching is done in compliance with the Regulation on distribution power system issued by the Ministry of Industry and Trade and Regulation on order and procedures for load shedding in the national power system issued by the Electricity Regulatory Authority.
2. When the forecasting of available capacity of power source is lower than the load demand and potentially lower than 49,5 Hz of the frequency, the superior dispatching level must order the inferior dispatching level to carry out the regulation or reduction in power load and give the priority to the power distributing units with their usable capacity not exceeding the one allocated as stipulated in the Regulation on preparation and implementation of power supply plan when the national power system is short of power source issued by the Ministry of Industry and Trade.
3. Where the power distributing units or power retailing and distributing units use excessive allocated capacity or power affecting the normal operation mode of the national power system, the regional dispatching level or the provincial distribution dispatching level has the right to apply the switching and shredding of outlet lines under its control authority back to the allocated rate. In this case, the power retailing and distributing units and the customers must take all responsibility.
4. Depending on the extent of power source shortage, the superior dispatching level shall order the inferior dispatching level to carry out the regulation, reduction and restoration of load. The provincial distribution dispatching level must strictly follow the dispatching instructions on regulation, reduction and restoration of load. The outage of load is only restored upon requirement from the superior dispatching level.
Article 83. Automatic load shedding under low frequency
1. The national dispatching Level must calculate and determine the frequency setting levels by the percentage of loads with automatic load switching system uder low frequency. The operation managing units must prepare work to ensure the automatic load switching under low frequency with a percentage of the total highest load which the national dispatching Level has calculated in case of shortage of power source.
2. The loads installed with automatic load switching system under low frequency shall be divided into separate phases. Before 01st of September of each year, the national dispatching Level must calculate and determine the number, position, magnitude and accompanied low frequency level based on the discussion with the operation managing units. The division of load switching phases must be done under the relevant regulations in order to have a rational and consistent load switching in the distribution power system.

Article 84. Load switching due to overloading or low voltage
1. Upon occurrence of overloading or low voltage, the dispatching level with its control authority has the right to carry out the load switching in order to minimize the consequence. The breakdown load switching due to overloading or low voltage must comply with the Regulation on distribution power system issued by the Ministry of Industry and Trade and Regulation on order and procedures for load shedding in the power system issued by the Electricity Regulatory Authority.
2. The scale of load switching upon overloading or low voltage is calculated and set up on the power system. To minimize the scale of load switching, the protective relay automatically switching in case of overloading or low voltage shall be installed on power network with voltage of 35 kV or less or 110 kV in case of extremely urgent case.
3. As required by the national dispatching Level or regional dispatching level or provincial distribution dispatching level, the power transmitting unit, the power distributing unit and the power retailing and distributing unit must coordinate in automatic load switching in case of overloading or low voltage at positions on transmission power network or distribution power network.
4. The power loads switched off due to overloading or low voltage shall be restored when the load rate and area voltage return to the permissible value after the approval from the dispatching level with its control authority.
Section 9. BREAKDOWN TROUBLESHOOTING, BLACK START AND RESTORATION OF POWER SYSTEM
Article 85. Breakdown troubleshooting of power system
1. The breakdown troubleshooting of power system must follow the Regulation on breakdown troubleshooting procedures in the national power system issued by the Ministry of Industry and Trade.
2. The operation managing unit must develop and issue the procedures for breakdown troubleshooting of electrical equipment at power station, power plant or control center in accordance with the provisions in this Circular and the Regulation on breakdown troubleshooting procedures in the national power system issued by the Ministry of Industry and Trade.

4. Every year, the operators of operation managing units involved in the process of breakdown troubleshooting of power system must be trained and examined in the breakdown-troubleshooting exercises at least 01 time.
Article 86. Black start and restoration of power system
1. During the process of black start and restoration of power system, the dispatching levels and the operation managing units must follow the Regulation on black start and restoration of national power system issued by the Ministry of Industry and Trade to ensure the restoration to the normal status of the national power system and supply power for load as quickly as possible, safely and reliably.
2. During the process of restoration of power system, the inferior operator must follow the dispatching instructions of the superior operator except for cases of causing unsafety to people or equipment.

In dispatching activities of national power system, the computers & communication Division at the national dispatching Level must perform the following main duties:
1. Develops SCADA system and manages its operation to ensure the stability and reliability of SCADA/EMS, DIM systems, dedicated computer system, computer network and communication system under the management of the national dispatching Level.
2. Archives and stores dispatching conversations and are ready to provide the dispatching division on duty with the recorded conversations as required.
3. Manages the operation of all equipment of the system (including RTU/Gateway, pairing equipment, computer system and other relevant equipment) under the management of the national dispatching Level.
4. Monitors and reports on the actual operation of communication system; coordinates with relevant divisions for timely troubleshooting of communication breakdown.

Article 97. Duties of short-term Operation Planning Division
In dispatching activities of regional power system, the short-term operation planning Division at the regional dispatching level must perform the following main duties:
1. Forecasts the short-term load of regional power system.
2. Sets up the short-term operation mode on the basis of approved long-term mode;
3. Deals with registration for testing and repair and put the generating units, lines and equipment under its control authority into operation.
4. Prepares the witching form as planned.
5. Sets up the operation mode of power system under its control authority during holidays, Tet and days with special requirements.
6. Together with the relevant divisions in the regional dispatching level in coordination with the distribution dispatching level prepare the power supply interruption schedule and limit the load capacity as required.
7. Analyses and evaluates the actual implementation of mode assigned to units in the regional power system.

9. Takes part in studying necessary measures to improve the reliability and economy in the operation of regional power system.

Article 98. Duties of long-term Operation Planning Division
In dispatching activities of regional power system, the long-term operation planning Division at the regional dispatching level must perform the following main duties:
1. Coordinates with the national dispatching Level to set up the basic operation mode of the regional power system corresponding to the seasons in the year.
2. Sets up database of power system for calculation of operation mode, short circuit, stability, electromagnetic transient and other purposes.
3. Calculates the operation mode of regional power system corresponding to each mode above or upon putting the new equipment or electrical works into operation.
4. Takes part in evaluating the effect of connection of new electrical works to the national power system under its control authority.
5. Developes and calculates the voltage diagram in the regional power system.

7. Calculates, monitors and evaluates the loss of transmission power of the regional power system; recommends rational operation measures and modes in order to reduce the loss of transmission power in the regional power system.
8. Coordinate with the short-term operation planning division in caculating and define the incomplete-phase operation mode and the locations/ points whose ring circuits are allowed to close in the regional power system.
9. Coordinates with the national dispatching Level to develop and update database of power system for applications of simulation, power network analysis, plan making and control of power generation, simulation of training support system for dispatcher of EMS system, operation and maintenance of EMS system;
10. Takes part in analysis of major breakdowns in the regional power system, analysis of operation of automatic and protective relay during breakdown and recommendation of preventive measures;
11. Other duties shall be defined by the regional dispatching level.
Article 99. Duties of automatic and protective relay setting and calculating Division
In dispatching activities of regional power system, the automatic and protective relay setting and calculating Division at the regional dispatching level must perform the following main duties:
1. Calculates the setting values of protective and automatic relays for 220 kV, 110 kV power network under the control authority of the regional dispatching level.
2. Checks and prepares the setting form for the load shedding equipment system under the frequency of regional power system as per the frequency levels which the national dispatching Level has supplied.

4. Checks the setting values of automatic and protective relay in the distribution power network.
5. Collects information and investigates breakdown in the regional power system, analyses the operation of automatic and protective relay during the breakdown, recommends measures to increase the selectivity, working certainty and reliability of protective relays and automatic equipment in the regional power system.
6. Aggregates and evaluates the actual operation of the automatic and protective relays for every month, quarter and year in the regional power system.
7. Other duties shall be defined by the regional dispatching level.
Article 100. Duties of Computers & Communication Division
In dispatching activities of regional power system, the computers & communication Division at the regional dispatching level must perform the following main duties:
1. Develops SCADA system and manages its operation to ensure the stability and reliability of SCADA/EMS, DIM systems, dedicated computer system, computer network and communication system under the management of the regional dispatching level.
2. Archives and stores dispatching conversations and are ready to provide the dispatching division on duty with the recorded conversations as required.
3. Manages the operation of all SCADA/EMS equipment (including RTU/Gateway, pairing equipment, computer system and other relevant equipment) under the management of the regional dispatching level.

5. Makes a plan of periodic maintenance and repair and overhaul of control equipment, dedicated computer network and reach a consensus with the dispatching division and submit it to the management of regional dispatching level for approval.
6. Coordinates with the telecommunications service provider for maintenance and repair of telecommunications channels under the plan approved by the management of regional dispatching level
7. Other duties shall be defined by the regional dispatching level.

Article 101. Divisions directly involved in dispatching activities of distribution power system
Depending the scale of power network of provinces and centrally-run cities, organizational structure, automation level and actual demand, the power generating unit specifies the divisions involved in dispatching activities at the provincial distribution dispatching level as follows:

Article 102. Regulations on provincial distribution dispatching division on duty
1. Depending the scale of distribution power network under its control authority, the level of control technology equipment, the power distributing unit shall stipulate a number of dispatchers on duty of operation at the provincial distribution dispatching Division on duty. In case there are 02 (two) persons or more, 01 (one) of them must be in charge of duty shift.
2. The power distributing unit must detail the duties, powers and responsibilities of each position in each duty shift of operation at the provincial distribution dispatching Division on duty in accordance with the provisions in this Circular.
Article 103. Responsibilities, powers and responsibilities of provincial distributing dispatchers
1. Main duties of provincial distributing dispatchers:
a) Follow the dispatching direction of the regional dispatchers during the dispatching direction of distribution power system under their control authority;
b) Direct the dispatching of distribution power system under their control authority to ensure the safe and reliable power supply, quality and economy;
c) Direct the implementation of approved mode; inspect and urge the units in the distribution power system under their control right to follow the approved mode and adjust the capacity allocation to units in accordance with the reality;

dd) Direct the voltage control on the distribution power system under their control right;
e) Direct the control of power source and power load under their control right;
g) Direct the Direct the troubleshooting of breakdown and abnormal phenomenon, rapidly restores the normal working condition of national power system and limit to a minimum of time of power supply outage.
h) Direct the control of frequency of distribution power system or a part of it under their control authority in case of independent operation.
i) Notify the dispatchers of district power network of any change in mode of source or power network mobilization under the control authority of provincial distribution dispatching level resulted in the change of normal operation mode of district power network;
k) Make complete and correct reports on problems related to the operation of distribution power system under their control authority to the management of provincial distribution dispatching level and the regional dispatching level as required;
l) Require the inferior operators to follow the technical procedures and regulations, operation orders and labor discipline;
m) Take part in analysis of breakdown in the distribution power system and recommend the preventivie measures;
n) Other duties shall be defined by the power distributing unit.

a) Permit the switching activities on the distribution power system under their control right, change the line connection diagram as per the approved registration and change the wiring diagram in accordance with reality;
b) Give dispatching instructions to the inferior operators and inspect the compliance with such instructions;
c) Carry out the unplanned repair of equipment within their duty shift and must take responsibility for the safety of power supply to households and the safety of the distribution power system under their control authority;
d) Change the load diagram of the units in the distribution power system under their control authority in accordance with reality of operation within their duty shift.
dd) Ask for instructions from the unit management or the regional dispatcher to deal with issues beyond their authority.
e) Request the management of provincial distribution dispatching level or regional dispatching level to change the operation mode mode in case of breakdown of distribution power system under their control authority or irrationality of the current operation mode;
3. The provincial distribution dispatching levels shall take legal responsibility when carrying out the following acts:
a) Give improper and untimely dispatching instructions in normal working conditions as well as in breakdown cases;
b) Cause subjective breakdown in their duty shift;

d) Direct the breakdown troubleshooting improperly resulted in expansion of breakdown range;
dd) Direct the operation of distribution power system improperly with prescribed regulation without plausible reasons;
e) Direct wrong switching activities resulted in potential breakdown occurrence.
g) Fail to fully follow the approved daily mode without plausible reasons or approval from the management of distribution dispatching level;
Article 104. Duties of short-term operation planning Division
In dispatching activities of distribution power system, the short-term operation planning Division at the provincial distribution dispatching level must perform the following main duties:
1. Sets up the short-term operation mode;
2. Sets up the power supply interruption schedule and load limitation schedule and load list with special priority, list of locations placed with the automatic load shedding equipment under the frequency and automatic load switching upon frequency tolerance.
3. Deals with registration for periodic repair, checking, maintenance, testing and put into operation the lines and equipment under its control authority.

Article 105. Duties of long-term operation planning Division
In dispatching activities of distribution power system, the short-term operation planning Division at the provincial distribution dispatching level must perform the following main duties:
1. Sets up the basic operation mode of the distribution power system under its control authority.
2. Takes part in planning the quarterly and yearly production of the power distributing unit, the quarterly and yearly overhaul and repair of relevant technical equipment of substation and lines under its control authority.
3. Sets up the wiring mode corresponding to the main equipment repair plan in the distribution power system under its control authority.
4. Calculates and defines the locations/ points whose ring circuits are allowed to close on the power network under its control authority and breakers allowing on-load or off-load switching of electrical equipment.

6. Studies necessary measures to improve the reliability and economy in dispatching of distribution power system under its control authority.
7. Investigates and analyses the breakdowns in the distribution power system and recommends the preventive measures.
8. Prepares everything necessary for putting new electrical equipment and works into operation.
9. Other duties shall be defined by the power distributing unit.
Article 106. Duties of automatic and protective relay division
In dispatching activities of distribution power system, the automatic and protective relay division at the provincial distribution dispatching level must perform the following main duties:
1. Calculates the setting of automatic and protective relay for the distribution power system under its control authority; provides the setting forms of automatic and protective relay for the units managing the operation of power system under its control authority.
2. Calculates the setting of automatic and protective relay for new equipment and works under its control authority of dispatching level of distribution power system to put them into operation.
3. Takes part in investigation of breakdown in the distribution power system under its control authority, analysis of operation of automatic and protective relay during the breakdown; identifies causes of breakdown and recommends the preventive measures.

Article 107. Duties of computers & communication division
In dispatching activities of distribution power system, the computers & communication division at the provincial distribution dispatching level must perform the following main duties:
1. Manages the operation of all equipment of communication system and SCADA/DMS system (including RTU/Gateway, pairing equipment, computer system and other relevant equipment).
2. Manages the computer network placed at the distribution power system under the control authority.
3. Comes to an agreement with the dispatching division upon telecommunications equipment for dispatching activities for communication assurance.
4. Develops and issues the procedure and document guiding the operation and use of telecommunications equipment and dedicated computers.
5. Coordinates with the communication managing unit to repair the dispatching telecommunications as per the approved registration.
6. Prepares the schedule for periodical maintenance and overhaul of communication equipment, dedicated network and comes to an agreement with the dispatching division before submitting it to the management of the power distributing unit for approval.

Section 4. DISTRICT DISTRIBUTION DISPATCHING LEVEL
Article 108. Regulation on operation shift of district distribution dispatching level
In case of forming the district distribution dispatching level, a number of dispatchers for operation in each shift, duties, powers and responsibilities of district distributing dispatchers is defined in detail in the establishment plan of the power distributing unit approved under the provisions of Point b, Clause 3, Article 5 of this Circular.
Section 5. OPERATORS AT POWER PLANTS, POWER STATIONS AND CONTROL CENTERS
Article 109. Divisions directly involved in operation
Depending on scale and organizational structure, automation level and actual demands, the operation managing unit shall define the divisions directly involved in the operation at power plants, power stations and control centers.
Article 110. Regulation on operation shift
1. Depending on the reliability of equipment of control technology of power plants, power stations and control centers, the operation managing unit shall define a number of operators to ensure the safe and reliable operation with 01 (one) person as a chief operator of power plant and 01 (one) person as team leader of power station.

3. The position of chief operator at power plant or team leader at power station is based on the shift schedule stipulated by the management of operation managing unit. The chief operator at power plant or team leader at power station is the highest-level dispatcher in each operation shift.
Article 111. Duties of chief operators of power plant or control center of power plant
1. Follow the dispatching instruction from the superior operator.
2. Exercise all duties, powers and responsibilities in work relationship with the superior operator as stipulated in this Circular and other regulations and procedures of each power plant.
3. Grasp the structure diagram of power network and operation mode of power plant, procedures for operation and troubleshooting of equipment breakdown at power plant and relevant internal procedures of power plants.
4. Upon the superior operator’s authorization or breakdown resulted in islanding for independent generation, the chief operator has the right to apply the measures of frequency control to ensure the stable operation of generating units and must notify immediately the superior operator after the generating unit has operated stably.
5. Coordinate with the dispatching level with its control authority and other relevant units to ensure the operation of power plant safely and reliably.
6. Provide data upon requirement of superior operator.
7. Other duties shall be defined by the operation managing unit.

Article 113. Titles directly involved in dispatching and operation of national power system
1. The titles directly involved in dispatching and operation of national power system include:
a) Dispatchers at all dispatching levels;
b) Power system planning and analysis engineers, SCADA/EMS and SCADA/DMS engineers at dispatching levels;
c) Chief operator of power plant and team leader of power station.
2. Dispatching levels and operation managing units must carry out the recruitment and provide human resource training for dispatching and operation of national power system.
3. The persons sent for training must meet all conditions as stipulated in the Procedure for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system issued by the Electricity Regulatory Authority and other conditions defined by the direct management unit in accordance with each position and work assigned after the training.
Article 114. Regulation on examination and issue of operation Certificate
1. The Vietnam Electricity Group must organize the examination and issue of operation Certificate to the titles directly involved in dispatching and operation at the national dispatching Level under the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation Certificate to the titles directly involved in dispatching and operation of national power system.

3. The regional dispatching level must organize the examination and issue of operation Certificate to the titles directly involved in dispatching and operation at the provincial distribution dispatching level, power plant, power station under its control authority under the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation Certificate to the titles directly involved in dispatching and operation of the national power system.
4. The provincial dispatching level must organize the examination and issue of operation Certificate to the titles directly involved in dispatching and operation at the district distribution dispatching level, power plant, power station under its control authority and the power station and power plant under the control authority of district distribution dispatching level under the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation Certificate to the titles directly involved in dispatching and operation of the national power system.
Article 115. Training of operator at dispatching levels
1. The national dispatching Level, the regional dispatching level and the power distributing unit are responsible for providing the training for the titles directly involved in dispatching and operation of power system under their management as per the contents specified by the Electricity Regulatory Authority in the Procedure for examination and issue of operation Certificate to the titles directly involved in dispatching and operation of national power system as well as the training time for each position and duties of the titles directly involved in dispatching activities in accordance with the scale and scope of management of such units.
2. For the national dispatching Level, after the time of being trained and issued with the operation Certificate by the Vietnam Electricity Group as stipulated in Clause 1, Article 114 of this Circular, the national dispatching Level must organize its internal examination before recognition of specific title for each trainee.
3. For the regional dispatching level, after the time of being trained and issued with the operation Certificate by the national dispatching Level as stipulated in Clause 2, Article 114 of this Circular, the regional dispatching level must organize its internal examination before recognition of specific title for each trainee.
4. For the provincial dispatching level, after the time of being trained and issued with the operation Certificate by the regional dispatching level as stipulated in Clause 3, Article 114 of this Circular, the power distributing unit must organize its internal examination before recognition of specific title for each trainee.
5. For the district dispatching level, after the time of being trained and issued with the operation Certificate by the provincial dispatching level as stipulated in Clause 4, Article 114 of this Circular, the power distributing unit must organize its internal examination before recognition of specific title for each trainee.
Article 116. Training of operators at power plants, power stations or control centers.

2. After being trained and issued with the operation Certificate by the dispatching level with its control authority as stipulated in Article 114 of this Circular, the operation managing unit must organize its internal examination before recognition of specific title for each trainee.
Article 117. General responsibilities
1. During the time of training organization, the superior dispatching level and the dispatching level with its control authority must take part in the training and inspect the training to the operators of inferior dispatching level and the operation managing unit.
2. After recognizing the titles for the trainees, the dispatching levels and the operation managing units shall announce the new titles of the operators directly involved in the dispatching and operation to the relevant units.
3. The dispatchers at dispatching level and operators at power plants, power stations or control center directly involved in the dispatching and operation of power system must be periodically trained and take part in breakdown-troubleshooting exercises, black start and restoration of national power system exercises at least once a year.
Section 2. TRAINING AT NATIONAL POWER SYSTEM
Article 118. Regulation on new training for national dispatchers
1. The person who is trained to become a national dispatcher must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation Certificate to the titles directly involved in the dispatching and operation of national power system and other conditions stipulated by the national dispatching Level.
2. The training time for national dispatcher is at least 18 months.

Article 119. Regulation on re-training for national dispatcher
1. The national dispatcher who assumes back the position of national dispatcher after being mobilized to another position for 1 year or more must be provided with the re-training as required.
2. The national dispatching Level shall specify the re-training time for the national dispatchers
Article 120. Regulation on training of power system planning and analysis engineer for national power system
1. The person who is trained to become the power system planning and analysis engineer of the national power system must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the national dispatching Level.
2. The training time for engineer of national power system is at least 18 months.
3. Before being recognized the title of power system planning and analysis engineer, the trainee must be tested or examined as prescribed in Clause 2, Article 115 of this Circular.
Article 121. Regulation on training for SCADA/EMS engineer of national power system
1. The person who is trained to become SCADA/EMS engineer of national power system must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the national dispatching Level.

2. The power distributing unit shall specify the re-training time for the provincial distributing dispatchers.
Article 128. Regulation on training for engineer of distribution power system
1. The person who is trained to become the power system planning and analysis engineer of distribution power system must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the power distributing unit.
2. The training time for power system planning and analysis engineer of the distribution power system is at least 12 months.

1. The person who is trained to become the SCADA/DMS engineer of distribution power system must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the power distributing unit.
2. The training time for SCADA/DMS engineer of distribution power system is at least 09 months.
3. Before being recognized the title of SCADA/DMS engineer of distribution power system, the trainee must be tested or examined as prescribed in Clause 4, Article 115 of this Circular.
Section 5. TRAINING AT DISTRICT DISTRIBUTION DISPATCHING LEVEL
Article 130. Regulation on new training of district distributing dispatcher
1. The person who is trained to become the district distributing dispatcher of distribution power system must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the power distributing unit.
2. The training time for district distributing dispatcher is at least 09 months.
3. Before being recognized the title of district distributing dispatcher, the trainee must be tested or examined as prescribed in Clause 5, Article 115 of this Circular.

2. The power distributing unit shall specify the re-training time for the district distributing dispatcher.
Section 6. TRAINING AT POWER PLANT, POWER STATION AND CONTROL CENTER
1. The person who is trained to become the Chief operator of power plant or control center of power plant must have work experience or has been trained at all positions of main staff or Team leader of power plant for at least 03 months for each title position and must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the operation managing unit.
2. For new power plant which is prepared to be put into operation, the person who is trained to become the Chief operator of power plant must take part in the running test and commissioning of all main equipment of power plant and be trained and issued with the operation Certificate as stipulated in Article 16 of this Circular and meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the operation managing unit.
3. The training time for Chief operator at large power plant or control center of power plant is at least 18 months and 12 months for small power plant.
4. Before being recognized the title of Chief operator of power plant or control center of power plant, the trainee must be tested or examined as prescribed in Article 116 of this Circular.
1. The person who is trained to become the Team leader of power station or control center of power station must have work experience at the position of operator for at least 03 months and has been trained and issued with the operation Certificate as stipulated in Article 116 of this Circular and must meet all conditions specified in the Procedure issued by the Electricity Regulatory Authority for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system and other conditions defined by the operation managing unit.

3. Before being recognized the title of Team leader of power station or control center of power station, the trainee must be tested or examined as prescribed in Article 116 of this Circular.
1. The Chief operator of power plant and Team leader of power station or control center who assumes back the position of Chief operator or Team leader after being mobilized to another position must learn the procedures and know about the actual operation of power plant, power station or control center.
2. The operation managing unit shall stipulate in detail the re-training time for Chief operator of power plant and Team leader of power station or control center.
Article 135. Implementation organization
1. The Electricity Regulatory Authority is responsible for:
a) Developing and issuing the Procedure for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system, including the following main contents:

- Contents of training for the titles directly involved in the dispatching and operation at the dispatching levels and operation managing units;
- Examination procedure;
- Form and system of operation Certificate and duration of operation Certificate;
- Management and use of operation Certificate.
b) Inspecting and monitoring the training and issue of operation Certificate from the Vietnam Electricity Group, the dispatching levels and the operation managing Units in accordance with the provisions in Chapter VII of this Circular and the Procedure for examination and issue of operation certificate to the titles directly involved in the dispatching and operation of the national power system
c) Disseminating, guiding and inspecting the implementation of this Circular.
2. The Vietnam Electricity Group is responsible for directing its attached units to follow this Circular.
1. This Circular takes effect from 24 December 2014 and the Decision No. 56/QD-BCN dated 26 November 2001 of the Minister of Industry stipulating the Procedure for dispatching of national power system shall be invalidated from the effective date of this Circular.
