RESOLUTION

THE GOVERNMENT'S REGULAR MEETING - NOVEMBER 2005

On December 5, 2005, the Government held its regular meeting for November 2005 to discuss and pass the following resolutions:

1. The Government heard the Minister of Education and Training reporting the Statement on the scheme of pre-school education development in the period of 2006-2015.

During the past years, being cared by the State and the society, pre-school education adopted new development positively contributing to the common development of national education system. All the targets of scale development to 2005 exceeded the norms defined in the Strategy of Education development in the period of 2001-2010. The quality of children education in pre-school units is getting better and better. However, in comparison with its position and development demand, the pre-school education still had some weakness and insufficiency. There is considerable difference among regions in the country in term of the scale and quality of education. A large proportion of children at the age of preschool not was educated and brought up scientifically.

Pre-school education is a composed part of the national education system and it plays a very important role in the human resources development career of the whole country, it should receive appropriate attention. The development of the pre-school education is the responsibility of the State and the people. In pursuance to Resolution 37/2004/QH 11 of the National Assembly and the Education Law 2005, the Government specifies that it is necessary to concentrate on developing pre-school education; make basic, stable and thorough changes in the direction of standardization, modernization and socialization; improve the quality of children caring, upbringing and teaching; expand the system of pre-school education establishments in residential areas, especially in rural and underdeveloped regions. In completion of this target, It is necessary to concentrate on establishing and improving the quality of the staff of teachers and education managers with the reasonable policies and regulations concerning about training, salary, social insurance, medical insurance as well as other material and mental interests. There is no distinguishing between state and out of state education, teacher in staff or not in staff. The Government should also renew the educational program, its content and teaching methods; invest in building pre-school's materials facilities that meets the development demand, especially in ethnic minority regions and those which have particularly poor socioeconomic conditions; carry on completing and improving pre-school education development policies, enhancing the social engagement in pre-school education in accordance with suitable steps; at the same time drastically implement the decentralized administration as well as intensify control, to ensure the effectiveness.

The Government assigned the Ministry of Education and Training to cooperate with the Government Office and related agencies to acquire the opinions in the session, complete the scheme of pre-school education development in the period of 2006-2015 and submit for the Prime Minister's approval.

2. The Government heard the Minister of Environment and Resources presenting the Report on the inspection result of the Law on Land.

To implement the Law on Land and put the managing and using of land in good order, it is necessary to keep on constructing, completing the policies and law on land, particularly the stuff on compensation, resettlement and creating the jobs of people who had land revoked; to concentrate on correcting the weakness, strengthening land using projects and plans management, speeding up the process of issuing the certificate of right of land using, being resolute in revoking the land of violators according to the Law on Land; to perform well the task of compensation, supporting and resettlement when the State revokes the land; strengthen the task of checking, inspecting the implementation of the Land Law, by which uncover the difficulties to solve timely, find out and strictly handle the violators; deal well with conflicts, complaints and accusations on land. In particular, it is also important to tackle all the remained complaints and letters and limit the potential stuffs.

Improving the effectiveness of land managing and using to support the national stable development is a very important, urgent and long-term task. There should be comprehensive participation of all agencies in the political system. The Government assigned the Ministry of Environment and Resources to cooperate with the Government Office and relevant agencies to acquire the opinions in the session and submit the Government for an Ordinance on solving all proposed problems after the Law on Land's entry in force.

3. The Government heard the Report on trade deficit restriction in the period of 2006-2010 presented by the Minister of Planning and Investment.

Our total export turn-over in the period of 2001-2005 increased by more than 17% per year. Overall, export just was a driving force for the development of the economy. But the trade deficit in this period was still wide, accounting for 17.9% of total export turn-over.

In the first stage of developing an industrialization-oriented economy, importing modern technology and raw materials as well as fuel plays a very important role with every country. Moreover, the demand of integrating into the world and regional economies in line with implementation of commitments on tariff reduction, removal of non tariff barriers also take greater effect on import. On the other hand, to our country, the growth of export not was stable in both commodity structure and markets. In that context, the recent rate of trade deficit is unavoidable and acceptable. This rate is getting lower and lower during the time (in the period of 1991-1995 with 32. 8% and 1996-2000 with 19% and 15.6% in 2005). To cut down on trade deficit, the most important and positive resolution is to enhance the export and to improve the competitiveness of domestic products.

When Vietnam adopts closer integration into the world economy, especially when being a member of the World Trade Organization (WTO), the State's role of direct management will be reduced but there is a great demand for a comprehensive and clear policies system. The role of enterprises should be improved in high positive spirit. The Government asked all the Ministries and localities, and enterprises to urgently perform that in order to strengthen export as well as reduce import reasonably, then step by step helping to strengthen the balance of trade. The related ministries and agencies need to take prompt action on checking, issuing or submitting the Government to put into effect comprehensive acts within its jurisdiction, complete the legal frame that is suitable to the context of regional and world-wide integration, create a clear legal lobby and an equal business environment for investors, encourage the improvement of businesses, investment and trade. It is necessary to draw a scheme of import that fits the production plans, in which we encourage the purchasing and using of equipment and raw materials that meet technological standards. Besides, the Government should take notice on matching Vietnamese standards with the international ones, and attach special attention to building technological barriers, import standards as well as tools of import management adaptable to WTO's standards, and flexibly using financial and monetary tools to reduce import.

4. The Government considered the Report on results of production, export and import, investment in November and socio-economic situation in the first 11 months of 2005 presented by the Minister of Planning and Investment; Report on trade situation in Nov. 2005 and the forecast of Dec. 2005 presented by the Minister of Trade. The Government agreed to pass all of those.

There was much improvement in socioeconomic development of November over the previous month, thus the positive development trend was kept. Industrial production value remained at the high growth rate. The domestic market developed stably. Tourism activities took place eventfully. Export turnover continued to be up, the trade deficit got narrower. Foreign investment exceeded the yearly plan; disbursement of development investment got better. State budget revenue surpassed the proposed target. Social activities kept on developing positively.

However, the economy still faced difficulties because of natural disasters and bird flu that developed complicatedly, that can put bad effect on the economic growth and cause a human flu epidemic. The Government asked its members, leaders of governmental agencies, chair-people of centrally-administered cities/provinces to attach special attention to the task of checking, guiding closely the establishments, prevent effectively bird flu and not allowing it to break into a human epidemic; to prepare urgently necessary conditions for implementing the Resolution of the Government on 2006 mission; to resolve the difficulties and to further the infrastructure building, production and export; to dominate effectively the speed of rising prices, stabilize manufacturing and life, make good preparations for the people to warmly welcome the traditional Tet holiday; to give better solutions to the cultural and social matters, poverty alleviation, social safety and order as well as reduce traffic accidents./.
