DECISION

APPROVING THE MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF HA TAY PROVINCE UP TO 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the People's Committee of Ha Tay province in Report No. 4783/TTr-UBND of November 18, 2005, and the opinions of the Planning and Investment Ministry in Official Letter No. 4408/BKH/TD&GSDT of June 15, 2006, on the approval of the master plan on socio-economic development of Ha Tay province up to 2020,

DECIDES:

Article 1.- To approve the master plan on socio-economic development of Ha Tay province up to 2020, with the following principal contents:

I. Development viewpoints

a/ The master plan on socio-economic development of Ha Tay province up to 2020 must conform with the national socio-economic development strategy; ensure the relationship between economic growth and proper settlement of social problems, hunger and poverty eradication, intensification of social evil prevention and fight, and assurance of social justice; harmoniously combine the production development with the market development and infrastructure development; and unceasingly improve the people's material and spiritual life.

c/ To place the development of Ha Tay province in the context of international integration and competition, in close cooperation with other provinces throughout the country, in association with the northern key economic region and in the process of the national renewal, for a higher quality of economic development.

d/ To speed up the urbanization; to combine the urban development as a development center with the development of the surrounding rural areas. Ha Tay province's urban centers must be developed toward modernity, ensuring their functions as satellite towns of Ha Noi capital. The urbanization should be planned in schemes on resettlement of, supports and job training for, peasants whose land is recovered by the State.

e/ To attach the economic development with the protection of the environment, cultural heritages and ecological balance and the assurance of sustainable development. Not to cause harms to and degradation of natural landscape and cultural heritage.

f/ To closely associate the socio-economic development with the consolidation of defense, security, the political system and a strong administration.

2. Development objectives

a/ General objectives

To accelerate the economic and labor restructuring in the direction of strongly developing the industrial and service economy in order to quickly increase the industry and service ratios; to develop tourism into an important economic branch matching the province's potentials and advantages; to develop the agricultural economy in the direction of high-quality commodity production. To mobilize all resources for the economic growth at higher rates and in a sustainable manner; and turn as soon as possible Ha Tay province into an industrial province with a relatively modern and synchronous socio-economic infrastructure system closely linked with the infrastructure system of Ha Noi area, a healthy and modern culture deeply imbued with national identities, and an economy developed to reach and excel the average level of the whole country. The province shall gradually become a driving force for socio-economic development of the Red River delta and the northern key economic region, and one of the region's high-quality human resource training and healthcare centers, with firmly maintained defense, security, social order and safety, people's higher living standards and greater internal accumulation.

b/ Specific objectives

- Regarding economic development:

+ The total export value shall increase over 17%/year in the 2006-2010 period, and 14.9%/year in the 2011-2020 period. By 2010 and 2020, the export value shall be 2.8 and 4 times that of 2005 respectively.

+ The economic structure by 2010 shall be industry- construction 45 - 46%; service 34 - 35%; agriculture- forestry-fishery 20 - 21%. By 2020, the ratio of agriculture in GDP structure shall be below 9%; while industry and service ratio shall be 91%.

+ In the 2006-2010 period, the agricultural production value shall increase 3.5-4%/year on average; while the cultivation and aquaculture value per hectare shall be more than VND 40 million.

- Regarding social development:

+ To reduce the annual birth rate by 0.06% and the rate of poor households (living below the new poverty line) by 1.5 ' 2%/year; to raise the living standards of households which have escaped from poverty, and prevent them from relapse into poverty.

+ By 2020, the urbanization rate shall be at least 45 ' 50% and the ratio of non-agricultural laborers to the total labor force shall be around 77%.

+ The rate of trained laborers shall reach around 40% by 2010 and around 50 ' 60% by 2020. By 2010, 80 ' 85% of laborers shall be employed after being trained.

+ The technological renewal rate shall reach an average of 20 ' 25%/year.

+ To combine the socio-economic development with the consolidation of security, defense, social order and safety.

To pay a constant attention to the environmental protection and improvement. To minimize the pollution in craft villages and strive for the target that by 2010 some 90% of population shall be supplied with clean water, more than 90% of daily-life garbage shall be collected and treated, and 100% of hazardous industrial waste and medical waste shall be managed and treated.

To conserve and rationally use the natural resources, protect the biodiversity, conserve and embellish tangible and intangible cultural heritages.

3. The plan on economic growth up to 2020

The economic growth rate shall be 13.5% in the 2006-2010 period, around 13% in the 2011-2015 period and around 12% in the 2016-2020 period.

The economic structure shall be: industry- construction 45%, agriculture-forestry-fishery 21%, and service 34% by 2010; industry-construction 50%, agriculture-forestry-fishery 14%, and service 36% by 2015; and industry-construction 54%, agriculture-forestry-fishery 9%, and service 37% by 2020.

4. Selection of orientations for breakthrough development up to 2010 and 2020

a/ Orientations for breakthrough development

+ To restructure and raise the quality of the industrial sector through developing such key industries as mechanical engineering, electronics, hi-tech industry; and supporting industries in association with industrial parks and hi-tech parks; to develop industries having natural resource advantages such as cement production and food processing; to speed up the construction of hi-tech parks and industrial parks; to form new industrial parks and medium- and small-sized industrial clusters; to develop cottage industries and handicrafts and traditional craft villages.

+ To restructure and raise the quality of the service sector; to concentrate on developing a number of high-quality services (finance, banking, commercial, technological, telecommunications and transport services); to develop the real estate market; and comprehensively develop tourism into an important economic branch.

b/ Priorities in the process of socio-economic development

- To build the infrastructure system connected to the infrastructure systems of Ha Noi and the regional provinces.

- To attach importance to the sustainable development and proper solution of environmental problems.

- To invest in developing the province's important economic centers, thus step by step turning the province into an economic center of the region.

- To build Ha Tay province into a center for training of technical workers and managerial officials for the whole region.

- To restructure the rural economy, making the province's rural areas development satellites of Ha Noi and the province's urban centers.

- To finalize the spatial and territorial planning in the direction of forming urban centers which are connected with one another and with rural areas.

- To closely combine the development of Ha Tay province with the development of the provinces and cities in the region.

- Development of key industries and products:

To develop industries, cottage industries and handicrafts so as to create a breakthrough for economic development and restructuring. To concentrate resources on developing industry at a high rate, thus making radical changes in quality, efficiency and competitiveness of industrial products; to quickly raise the industrial ratio in the province's GDP structure.

Ha Tay province's industrial production value is expected to grow at an annual average rate of around 24 ' 25% in the 2006 ' 2010 period, 18 ' 19% in the 2011-2015 period and 16 - 17% in the 2016-2020 period.

To consider the industries of mechanical engineering (manufacture and assembly of agricultural machines, means of transport, etc.), manufacture and assembly of electronic appliances the spearhead industries of the province. To prioritize the development of hi-tech industries (production of software, new materials, etc.). At the same time, to strongly develop groups of industries which have advantages in local raw materials, development tradition and are labor-intensive, such as: farm produce processing, construction materials production, textile and garment, leather and shoes, traditional crafts, etc.

To concentrate on developing the following industries:

+ Hi-tech industries: software, computer equipment, automation, production of new and high-class materials, etc.

+ Mechanical engineering and electronic industries: manufacture of agricultural machines, automobiles, motorbikes, assembly of electronic appliances and computers, etc.

+ Farm produce, food and beverage processing.

+ Production of construction materials: cement, construction materials, roofing materials, building stones.

+ Production of footwear, textile and garment, leather articles, plastics, paper and packages.

+ Exploitation of minerals: limestone, clay, sand, gravel, mineral water, pyrite.

- Orientations for development and distribution of industrial production establishments, industrial parks, industrial clusters and points and cottage industry and handicraft villages:

+ In the period from now to 2010, to plan and step by step build infrastructures and attract investment in industrial parks, industrial clusters, industrial points, cottage industry and handicraft villages in the province with a total area of around 8,080 hectares, including 9 industrial parks (including one hi-tech park) on a total area of 5,600 hectares; 29 industrial clusters on a total area of 1,210 hectares and 177 industrial points and craft villages on a total area of 1,270 hectares.

After 2010, to study the formation of a number of new industrial parks and clusters along important traffic routes and the formation of new urban centers. The orientation for location of industrial production establishments shall be as follows:

Food and foodstuff processing establishments shall be located near or within areas where raw materials are available.

Export garment and canvas shoe production establishments may be located in populated areas.

Other enterprises shall be located in industrial parks or clusters according to their business lines.

+ Regarding rural industry development: To restore traditional craft villages, thereby step by step developing small- and medium-sized industries in rural areas with the application of modern technologies, and forming industrial points attached to district towns and townships being of communal or inter-communal size. To strive for the target that by 2010, 90% of villages in the provinces shall become craft villages, of the which more than 400 villages shall attain the standards of industry-cottage industry and handicraft villages. The development of craft villages must couple with the environmental protection. To concentrate on developing a number of traditional crafts and trades having advantages such as: textile, embroidery, lacework, carpentry, mechanical engineering, farm produce processing, garment, leather and shoes, production of bamboo and rattan articles, fruit processing.

- Development of commerce:

To attach importance to the Red River delta market and expand goods exchange with other markets. To coordinate with neighboring provinces in establishing associations of export farm produce, combining benefits of producers with those of export enterprises. To develop trade with the participation of various economic sectors. To consolidate and reorganize the system of state-run trade establishments. To strive for the target that the total social commodity circulation value shall be around VND 19,080 billion by 2010, around VND 41,480 billion by 2015 and around VND 93,920 billion by 2020, and the average growth rate of the total social commodity circulation value shall be 17.6%/year in the 2006-2010 period, 16.8%/year in the 2011-2015 period and 18%/year in the 2016-2020 period.

The total export value is expected to reach USD 250 million by 2010, USD 500 million by 2015 and USD 1 billion by 2020. Major groups of exports shall be handicraft and fine-art articles, industrial goods, processed farm produce and foods, construction materials.

To plan the development of the system of marketplaces and commodity exchange centers, the network of trade centers, supermarkets, department stores, cattle and poultry slaughter houses, the network of major forwarding depots, and the network of filling stations.

- Development of Ha Tay province in association with Ha Noi city into a big service and tourist center of the North:

To prioritize the development of ecotourism. To invest in tourism in direction of forming an integral tourist space, with efforts concentrated on the completion of Suoi Hai lake ' Ba Vi mountain resorts for ecotourism and convalescence. The tourist space shall cover three main tourist sites: Ha Dong and its vicinity, Son Tay ' Ba Vi, and Huong Son ' Quan Son.

To develop such tourist products as ecological and convalescent tourism; cultural tourism; craft village tourism; farm and countryside sight-seeing; tourism combined with seminars, conferences or exhibitions; sport, entertainment and recreation tourism. To design and develop tours.

To take advantage of the position of a province neighboring Ha Noi city; to concentrate on vigorously developing such services as: technical innovation, legal, information, technology transfer, cultural and weekend vacation services. To coordinate with Ha Noi in strongly developing financial, banking, insurance, commercial, scientific and technological services.

c/ Development of agriculture ' forestry ' fishery and rural areas

The agricultural production value (at the fixed prices in 1994) shall averagely grow 3.5 ' 4.0%/year in the 2006 - 2010 period and 3.0 ' 3.5%/year in the 2011- 2020 period.

To restructure agriculture in the direction of raising the ratio of husbandry production value in the total agricultural production value to 50% by 2010 and over 60% by 2020.

The cultivation production value shall reach VND 38 ' 40 million/ha of arable land, and over VND 50 million/ha on 15% of the total arable land by 2010 and on 40% by 2020.

Regarding cultivation: To plan areas for specialized rice farming, invest in intensive farming of food crops, and introduce new varieties and scientific and technical advances to production. To develop annual industrial plants, safe vegetables, clean vegetables, flowers, ornamental trees, fruit trees, perennial industrial trees (i.e. tea).

To develop the cattle and poultry rearing and aquaculture.

To well manage and protect forests; to intensively plant new concentrated forests as well as scattered trees. To strive to plant 2,000 hectares of new concentrated forests, revamp 20% of the existing planted forest area (around 2,000 hectares), and raise the forest coverage to 11% by 2010.

d/ Development of social domains

- Population, labor and employment:

The average population growth rate shall be around 1.0%/year in the 2006-2015 period and around 0.9%/year in the 2015-2020 period. By 2020, Ha Tay province's population shall be around 2.922 million.

To employ more 116,900 laborers in the 2006- 2010 period, 124,200 in the 2011-2015 period and 23,500 in the 2016-2020 period.

To reduce the ratio of agricultural laborers to 23% of the total workforce by 2020.

- Education and training:

To raise the comprehensive quality of the general education of all grades. To narrow the material foundation and education quality gap between the province and Ha Noi capital, between urban centers and rural areas and between districts of the province.

To complete the lower secondary education universalization for pupils of eligible age group by 2008; to complete the upper secondary education universalization by 2010. To strive for the target that 80% of the primary schools, 40% of the lower secondary schools and 50% of the upper secondary schools shall reach the national standards by 2010; 100% of the primary schools, 60% of the lower secondary schools and 70% of upper secondary schools by 2015; and 100% of both lower and upper secondary schools by 2020.

To establish and build 14 continuing education centers and 14 general technical and vocational education centers in the province. To expand and develop job training, thus raising the ratio of trained laborers to 45% by 2010, around 55 ' 60% by 2015 and 70 ' 75% by 2020. By 2010, to upgrade the Teachers Training College and the Community Medical College into universities; upgrade the Medical Intermediate School into the Medical College; build a people-founded university; and encourage the expansion of types of non-public schools.

- Health and people's health care:

To bring into play the capability of existing medical establishments in the province; to coordinate with the central branches (first of all military and civil medicine coordination with Hospitals 103 and 105, the National Burning Hospital, etc.) and cooperate with Ha Noi (Ha Tay provincial hospital shall operate as a satellite of big central hospitals) in forming two big hi-tech medical centers in Ha Dong and Son Tay provincial towns; to build and develop Ha Tay province into a big medical center of the North and the whole country.

To strive for the target that every 10,000 people shall have 6.5 medical doctors and one pharmacist of university degree by 2010, 9 medical doctors and 1.5 pharmacists of university degree by 2020.

To reduce the rate of malnourished under-five children to below 16% by 2010 and below 8% by 2020. To raise the efficiency of health care services for people.

- Culture, information, physical training and sports:

+ To continue stepping up the cause of culture and information of Ha Tay province on the basis of tapping and promoting its historical and cultural potentials and traditions.

To achieve the target that 85% of the families, 50% of the villages, 40% of the agencies, units and enterprises shall achieve the standards of cultured ones by 2010; 90% of the families, 60% of the villages and 60% of the agencies, units and enterprises, by 2020.

To invest in conservation, repair and embellishment of revolutionary vestiges, historical and cultural relics; to conserve intangible cultural heritages; to build and upgrade cultural institutions from provincial to district and grassroots levels. To develop the mass cultural and artistic movement, communication and propagation, and provide cultural and information services to the grassroots. To build Huong Pagoda into a world heritage.

To continue developing newspapers, radio and television stations and magazines of the province.

+ To strongly develop the mass physical training and sport movement serving as a foundation for building high-achievement sports. To strive for the target that by 2020, 30% of the population shall participate in regular physical training and sport activities, 20% of the families shall be recognized as sport families, 100% of the schools shall conduct regular physical education, 100% of the districts and towns shall have stadiums, gymnasiums and swimming pools, 100% of the communes and wards shall spare grounds for physical training and sport activities and have at least one sport facility. To develop high-achievement sports.

To invest in building a sport complex in Ha Dong provincial town and a center for training of high-level athletes in Lang ' Hoa Lac ' Thach That area.

- Radio and television:

6. Development of infrastructure system

a/ Communication network

To renovate and upgrade the communication network in the province, intensify the exchange between Ha Tay province and Ha Noi and other northern provinces.

To attach importance to building provincial roads, which are newly connected to national axial roads, thus creating new economic axes and industrial and urban development spaces, especially in Quoc Oai, Thanh Oai and Phu Xuyen districts.

- Road communication

+ National highways:

In the 2006-2010 period, to commence the building of Phung bridge on national highway 32. Projects on building of centrally-managed national highway sections in the province, including Lang ' Hoa Lac road, old national highway 1, national highway 6, etc., must ensure the harmony of the road system and the planned rational crossings with local roads.

To coordinate with Ha Noi in executing the project on belt road 5 running from Yen Lenh - Huong
Pagoda - Cau Dam - Xuan Mai - Son Tay - Vinh Thinh, linking to national highway 2C and Ha Noi - Ha Long axial road.

To coordinate with the People's Committee of Vinh Phuc province and the Transport Ministry in building and completing Vinh Thinh bridge and the section of national highway 2C in Ha Tay province.

To complete the building of Hoa Lac ' Cau Coi section of Ho Chi Minh road up to the pre-expressway standards.

To build Son Tay ' Xuan Mai section of national highway 21 into a grade-1 urban road (by 2020).

To build Cau Gie ' Ninh Binh expressway's section running through Ha Tay, with a cross-section of at least 6 motor lanes.

To build Ha Tay section of belt road 4 of Ha Noi by 2020.

To build road 70 under the cooperation program between Ha Noi and Ha Tay.

+ Provincial roads:

By 2010, to cover all provincial roads' surface with asphalt concrete and stones or cement concrete, satisfying the minimum technical requirements of grade-3 delta roads, and complete the building of all permanent bridges of a load of H30 ' XB80, ensuring the compatibility between bridges and roads.

In the 2006-2010 period, to complete the building of bridges of Te Tieu, Phung Xa, Cong Than, Chua Ngoi, Am, Den, Dong Quan I, Dong Quan II, Van Phuong, Hoa Vien, etc.

In the 2006-2010 period, to commence and complete the building of Le Trong Tan road.

To complete the building of Son Tay -Thach That - Quoc Oai - Xuan Mai - Mieu Mon development axis (according to orientation toward 2020).

In the 2006-2010 period, to commence and complete the building of Te Tieu ' Yen Vi road up to the standards of a grade-3 delta road, and commence the building of Do Xa Quan Son road before 2020.

To build a road running in parallel with national highway 21, linking to national highway 2C to the north and leading to Ha Nam province.

+ Urban communication: To attach importance to upgrading the traffic network in urban centers, especially Ha Dong and Son Tay provincial towns. To gradually increase the land portions reserved for communication in big urban centers. To build a modern and synchronous urban communication network in new urban centers.

+ Rural communication: By 2010, all district, suburban, communal and inter-communal roads shall be asphalted or concreted. Roads to craft villages and industrial clusters must attain the standards of provincial roads. All existing earthen communal axial roads shall be bricked or concreted. To reinforce dike surfaces and rural roads in flood-diverting and 'slowing areas with cement concrete. After 2010, to continue raising the quality of rural communication network.

+ Building and development of the system of mobile and stationary car terminals.

- Waterway navigation:

To dredge channels and fairways on Day and Nhue rivers. To open some transport routes in Huong Pagoda, Ba Vi areas and tourist routes on big lakes of Quan Son, Dong Mo, Suoi Hai, etc.

To renovate and upgrade Hong Van and Son Tay ports.

To coordinate with Ha Noi and the Transport Ministry in completing the overhead railways of Ha Noi ' Ha Dong, Daewoo Hotel ' Trung Kinh ' Hoa Lac and the belt railway of Ha Noi (running through Co Nhue ' Ha Dong ' Van Dien ' Ngoc Hoi ' Yen So). To study the expansion of overhead Ha Noi ' Ha Dong railway to Ba La ' Van Dinh.

b/ Post, telecommunications and information technology

To modernize the province's post and telecommunications network, interconnected with other regions in the country and foreign countries.

By 2010, the number of telephones (mobile and fixed) shall be 30 ' 35 telephones per 100 people and over 20% of the population shall make access to the Internet. By 2020, there shall be 45 ' 50 telephones per 100 people and over 30% of the population shall have access to the Internet.

c/ Power network

To completely build the medium- and low-voltage power supply system in urban centers. To expand the power supply networks to newly formed industrial parks, and carry out the rural electrification.

d/ Development of water supply and drainage system and irrigation system

The urban centers and districts lying along the water pipelines of the Vinaconex Corporation's project on water supply from Hoa Binh reservoir shall be supplied with water under such project. For other urban centers, water plants shall be built or expanded.

For rural areas, to develop the multi-scale water supply system suitable to the population distribution and terrain in each area or commune. By 2015, 100% of the rural population shall be supplied with clean water.

To locally treat industrial and hospital wastewater before discharging it into the general water drainage system. To step by step separate the rainwater drainage system from wastewater drainage system, and build daily-life wastewater treatment stations in urban centers.

To attach importance to the investment in wastewater drainage and treatment system in rural areas, especially in craft villages, populated areas and industrial husbandry areas.

To maintain, repair and renovate the system of existing irrigation works and build new ones.

To accelerate the execution of the project on revitalization of Day and Tich rivers, thus creating water supply sources for people's daily life and for irrigation of part of the province's agricultural land.

e/ Science, technology and environmental protection

To build up the scientific and technological potentials with sufficient internal strengths to satisfy local development requirements, and a number of research and application centers in service of local socio-economic development. To attach importance to technology transfer, both domestic and from abroad, to suit the trend of international economic integration.

To improve the environmental conditions in polluted population quarters. To devise measures to prevent and combat pollution in concentrated industrial areas and craft villages, and to develop agriculture and rural areas in a sustainable manner. To coordinate with Ha Noi and other localities in the region in building a regional solid waste treatment plant, and treating the water environment of Nhue and Day rivers.

f/ Combination of economic development and defense and security maintenance

To closely combine the socio-economic development with the consolidation of defense and security strengths and enhancement of external activities at all levels and in all branches and localities; to build up the all-people defense combined with the people's security posture; to firmly maintain political stability, social order and safety. To build a number of defense works in some strategic areas in the province.

7. Territory-based development

a/ Urban and industrial spaces

To expand the inner urban space of Ha Dong provincial town, to form new urban centers, and develop the system of the province's satellite urban centers and district capitals connected to Ha Noi and Ha Dong provincial town.

In the coming period, to upgrade Ha Dong and Son Tay provincial towns from grade-III urban centers into cities. To upgrade Xuan Mai townships into a provincial town.

To develop industrial parks, industrial clusters and points in association with the urbanization process and urban development in rural areas.

b/ Agricultural and rural spaces:

To form hi-tech agricultural zones in suburban areas and the agricultural belt near Ha Noi.

To tap the advantage of terrain diversity to create a diversity of agricultural products turned out by specialized and concentrated production.

- Areas for growing groundnut and soybean in service of export processing, with an oil extracting factory in Xuan Mai, a soybean processing plant in Phu Xuyen, etc.

- Tea areas in Ba Vi, Chuong My and Thach That districts.

- Silkworm mulberry areas in communes along Day river.

- Areas for raising meat buffaloes and cows and milch cows in Ba Vi district and the northern districts of the province.

c/ Cultural and tourist spaces:

To accelerate the administrative reform, raise the capability of the contingent of cadres and civil servants, clearly define powers of agencies and levels; to enhance the administrative discipline, combat authoritarianism and corruption and waste while assuring the people's mastery. This is an extremely important solution to raising the effectiveness of socio-economic management by administrations at all levels, and creating a favorable environment for attracting resources for development investment.

b/ Mobilizing investment capital sources:

Capital mobilization and investment attraction policies must be specifically and attractively formulated for application to each project, attaching importance to attraction of foreign investment capital (including ODA, FDI and other sources). At the same time, to intensify the propagation of the investment promotion policies to attract capital sources from the population. To attach importance to the policy on mobilizing capital from the efficient use of land fund. Apart from the allocation of investment capital from the state budget, it is necessary to step up the mobilization of resources in enterprises by modes of equitization; contracting, sale and lease of enterprises; to attach importance to development of the financial market; and to accelerate the socialization of such domains as healthcare, education, culture, sport, etc.

9. Organization of implementation of the master plan

- After the master plan is approved, it is necessary to publicly propagate and popularize it to draw attention of the people and investors at home and abroad, with a view to mobilizing all resources for implementation thereof. At the same time, to review the existing development plannings of branches, domains and detailed plannings and to elaborate new ones.

- To work out action programs and development programs for each period in line with the master plan's orientations. To study and promulgate according to competence or submit to competent authorities for promulgation development mechanisms and policies. To organize the implementation of the master plan through five-year and annual socio-economic development plans.

- To supervise and inspect the development investment under the master plan. To enhance the responsibility of all levels, branches and localities for implementing the master plan. At the end of each planning period, to organize the appraisal of implementation of the master plan in such period, and supplement and adjust its objectives to suit the practical situation.

Article 2.- To assign the People's Committee of Ha Tay province to base itself on the province's socio-economic development objectives, tasks and orientations stated in the master plan to coordinate with the concerned ministries and branches in directing according to regulations the elaboration, submission for approval and implementation of the following:

- Socio-economic development general plannings of districts; plannings on development of urban system and population quarters; construction planning; land use planning and plans; development plannings of branches and domains, etc., in order to ensure the comprehensive and synchronous development.

- Study, formulation and promulgation according to competence or submission to competent state agencies for promulgation of a number of mechanisms and policies suitable to the province's development requirements in each period, in order to attract and mobilize resources for implementation of the master plan.

Article 3.- To assign the concerned ministries and branches to assist the People's Committee of Ha Tay province in studying and elaborating the above-said plannings; to study, formulate and submit to competent state agencies for promulgation a number of mechanisms and policies suitable with the province's socio-economic development requirements in each period in order to mobilize and efficiently use resources, promote and attract investment, etc., thus ensuring the realization and performance of the province's socio-economic development objectives, tasks and orientations stated in the master plan. To accelerate the investment in and execution of projects and works of regional scale and nature and important to the province's development for which investment decisions have been issued. To study and consider adjustments or supplements to branch development plannings, plans on investment in relevant projects and works eligible for investment specified in the master plan.

Article 4.- This Decision shall take effect 15 days after its publication in "CONG BAO."
